REGULAR MEETING
JUNE 7, 2022
CALL TO ORDER:
A Regular Meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Bradley at 6:00 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301
Hawthorne Boulevard. This meeting took place remotely in accordance with
Government Code section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted
by the City Council on November 16, 2021. Members of the public could observe and
participate using the zoom participation feature, and with options called out in the public
participation form provided under separate cover with the agenda. Notice having been
given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, Ferraro and Mayor Bradley
ABSENT: None
Also present were Ara Mihranian, City Manager; Karina Bañales, Deputy City Manager
*(via zoom); Elena Gerli, Assistant City Attorney; Trang Nguyen, Director of Finance;
Julie DeZiel, Human Resources Manager; Colin Tanner, Special Legal Counsel; Ramzi

Assistant City Attorney Gerli announced the item to be discussed in Closed Session.
1. CONFERENCE WITH LABOR NEGOTIATOR
A closed session will be held, pursuant to Government Code § 54957.6, with the
City Manager, Deputy City Manager, and City Attorney, acting as its negotiators,
regarding labor negotiations with the Rancho Palos Verdes Employees’
Association.

Also present was Captain James Powers, Lomita Station, Los Angeles County Sheriff’s
Department.

MAYOR’S ANNOUNCEMENTS:
Mayor Bradley and the entire City Council recognized Jackie Crowley for her lifetime of
unmatched community service.
Mayor Bradley and City Council recognized new Core Deputies, Darlene Lopez- Beltran
and Benjamin Russel. Core Deputies serve as community resource officers, providing
education and awareness for residents as dedicated community representatives for the
Lomita Station.
Mayor Bradley and City Council recognized Recreation Supervisor Norma Saldaña and
Senior Park Ranger Taylor Fox. They were recognized by the California Recreation and
Parks Society for excellence in public service this past April.
Mayor Bradley and the entire City Council honored Terri Haack. Ms. Haack’s
distinguished career spans more than 35 years in hotel and resort operations
management. In her role as President of Terranea Resort, she was responsible for the
overall operating performance and success of the 102-acre luxury resort. Mayor Bradley
and Councilmembers thanked Terri Haack for her service and dedication to the
community.
Mayor Bradley participated in the Green Hills Memorial Day event and noted the
meeting would be adjourned in honor of all veterans who served and who gave the
ultimate sacrifice to their country.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: See Something? Say
Something; Call 911 or Lomita Station at 310-539-1661 to help prevent dangerous or
tragic incidents from happening; Upcoming Palos Verdes Peninsula Chamber of
Commerce Street Fair and Music Festival on June 11, 2022 at 10 A.M- 10 P.M and
June 12, 2022 at 10 A.M- 9 P.M; Upcoming Movies in the Park at City Hall on June 18,
July 16, and August 13; Reminder of prohibition of fireworks in the City and the entire
Palos Verdes Peninsula; Become a sponsor for our upcoming Fourth of July
Celebration; Congratulations to the Class of 2022; and Happy Father’s Day.

Councilmember Dyda requested to pull Item Q for discussion a fter Regular Business.

Authorized the Mayor to sign a letter of support for AB 2758, which would require the
California Environmental Protection Agency (CalEPA) to hold public meetings, with
relevant agencies, on efforts to study and mitigate DDT off the coast of California.
F. Consideration and possible action to authorize the Mayor to sign a letter of
support for the League of California Cities’ (Cal Cities) state budget request.

Authorized the Mayor to sign a letter of support for Cal Cities’ state budget priorities,
which asks that some of the historic state budget surplus be spent on local
government.
G. Consideration and possible action regarding a claim against the City by
Kathleen Pappo. (Momoli)
Rejected the claim and direct Staff to notify the claimant, Kathleen Pappo.
H. Consideration and possible action regarding a claim against the City by
Mercury Insurance (insured Lona Salvador). (Takaoka)

J. Consideration and possible action to authorize the Mayor to sign a letter of
support for Senate Bill (SB) 1444. (Bright)
Authorized the Mayor to sign a letter of support for SB 1444, which would authorize
the establishment of the South Bay Regional Housing Trust, to assist the homeless
population and persons and families of extremely low-, very low-, and low-income
within the South Bay.
K. Consideration and possible action to oppose four bills related to housing and
local land use: Assembly Bill (AB) 916, AB 2011, AB 2097, and Senate Bill (SB)
897. (Bright)
1) Authorized the Mayor to sign a letter opposing AB 916, which would prohibit a
local agency from requiring a public hearing as a condition of increasing a structure’s
bedroom count and would increase the maximum height limitation on accessory
dwelling units (ADUs) from 16 feet to 18 feet; 2) Authorized the Mayor to sign a letter
opposing AB 2011, which would require ministerial, streamlined approval for 100%
affordable housing in commercially-zoned areas and for mixed-income housing
along commercial corridors; 3) Authorized the Mayor to sign a letter opposing AB
2097, which would prohibit a local agency from imposing or enforcing minimum
parking requirements within one half-mile of a major transit stop; and, 4) Authorized
the Mayor to sign a letter opposing SB 897, which would make numerous changes
to accessory dwelling unit (ADU) law, including increasing the maximum height
limitation on ADUs from 16 feet to 25 feet in certain conditions.
L. Consideration and possible action to receive and file a report on virtual access
for intergovernmental services. (Bright)
Received and filed a report on “one-stop” centers for intergovernmental services and
virtual centers.
M. Consideration and possible action to support Senate Bill No. (SB) 830
(Education Finance). (Bright)
Authorized the Mayor to sign a letter of support for SB 830, which would provide
supplemental funding to local educational agencies based on a calculation of how
much additional funding the agency would receive if the student count methodology
of the funding formula were based on enrollment instead of attendance.
N. Consideration and possible action to award Neighborhood Beautification
Grants.

1) Approved awarding five grant applications for the Neighborhood Beautification
Grant Program Cycle 20, totaling $18,270.50; and, 2) Denied five grant applications
that did not meet the minimum standards of the program.
O. Consideration and possible action to accept Gifts for Parks donations.(Hirsch)
Accepted Gifts for Parks donations and directed Staff to prepare donor letters of
appreciation for the Mayor’s signature.
P. Consideration and possible action to adopt resolutions pertaining to the City’s
November 8, 2022, General Municipal Election.(Takaoka)
1) Waived further reading and adopted Resolution No. 2022-31, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
CALIFORNIA, CALLING FOR THE HOLDING OF A GENERAL MUNICIPAL
ELECTION TO BE HELD ON TUESDAY, NOVEMBER 8, 2022, FOR THE
ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF
THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW
CITIES; 2) Waived further reading and adopted Resolution No. 2022-32, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS

Mayor Pro Tem Ferraro moved, seconded by Councilmember Cruikshank, to
approve staff recommendation as follows: 1) Conducted the public hearing for the
proposed levy of the Citywide Landscaping and Lighting Maintenance District for FY
2022-23; and, 2) Adopted Resolution No. 2022-34, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES DECLARING TO SET
THE LEVY AT ZERO WITHIN THE CITYWIDE LANDSCAPING AND LIGHTING
MAINTENANCE DISTRICT FOR FISCAL YEAR 2022-23 PURSUANT TO THE

3. Consideration and possible action to adjust the existing annual sewer service
charge for Fiscal Year 2022-23 for the Abalone Cove Sewer System. (Dragoo)

Discussion ensued among Council Members, Staff, and NV5 Contract Manager, Jeff
Cooper.
Mayor Bradley declared the public hearing closed.
Councilmember Alegria moved, seconded by Mayor Pro Tem Ferraro, to approve
staff recommendation as follows: 1) Conducted a public hearing on the proposed
levy of the annual FY 2022-23 sewer service charge for the Abalone Cove Sewer
System; and 2) Adopted Resolution No. 2022-35, a resolution of the City Council of
the City of Rancho Palos Verdes approving a report in connection with the sewer
service charge established pursuant to Chapter 13.06 of the Rancho Palos Verdes
Municipal Code determining the amount of such charge for FY 2022-23, and
ordering that such charge be collected on the tax roll; and, 3) Directed staff to return
with a plan for future levies by drawing down the City’s subsidy.
The motion passed on the following roll call vote:

4. Consideration and possible action to appoint three members to the Planning
Commission and the Civic Center Advisory Committee. (Momoli)
City Clerk Takaoka announced that ballots were distributed earlier in the evening to
appoint three members to the Planning Commission.

After one round of balloting, the following appointments were made:
Julie Hamill, David Chura, and Ron Santarosa were reappointed to the Planning
Commission, with terms ending on June 30, 2026 (Councilmember Dyda voting
Chura, Hamill, and Trout; Mayor Bradley, Mayor Pro Tem Ferraro, Councilmember
Cruikshank, and Councilmember Alegria voting Chura, Hamill, and Santarosa).
Mayor Bradley moved and seconded by Councilmember Alegria to appoint the
three incumbents (LaCombe, O’Brien, and Seo) to the Civic Center Advisory
Committee as no other applications were received.
By acclamation, this was so ordered by Mayor Bradley.
5. Consideration and possible action to appoint Chairpersons to the Planning
Commission and the various City advisory boards. (Takaoka)
City Clerk Takaoka noted that no late correspondence was distributed, and there
were no requests to speak.
Mayor Bradley moved, seconded by Councilmember Alegria, to approve the
following members as Chairs of the respective commission/committees: Julie Hamill
to the Planning Commission; Gregory O’Brien to the Civic Center Advisory
Committee; Larry Maizlish to the Emergency Preparedness Committee; George
Lewis to the Finance Advisory Committee; John Spielman to the Infrastructure
Management Advisory Committee; and John Tye to the Traffic Safety Committee.
Without objection, Mayor Bradley so ordered.
6. Consideration and possible action to accept the Los Angeles County Sheriff’s
Department Service Level Authorization for Fiscal Year 2022-23. (Bright)
City Clerk Takaoka noted that no late correspondence was received, and there were
no requests to speak.
Administrative Analyst Bright presented a brief staff report and PowerPoint
presentation.
Mayor Pro Tem Ferraro moved, seconded by Councilmember Dyda, to approve staff
recommendation authorizing the City Manager to sign the Los Angeles County
Sheriff’s Department Service Level Authorization for FY 2022-23 at a total City
annual cost of $7,248,596.53.

7. Consideration and possible action to receive a status report on the Hatano
Farm Area at Upper Point Vicente and provide direction to Staff on its future
operation. (Bañales)
City Clerk Takaoka noted that late correspondence was distributed, and there was
one request to speak.
Deputy City Manager Bañales presented a staff report and PowerPoint Presentation.
Council Members asked questions of Staff and Cris Sarabia (Palos Verdes
Peninsula Land Conservancy).
The following member of the public addressed the City Council: Noel Park.
Discussion ensued among Council Members.
Councilmember Cruikshank moved, seconded by Councilmember Alegria, to
approve staff recommendation as follows: 1) Received and filed a status update on
historic designation of the Hatano Farm Area at Upper Point Vicente (UPV); and 2)
Directed Staff to return with a management agreement with the Palos Verdes
Peninsula Land Conservancy (PVPLC) for the operation of a native plant farm at
UPV.

Q. Consideration and possible action to award a professional services agreement to
Express Sign & Neon for the design, fabrication, and installation of signage and

City Clerk Takaoka noted that there were no requests to speak and that this item
was pulled earlier this evening by Councilmember Dyda.
Discussion ensued among Council Members
Councilmember Dyda moved, seconded by Mayor Bradley, to approve staff
recommendation as follows: 1) Awarded a professional services agreement to
Express Sign & Neon for the design, fabrication, and installation of signage and
related support services for the City and Park Entry Monument Signs Project in the

amount of $345,560 with a 10% contingency instead 15% contingency for a sum
$34,556; 2) Authorized the Mayor to execute the agreement in a form approved by
the City Attorney; and, 3) Approved an additional appropriation of $397,400 for the
design, fabrication, and installation of signage and support services for the City and
Park Entry Monument Signs Project.

FUTURE AGENDA ITEMS:
Mayor Bradley requested that a staff report regarding Seagate Villas's request to
address a storm drain issue be brought forward at a future meeting.
Councilmember Cruikshank requested that a staff report regarding Building Code
Standards in response to potential natural disasters be considered at a future meeting.
CITY COUNCIL ORAL REPORTS:
Each Council Member present reported on his/her attendance at various organization
and association meetings.
ADJOURNMENT:
At 9:11 P.M., Mayor Bradley adjourned to 6:00 P.M. on June 21, 2022, for a Closed
Session Meeting and 7:00 P.M. for a Regular Meeting.

lives and served our country.
