PLANNING COMMISSION MINUTES
REGULAR MEETING
AUGUST 9, 2022
CALL TO ORDER
A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Hamill at 7:02 P.M. in accordance with Government Code Section 54953(e) et seq. (AB 361) and
Resolution 2022-21 adopted by the City Council on April 19,2022, and as renewed by subsequent
resolution(s) thereafter. The regular meeting was conducted through a hybrid combination of in-
person and/or all virtual attendance of the seven members of the Planning Commission and
invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference
using the Zoom platform, broadcast live on the City's website at rpvca Dov/agendas and on PVPtv
channels Cox 35 and Frontier Fiberoptic 39. Members of the public could observe and participate
using the zoom participation feature, in person, and with options called out in the public
participation form provided under separate cover with the agenda. Notice having been given with
affidavit thereto on file.

Commissioner Nelson led the Pledge of Allegiance.
ROLL CALL
Planning Commission roll call was answered as follows,
Present: Nelson, Nulman, Santarosa, Saadatnejadi, Perestam, Vice Chair Chura, and Chair Hamill
Absent: None
Also, present were Director Rukavina, Deputy Director Silva, Senior Planner Yoon, City Attorney
Gerli and Housing Element Consultants: Matt Kota, Luci Hise-Fisher, and Marlie Long.

COMMUNICATION:
City Council Items: Director Rukavina provided an update on the August 2nd City Council meeting,
which included the adoption of code amendments to Title 8 of the Rancho Palos Verdes municipal
code related to the regulation of single use foodware accessories Director Rukavina also informed
the Planning Commission that the City Council will be conducting a special meeting on August 11th
to consider adoption of a Negative Declaration and approval of a General Plan amendment for the
2021-2029 Housing Element Update.

AMENDMENT FOR 2021-2029 FINAL DRAFT HOUSING ELEMENT(CASE NO. PLGP2022-0001):

Deputy Director Silva presented the staff report providing an overview of the Final draft 2021-
2029 Housing Element revisions.
Discussion ensued amongst the Planning Commission and staff.
Chair Hamill opened the public hearing
The following members of the public addressed the Planning Commission: Barbara Sattler and
Ali Vandani.
Chair Hamill closed the public hearing.
The Planning Commission asked clarifying questions of staff and consultants.
COMMISSIONER NELSON MOVED, SECONDED BY VICE CHAIR CHURA,TO ADOPT P.C. RESOLUTION
NO. 2022-11, RECOMMENDING THAT THE CITY COUNCIL ADOPT A NEGATIVE DECLARATION AND
APPROVE A GENERAL PLAN AMENDMENT FOR THE 2021-2029 FINAL DRAFT HOUSING ELEMENT
(CASE NO. PLGP2022-0001). THE MOTION PASSED ON A VOTE OF 7-0.
