Consideration and possible action to approve a list of proposed projects for Fiscal Year
2022-23 funded by Senate Bill No. 1, the Road Repair and Accountability Act of 2017.
RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2022-___, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS
FOR FISCAL YEAR 2022-23 FUNDED BY SENATE BILL 1, THE ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017.
FISCAL IMPACT: Funding for the Road Maintenance and Rehabilitation Accountability
project is part of the Budget for the Fiscal Year 2022-23 Capital Improvement Program.
This resolution is a requirement of SB 1, demonstrating the planned use of SB 1 funds.

BACKGROUND AND DISCUSSION:
Senate Bill No. 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into
law in April 2017. SB 1 imposed a combination of fuel taxes (gasoline and diesel) and
vehicle license fees (including zero-emission vehicles) to fund road maintenance,
rehabilitation, and safety needs on local street and road systems.

The City receives SB 1 funds from the Road Maintenance and Rehabilitation Account
(RMRA), managed by the State Controller’s Office. Use of the funds is reported to the
California Transportation Commission. The State Controller’s Office projects that the City
will receive an estimated $949,238 in RMRA funds in FY 2022-23. To receive the funds,
the City must submit a proposed project list for the upcoming fiscal year by July 1, 2022.
The projects may, among others, include annual road maintenance or capital projects. In
addition, the City may use these funds for other eligible projects without penalty if the
City’s priorities change.
As part of the FY 2022-23 Capital Improvement Program, Staff proposed appropriating
$1.2 million in RMRA funds for the Pavement Management Program – Residential
Roadway Rehabilitation, Area 1 Project (Attachments B and C). This project will use the
City’s existing RMRA fund balance and the FY 2022-23 RMRA apportionment. This
project is anticipated to begin later this month and is estimated to be completed by July
2024.
CONCLUSION:
Staff recommends the City Council adopt the attached resolution (Attachment A) to use
SB 1 funds toward the Pavement Management Program – Residential Roadway
Rehabilitation Area 1 Project (Attachment A). This resolution’s purpose is to demonstrate
the City’s planned use of RMRA funds and comply with the requirement to submit a
proposed project list. Should the City’s priorities change, the City Council may use the
funding for other roadway maintenance or eligible projects without penalty.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative actions are available
for the City Council's consideration:
1. Delay or cancel the FY 2022-23 Pavement Management Program – Residential
Roadway Rehabilitation – Area 1 Capital Improvement Project and use the RMRA
funds for another eligible program.
2. Provide other funding for the FY 2022-23 Pavement Management Program –
Residential Roadway Rehabilitation – Area 1 Capital Improvement Project and use
the RMRA funds for another eligible program.
3. Reserve the FY 2022-23 RMRA funds for future use.
4. Take other action, as deemed appropriate

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES ADOPTING A
LIST OF PROJECTS FOR FISCAL YEAR 2022-23
FUNDED BY SENATE BILL 1: THE ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017), was passed by the Legislature and Signed into law by the
Governor in April 2017 to address the significant multi-modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of Rancho Palos Verdes are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of Rancho Palos Verdes must adopt by resolution a list of
projects proposed to receive fiscal year funding from the Road Maintenance and
Rehabilitation Account (RMRA), created by SB 1, which must include a description and
the location of each proposed project, a proposed schedule for the project’s completion,
and the estimated useful life of the improvement; and
WHEREAS, the City of Rancho Palos Verdes will receive an estimated $949,238
in RMRA funding in Fiscal Year 2022-23 from SB 1; and
WHEREAS, this is the sixth year in which the City of Rancho Palos Verdes is
receiving SB 1 funding and will enable the City to continue essential road maintenance
and rehabilitation projects, safety improvements, and increasing access and mobility
options for the traveling public that would not have otherwise been possible without SB
1; and
WHEREAS, the City of Rancho Palos Verdes has undergone a robust public
process to ensure public input into our community’s transportation priorities/the project
list; and
WHEREAS, the City of Rancho Palos Verdes used a Pavement Management
System to develop the SB 1 project list to ensure revenues are being used on the most
high-priority and cost-effective projects that also meet the communities priorities for
transportation investment; and
WHEREAS, the funding from SB 1 will help the City of Rancho Palos Verdes
maintain and rehabilitate streets/roads this year and many similar projects in the future;
and

WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that the City’s streets and roads are in “good” condition, and this
revenue will help us increase the overall quality of our road system and, over the next
decade, will bring our streets and roads into an “excellent” condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure, and using cutting-edge technology, materials, and practices, will
have significant positive co-benefits statewide.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The foregoing recitals are true and correct, and incorporated herein by
reference.
Section 2: The following list of newly proposed projects will be funded in part or solely
with Fiscal Year 2022-23 Road Maintenance and Rehabilitation Account
revenues:
Project Title: Pavement Management Program – Residential
Roadway Rehabilitation – Area 1 Project
Project Description: Rehabilitation of Area 1 roadway will consist of
resurfacing existing asphalt; replacing damaged
asphalt, curbs, gutters, and sidewalk; replacing
deteriorating signs, pavement markings, and curb
address numbers; improving drainage if needed, and
installing ADA- compliant ramps when needed.
Project Location: Area 1 is bound by Hawthorne Blvd., Silver Spur
Road, Via Campesina, and Springcreek
Road/Grandview Park.

Pavement Management Program – Residential Roadway Rehabilitation - Area 1
As part of the Residential Roadways Rehabilitation Program, this project
consists of rehabilitating the roadways in Area 1, and consist of:
‐ Resurfacing the existing asphalt
‐ Replacing damaged asphalt
‐ Replacing damaged curbs, gutters and sidewalks
‐ Replacing deteriorated signs, pavement markings and curb address

Project Location Map Background and Justification:
Good road conditions with smooth pavement are expected by the City’s
residents.
Timely maintenance reduces the overall lifecycle costs of roadway
infrastructure.
The City has established a rehabilitation program to make repairs and
improvements to the residential streets on a recurring basis to maintain
them in good condition. The City is divided into nine areas for this
purpose, and the program is designed to rehabilitate each area every eight
years according to a rotating schedule.
