CC DM 20220405 B - 20220323 CC MINS (Budget Workshop) DRAFTDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/BUDGET WORKSHOP MARCH 23, 2022 CALL TO ORDER: An Adjourned Regular Meeting of the Rancho Palos Verdes City Council was called to order by Mayor Pro Tem Ferraro at 6:20 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with Government Code section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted by the City Council on November 16, 2021. Members of the public could observe and participate using the zoom participation feature, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Alegria, Cruikshank, Dyda, Ferraro, and Mayor Bradley ABSENT: None Also present were Ara Mihranian, City Manager; William Wynder, City Attorney; Karina Bañales, Deputy City Manager; Trang Nguyen, Director of Finance; Ken Rukavina, Director of Community Development; Ramzi Awwad, Director Public Works; Cory Linder, Director of Recreation and Parks; and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Manager Mihranian. APPROVAL OF THE AGENDA: Councilmember Cruikshank moved, seconded by Councilmember Alegria, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Alegria, Cruikshank, Dyda, Ferraro, and Mayor Bradley NOES: None PUBLIC COMMENTS FOR NON-AGENDA ITEMS: City Clerk Takaoka noted that there were no requests to speak. 1 DRAFT City Council Minutes March 23, 2022 Page 2 of 3 REGULAR BUSINESS: 1. Consideration and possible action to receive and file the Fiscal Year 2021 -22 Mid-Year Financial Report and year-end estimates. (Browning/Ramos) Director of Finance Trang Nguyen presented a staff report and PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. Councilmember Cruikshank moved, seconded by Councilmember Alegria to: Receive and file the FY 2021-22 Mid-Year Finance Report and year-end estimates. The motion passed on the following roll call vote: AYES: Alegria, Cruikshank, Dyda, Ferraro, and Mayor Bradley NOES: None 2. Consideration and possible action to begin developing the FY 2022-23 Preliminary General Fund Budget. (Browning/Ramos) Director of Finance Trang Nguyen presented a staff report and PowerPoint presentation. Discussion ensued among Council Members, and questions were asked of Staff. By acclamation the City Council moved to affirm the FY 2022-23 budget assumptions which include: i. Revenue projections and the continuing of the 3% Utility User Tax; ii. Personnel costs comprise of rates for cost-of-living adjustment (COLA), merits, benefits, and funding to restore the positions of Full -time Staff Assistant I (Public Works) and the Accountant positions (Finance), and to fund temporary additional hours for the Part-time Staff Assistant I (Finance); iii. Non-Personnel costs including one-time expenditures and new programs; and iv. Transfers-Out that includes additional transfers to Capital Infrastructure Program (CIP) Fund in accordance with the City Council Reserve Policy No. 41 and Employee Pension Service Fund in accordance with the Pension Guidelines. Funding priorities for the projected surplus (projected revenu es less projected expenditures) which included: i. Funding for the City Council Goals; ii. Additional transfer to the CIP Fund; iii.
