RECOMMENDED COUNCIL ACTION:
(1) By majority vote of the entire City Council, appoint one member to the Civic Center
Advisory Committee, with a term of office ending in June 2024.

BACKGROUND AND DISCUSSION:
Recruitment began in February 2022 to fill a special vacancy that occurred on the Civic
Center Advisory Committee (CCAC) with the recent resignation of Member David Koch.
The recruitment for the vacancy was advertised and posted according to City Council
Policy No. 6 between February 3 and March 4, 2022. Additionally, the City Clerk reached
out to applicants interviewed for previous recruitments conducted as recently as February
2022 and in late 2021. At the conclusion of the recruitment period on March 4, 2022, three
applicants expressed interest. Two of the three applicants — Mickey Rodich and James
Sprinkel — were not available to be interviewed on March 15 . Mr. Rodich previously
served on the City’s Water Quality Flood Protection Committee and Mr. Sprinkel was
previously interviewed for a vacancy on the Traffic Safety Committee on February 1. The
third applicant, James Hevener, was interviewed on March 15.

Appointments to the committee were initially scheduled to occur during the March 15
meeting. However, the City Council voted to reschedule the interviews and appointment
decision to April 5 in order to interview the remaining two applicants. As of this writing,
Mr. Rodich and Mr. Sprinkel are available to be interviewed on April 5.
Ballots, listing the applicants for the City Council to cast their votes , will be distributed
prior to the commencement of the City Council meeting on April 5. Staff will tally the votes,
and in compliance with the Brown Act, the City Clerk will read each Councilmember’s
ballot into the record at the meeting and declare the member appointed , by majority vote
of the City Council, to the (CCAC) committee.
Chapter 10, Section 10.2, of the City Council Procedures Manual provides as follows:
“The Council must and will make appointments to citizen City boards, commissions, and
committees pursuant to City Council Policy No. 6. Applicants may be interviewed by th e
Council at a public meeting and shall be appointed by a majority vote of the Council. All
appointees serve at the pleasure of the Council.”
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action s are available for
the City Council’s consideration:
1. Direct Staff to readvertise the recruitment to conduct further interviews at a future
meeting.
2. Take other action, as deemed appropriate.
