All Statutory References are to California Government Code Sections. Please be advised that, pursuant to the Ralph M. Brown Act, “a
person may not disclose confidential information that has been acquired by being present in a Closed Session . . . to a person not
entitled to receive it, unless the legislative body authorizes disclosure of that confidential information.” (Gov. Code § 54963(a).)
“[C]onfidential information’ means a communication made in a Closed Session that is specifically related to the basis for the legislative
body of a local agency to meet[] lawfully in Closed Session . . . .” (Gov. Code § 54963(a).) Please be further advised that any
“[v]iolation of [Government Code § 54963] may be addressed by the use of such remedies as are currently available by law, including,

as the willful failure to perform a duty under Government Code Section 1222, or other statute, (iii) referral to the grand jury, or (iv) civil
actions, including issuance of an injunction.

VEHICLE CHARGING STATIONS) TO TITLE 15 (BUILDINGS AND
CONSTRUCTION) SETTING PROCEDURES FOR THE STREAMLINE REVIEW AND

K. Consideration and possible action to enter into an event contract with Terranea Resort
to hold the City’s 50th Anniversary Celebration dinner banquet on September 9, 2023.

For appeal hearings, the appellant or their representative speaks first and will generally be allowed ten (10) minutes. If the applicant is

1. Consideration and possible action to adopt proposed amendments to Section
17.10.020 (Accessory dwelling unit and junior accessory dwelling unit development
standards) and Chapter 17.96 (Definitions) of Title 17 (Zoning) of the Rancho Palos
Verdes Municipal Code to clarify applicability of established architectural standards to
accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs). (Giang)

Recommendation: Open the public hearing, receive comments, and if acceptable,
table the public hearing and direct Staff to return to the City Council meeting on October
18, 2022, with an urgency ordinance outlining comprehensive amendments to update
the City’s ADU and JADU code provisions in response to the August 29, 2022, letter
from the Department of Housing and Community Development.
REGULAR BUSINESS:

2. Consideration and possible action to modify the ParkMobile parking system on
Crenshaw Boulevard, south of Crest Road. (Trautner/Waters/Lozano) (15 mins)
Recommendation: 1) Review and provide direction on the following potential options
to modify the ParkMobile parking system: a. Convert the ParkMobile parking system to
an on-demand model; b. Retain reservation-based parking based on three-hour time
blocks and modify the rate to park; c. Retain reservation-based parking and modify the
duration of time blocks; d. Extend the current 2-hour free weekday block of time to a 3-
hour free weekday block of time; e. Make no change to the ParkMobile parking system
at this time; 2) Authorize staff to issue a survey to visitors parking in the area to better
understand the challenges experienced with the ParkMobile parking system; and, 3)
Direct staff to return in six months with more information on the Council’s preferred
options and survey results to determine if and how to proceed with modifications to the
ParkMobile parking system.

3. Consideration and possible action to receive a status update on various projects
associated with Western Avenue Commercial Corridor. (Awwad/Rukavina) (45 mins)
Recommendation: Receive and file a status report on the following three projects
associated with Western Avenue Commercial Corridor: Western Avenue Traffic Flow
Improvements Project, Western Avenue Beautification Project, and Western Avenue
Economic Development Initiative.
4. Consideration and possible action to approve Amendment No. 2 to the professional
services agreement with Chambers Group, Inc. and to enter into a professional services
agreement with LSA to complete the Environmental Impact Report for the Portuguese
Bend Landslide Remediation Project. (Awwad) (15 mins)
Recommendation: 1) Approve Amendment No. 2 to the professional services
agreement with Chambers Group, Inc. modifying the scope to only complete and deliver
the technical studies required for the Environmental Impact Report staggered between
September 30 and November 3, 2022; and, 2) Approve a professional services
agreement with LSA, in an amount not to exceed $266,000, to complete the
Environmental Impact Report and provide associated support services to meet the
requirements of the California Environmental Quality Act for the Portuguese Bend
Landslide Remediation Project, in a form accepta ble to the City Attorney.
5. Consideration and possible action to issue a Mixed-Use Overlay Zoning District
Community Survey. (Yoon) (15 mins)
Recommendation: 1) Review the proposed Mixed-Use Overlay Zoning District
Community Survey intended to solicit public input on desired access to uses and
amenities related to housing and mixed-use design protypes; and, 2) If acceptable,
authorize Staff to issue the proposed Mixed-Use Overlay Zoning District Community
Survey.
6. Consideration and possible action to adopt an interim Urgency Ordinance to establish
a 45-day moratorium on the entitlement, establishment, expansion, or modification of
antennas governed pursuant to §17.76.020 (Antennas) of Title 17 (Zoning) of the
Rancho Palos Verdes Municipal Code. (Yoon) (15 mins)
Recommendation: 1) Adopt, by a fourth-fifth (4/5th) vote of the entire City Council,
Urgency Ordinance No.___U, AN INTERIM URGENCY ORDINANCE OF THE CITY
OF RANCHO PALOS VERDES, CALIFORNIA, TO ESTABLISH A TEMPORARY 45-
DAY MORATORIUM ON THE ENTITLEMENT, ESTABLISHMENT, EXPANSION, OR
MODIFICATION OF ANTENNAS GOVERNED PURSUANT TO §17.76.020
(ANTENNAS) OF CHAPTER 17.76 (MISCELLANEOUS PERMITS AND
STANDARDS) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES
MUNICIPAL CODE; and, 2) Initiate code amendment proceedings to repeal §17.76.020
(Antennas) and add Chapter 17.77 (Antennas) to Title 17 (Zoning) of the Rancho Palos
Verdes Municipal Code with new regulations governing antennas on private property
based on current federal telecommunication laws.
7. Consideration and possible action to consider potential options for a memorial in honor

Council Meeting:
The Mayor shall order removed from the Council Chambers any person(s) who commit the following acts
at a meeting of the City Council: Disorderly, contemptuous or insolent behavior toward the Council or any
member thereof, tending to interrupt the due and orderly course of said meeting; a breach of the peace,
boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting;
disobedience of any lawful order of the Mayor, which shall include an order to be seated or to refrain from
addressing the Council from the audience; any other unlawful interference with the due and orderly course
of the meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.

Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless the majority of the Council members who are present affirmatively vote
either to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting
ends before all of the items listed on the agenda are completed, any unfinished business will be continued
to the next succeeding day that is not a holiday, at a location to be determined.
