RECOMMENDED COUNCIL ACTION:
(1) By majority vote of the City Council, appoint one member to the Emergency
Preparedness Committee, with a term of office ending in June 2024.

BACKGROUND AND DISCUSSION:
Recruitment began in March 2022 to fill a special vacancy that occurred on the
Emergency Preparedness Committee (EPC) with the recent resignation of Member
Howard Warner.
The recruitment for the vacancy was advertised and posted according to City Council
Policy No. 6. At the conclusion of the recruitment period on April 8, a total of five applicants
expressed interest. The City Council, as of this writing, will conduct interviews on April 19.
Ballots will be distributed prior to the commencement of the City Council meeting on April
19 listing the applicants for the City Council to cast their votes. Staff will tally the votes,
and in compliance with the Brown Act, the City Clerk will read each Co uncilmember’s
ballot into the record at the meeting and declare the member appointed to the committee.

In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Direct Staff to readvertise the recruitment to conduct additional interviews at a
future meeting.
2. Take other action, as deemed appropriate.
