RECOMMENDED COUNCIL ACTION:

BACKGROUND AND DISCUSSION:
On April 29, 2022, the Director of Maintenance and Operations of the Palos Verdes
Peninsula United School District requested a parking restriction along a portion of the
south side of Rue La Fleur to accommodate an expanded student drop -off and pick-up
area. The requested drop-off and pick-up area would have a length of 150 feet, centered
on the school’s main pedestrian gate, and would require a permit.

The restricted drop-off and pick-up area is needed because the school’s special needs
program has expanded. The summer 2022 program anticipates twice the number of
students that are normally dropped off and picked up during the school year. If approved,
appropriate signs will be installed noticing the parking restriction. In addition, the curb will
be painted white for the length of the loading zone. The Public Works Department and
Point Vicente Elementary School will partner in issuing parking permits for the restricted
area. The location of the proposed parking restriction area is shown in Exhibit A.

Public Works Staff reviewed the request and agreed that permit parking is appropriate to
provide an expanded student drop-off and pick-up zone without impacting vehicular
movement in the immediate vicinity.
A City Council resolution is required to establish the proposed permit parking. Therefore,
Staff recommends the City Council adopt a resolution (Attachment A) establishing a
parking restriction to accommodate the student loading zone.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative actions are available
for the City Council’s consideration:
1. Direct Staff to revise the resolution for adoption at a future City Council meeting.
2. Do not adopt the resolution, thereby not establishing parking restrictions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES, CALIFORNIA, ESTABLISHING
PARKING RESTRICTIONS BETWEEN THE HOURS OF
7:00 A.M. AND 4:00 P.M., ON SCHOOL DAYS ONLY, ON A
PORTION OF THE SOUTH SIDE OF RUE LA FLEUR TO
CREATE A STUDENT LOADING ZONE AT POINT
VICENTE ELEMENTARY SCHOOL
WHEREAS, the City of Rancho Palos Verdes is a general law City located in the
County of Los Angeles, State of California; and
WHEREAS, California Vehicle Code (“CVC”) Section 22507(a) provides that local
authorities may, by ordinance or resolution, prohibit or restrict the stopping, parking, or
standing of vehicles on certain streets or highways, or portions thereof, during all o r
certain hours of the day, and that, with the exception of alleys, the ordinance or resolution
shall not apply until signs or markings giving adequate notice thereof have been placed;
and
WHEREAS, Point Vicente Elementary School, located at 30540 Rue De La Pierre
in the City of Rancho Palos Verdes, has a vehicular ingress point on Rue De La Pierre, a
vehicular egress point on Rue La Fleur, and a pedestrian gate on Rue La Fleur; and
WHEREAS, a section of forty-six (46) linear feet of the curb along the south side
of Rue La Fleur, centered on the school’s pedestrian gate, is currently painted red,
indicating per California Vehicle Code Section 21458 that there shall be “no stopping,
standing, or parking, whether the vehicle is attended or unattended”; and
WHEREAS, the City has recently experienced a number of complaints about
significant congestion and other public health, safety, and welfare issues related to
access to and from Point Vicente Elementary School, including limited access for student
pick-up and drop-off; and
WHEREAS, Point Vicente Elementary School hosts summer school programs
between the months of June and August in addition to the regular school year, and the
school has recently expanded its special needs program, with the result that the number
of students being picked up and dropped off at the school in summer 2022 is expected to
be approximately twice the number present during the regular school year; and
WHEREAS, the City currently allows daytime and nighttime street parking along
the south side of Rue La Fleur (except in those areas where the curb is currently painted
red); and
WHEREAS, the City Council desires to further restrict parking along the south side
of Rue La Fleur, for a section of one hundred and fifty (150) linear feet, centered on the

pedestrian gate at Point Vicente Elementary School, during school hours, which are from
7:00 a.m. to 4:00 p.m. on weekdays, to only allow those vehicles displaying a valid permit
to park in this area to prevent and mitigate traffic impacts, and protect the public health,
safety, and welfare.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1. The foregoing recitals are true and correct, and are incorporated herein
by reference.
Section 2. The City Council hereby prohibits parking along the south side of Rue
La Fleur, for a section of one hundred and fifty (150) linear feet, centered on the
pedestrian gate at Point Vicente Elementary School, during school hours, which are from
7:00 a.m. to 4:00 p.m., Monday through Friday, excluding school holidays. These
restrictions shall not apply to vehicles displaying a valid parking permit.
Section 3. In accordance with Vehicle Code Section 22507, the parking
restrictions pursuant to Section 2 shall not apply until signs or markings giving adequate
notice of the restrictions have been placed. The City Manager, or their designee, shall
cause the placement of signs along Rue La Fleur, in such locations as necessary to give
adequate notice of the restrictions, as soon as practicable after the adoption of this
ordinance.
Section 4. This resolution shall take effect immediately.
Section 5. If any section, subsection, subdivision, sentence, clause, phrase, or
portion of this resolution is for any reason held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such decision shall not affect the validity
of the remainder of this resolution. The City Council hereby declares that it would have
adopted this resolution, and each and every section, subsection, subdivision, sentence,
clause, phrase, or portion thereof, irrespective of the fact that any one or mor e sections,
subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared
invalid or unconstitutional.
Section 6. The City Clerk shall certify to the passage, approval, and adoption of
this resolution, and shall cause this resolution and its certification to be entered in the
Book of Resolutions of the City Council of the City.
Section 7. The adoption of this resolution does not constitute a “project” within the
meaning of Section 15378 of the California Environmental Quality Act (CEQA) Guidelines,
as the parking restrictions do not have the potential for resulting in either a direct physi cal
change to the environment, or a reasonabl y foreseeable indirect physical change in the
environment. Therefore, this resolution is not subject to CEQA.
