BACKGROUND:
In Fiscal Year 2020-21, an Associate Engineer position in the Public Works Department
was frozen. Due to an increase in traffic engineering needs, Staff requested restoring the
funding for an Associate Engineer classification in the Public Works Department at the
March 2, 2021 City Council meeting. In response, there are now two full-time Associate
Engineer funded positions in the Public Works Department for FY 2021-22.
As a result of the restored funding of the Associate Engineer position in March, 2021,
Staff began recruiting on March 4, 2021. At that time, one of the Associate Engineer
positions was occupied by an incumbent, while the other position was vacant. Staff

continued to actively recruit, and the job bulletin was revised on October 11, 2021 to
emphasize the work culture and team environment, as well as focus on the benefits
offered by the City. The vacancy has been advertised on governmentjobs.com, numerous
social media platforms (e.g. Facebook, Twitter, Instragram and Nextdoor), and to
professional organizations, including the American Public Works Association and the
Institute of Transportation Engineers career center. On December 15, 2021, the second
position was vacated due to employee resignation. Currently, both Associate Engineer
positions are vacant.
To date, the job bulletin has had 5,187 “hits” on governmentjobs.com, which is the number
of times the job bulletin has been viewed. A total of 37 applications have been received,
with only one candidate meeting the position’s minimum qualifications pursuant to the job
classification. The one candidate’s work experience was minimal, which did not make the
candidate suitable for the position.
Due to the difficulty in attracting qualified talent for this position, Staff has reassessed the
job classification and is now recommending the City Council consider amending it.
DISCUSSION:
The Associate Engineer classification is the journey-level class in the professional
engineering series in the Public Works Department. Journey -level class means that an
individual has sufficient skills and knowledge of the occupation, through formal training or
on-the-job work experience, allowing them to perform the essential duties of the job with
minimal supervision.
The job specification qualifications of the Associate Engineer position require a bachelor’s
degree in construction management, civil engineering, architecture, or a closely related
field, from an accredited college or university; and two years of verifiable professional
and civil engineering experience. Possession of a current Certificate of Registration as a
civil engineer in the State of California is required, as well as possession of a valid class
“C” driver license.
Staff believes the current qualification requirement “possession of a current Certificate of
Registration as a civil engineer in the State of California is required” is likely the cause in
creating a hardship for the City in obtaining qualified candidates. This is because the work
experience requirement for Certificate of Registration is 12 months for an accredited
bachelor’s degree and an accredited master’s degree or doctorate. To obtain the
certification, one must pass the Principles of Practice of Engineering (PE) exam and pass
the Engineering Surveying/Seismic Principles exam. California is unique in that it is the
only state that requires the Engineering Surveying /Seismic Principles exam, so out-of-
state candidates who are professional engineers are required to take this exam.
Allowing 12 months to obtain the certification should be more appealing to prospective
candidates, as it should be attainable in this timeframe and complies with the City’s
probationary period, which is 12 months for new hires. Staff believes amending this job
specification qualification will aid in obtaining qualified candidates, including out -of-state

candidates, resulting in an increase in staffing levels and allowing for continuance of
efficient administration of the City.
Thus, Staff recommends the City Council consider amending the Associate Engineer job
specification as follows:
“possession of a current Certificate of Registration as a civil engineer in the State
of California is required”
replaced with:
“possession of a Certificate of Registration as a civil engineer with the State of
California is required within one year of hire”
The Public Works Department is budgeted for two Associate Engineers, and both
positions are vacant. The recommended amended language in the job classification is
expected to make the vacant positions much more attractive to potential candidates.
ADDITIONAL INFORMATION
Under the Meyers-Milias-Brown Act (“MMBA”), California Govt. Code §3500 et seq., prior
to implementing any proposed change relating to matters within the scope of
representation, the City is required to give notice to any affected employee organization
and provide the opportunity to meet and confer in good faith regarding such proposed
change. The scope of representation covers employment conditions and employer-
employee relations, including, but not limited to, wages, hours, and other terms and
conditions of employment. The scope of representation, however, does not include
consideration of the merits, necessity, or organization of any service or activity provided
by law or executive order or any of the management rights listed in the City’s Muni cipal
Code, Employer-Employee Relations Resolution, any memorandum of understanding
(MOU), or the City’s Personnel Rules.
Changes to a the job specifications of a represented classification fall within the scope of
bargaining. Accordingly, Staff completed the statutorily required meet and confer process
confer with the Rancho Palos Verdes Employees Association on January 27, 2022. Both
parties agree on the proposed job specification change for the Associate Engineer
classification.
CONCLUSION:
Staff therefore recommends the City Council approve the revised job specification for
Associate Engineer and approve the resolution adopting the revised Associate Engineer
job specification.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES, STATE OF CALIFORNIA,
AMENDING, APPROVING AND ADOPTING THE REVISED
JOB SPECIFICATION FOR ASSOCIATE ENGINEER
WHEREAS, Title 2, Chapter 2.46, Section 2.46.030 of the Rancho Palos Verdes
Municipal Code, and Rule III, Section 1, of the Competitive Service Employee Rules
authorizes the City Manager to prepare, maintain, and amend the classification plan as
needed, which shall contain job specifications for job classifications for positions
covered by the Rules; and
WHEREAS, Rule III, Section 3 of the Competitive Service Employee Rules sets
forth the requirement that the classification plan consist of job specifications, which shall
set forth a descriptive title, typical duties and responsibilities, essential functions of the
position, and the training, experience, and other qualifications necessary or desirable for
the effective performance of each position within a job classification; and
WHEREAS, the Meyers-Milias-Brown Act (the MMBA) imposes on public
employers and recognized employee organizations a “mutual obligation” to meet and
confer regarding wages, hours, and other terms and conditions of employment, and
thereby freely exchange information, opinions, and proposals to reach an agreement on
matters within the scope of representation; and
WHEREAS, the change to the job specification of a represented classification
falls within the scope of bargaining, the City’s and Rancho Palos Verdes Employees
Association’s (RPVEA) labor relations representatives completed meet and confer and
RPVEA has no objection regarding amending and revising the job specification for
Associate Engineer; and
WHEREAS, the City Council and RPVEA desire to amend the job specification
for Associate Engineer, by accepting, adopting and implementing this resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council finds the above recitals are true and correct and
incorporated herein by this reference.
Section 2: The City Council approves and adopts the attached revised Associate
Engineer job specification provided herewith as Exhibit B.
Section 3: This resolution shall be effective on February 15, 2022. The City
Clerk shall certify the adoption of this Resolution.

DEFINITION AND CLASS CHARACTERISTICS:
DEPARTMENT The Public Works Department is responsible for a wide variety of activities, including
leadership of the City's infrastructure and environmental program, planning, development, and
maintenance of the public buildings, parks, trails, roads, sidewalks, street trees, storm drains,
and sanitary sewers. The department has 17 outstanding staff members in areas of
Administration, Engineering, Maintenance, and Permitting and Resident Services. The
department also works extensively with citizen committees which are appointed by the City
Council.
POSITION This non-exempt position is covered by Rancho Palos Verdes Employees Association. The
Associate Engineer's daily responsibilities include, but are not limited to: ensuring assigned
projects are on schedule and within budget; responding to all emails, inquiries, and phone
calls in a timely manner; reviewing engineering plans of assigned projects; prepare request
for proposal (RFP) for various projects; prepare staff reports; attend internal and external
meetings as a representative of the Public Works department; inspect construction permits;
develop engineering calculations, reports and plans; review construction, traffic, striping, and
survey plans; issue encroachment permits; provide assistance to the public; and
miscellaneous duties, as assigned. In addition, an Associate Engineer develops policies and
procedures; evaluates municipal codes and provides updates, as directed; provides
Construction Management services for construction projects; and manages programs for the
City, including but not limited to, Traffic Program, Water Quality Program, Storm Drain
Program, and the Sanitary Sewer Program.

The Associate Engineer is the journey-level class in the professional engineering series.
Under the general direction of the Senior Engineer, The Associate Engineer performs
professional engineering work in the field and office; and supervises the work of assistant
engineers, inspectors, consultants, contractors, support staff, and other related personnel
engaged in Public Works projects. The level of supervision received is directly related to the
complexity of the assignment. Highly complex assignments will be reviewed periodically, and
the less difficult assignments will be subject to administrative direction.
ESSENTIAL JOB FUNCTIONS:
Management reserves the right to add, modify, change or rescind the work assignments of
different positions and to make reasonable accommodations so that qualified employees can
perform the essential functions of the job. The duties listed below are examples of the work
typically performed by employees in this class. An employee may not be assigned all duties

QUALIFICATION GUIDELINES:
EXPERIENCE: The City uses the experience and education described below as general guidelines to
evaluate compliance with the qualifications described above. Comparable experience and
education is acceptable for meeting the position's minimum qualifications. Specified licenses,
certificates, and registrations must be held and maintained. Education and Experience: Bachelor's degree in construction management, civil engineering,

PHYSICAL DEMANDS:
Strength, dexterity, coordination and vision to use a keyboard and video display terminal for
long periods of time. Hearing and speaking ability to communicate clearly on the telephone
and at a public counter. Dexterity and coordination to handle files and single pieces of paper;
occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference
and other materials. Moving from place to place within an office; some reaching for items
above and below desk level. Ability to walk on uneven and/or unpaved ground in the field and
at construction sites including areas of land zoned as open space hazard areas to perform

ENVIRONMENTAL ELEMENTS:
Generally clean work environment with limited exposure to conditions such as dust, fumes,
odors, or noise. Video display terminal is used on a daily basis. Periodic contact with angry

Assisting or leading in program development and management of specific assigned
program areas.
Analyzing and resolving problems to ensure compliance with regulatory performance

Verifying quantities, dimensions, safety requirements, and quality of work for
engineering projects.
Preparing a wide variety of bid documents, and reviewing and analyzing bids.

QUALIFICATION GUIDELINES:
EXPERIENCE:
The City uses the experience and education described below as general guidelines to
evaluate compliance with the qualifications described above. Comparable experience and
education is acceptable for meeting the position's minimum qualifications. Specified licenses,
certificates, and registrations must be held and maintained.
Education and Experience: Bachelor's degree in construction management, civil engineering,
architecture, or a closely related field from an accredited college or university and two years
of verifiable professional and civil engineering experience is required.
License and Certificates:
Possession of a current Certificate of Registration as a civil engineer in the State of
California is required within one year of hire.
Possession of valid Class "C" California Driver's License, in accordance with ADA
regulations, is a condition of employment for those appointed to this class.
Knowledge of:
Standard engineering concepts and practices as they apply to private construction activity
and public capital improvement and maintenance projects. Techniques and methods utilized
in engineering plan review of complex private development projects and public capital
improvement and maintenance projects. Modern developments in current literature
concerning, and sources of information regarding, public sector civil engineering. Working
knowledge of the Subdivision Map Act and engineering calculation methods and techniques.
Organization, structure, operations of, and legal authority for municipal government in
California. Familiarity with Public Works contracting code requirements for the State of
California. Techniques used in effective interpersonal communication. Materials, equipment,
regulations, principles, procedures and/or practices necessary to perform required duties
including but not limited to: applicable safety and health regulations; correct English usage,
spelling, grammar and punctuation.
Skill in:
Performing professional civil engineering duties including but not limited to: the development
of, checking, compiling, and application of field data used in the layout and construction of
streets, roads, curbs, sidewalks, subdivisions, sewers, storm drains, and other projects as a
primary duty; supervising and training personnel and advising superiors on appointments,
evaluations and disciplinary actions; participating in budget preparation and administration;
participating in the design of public works improvements and construction; preparing plans,
profiles and cross-sections; performing engineering analyses and calculations such as those
required to determine horizontal and vertical alignment, tentative grades, as well as curve
computations; conferring with the public, contractors and developers to provide information

and assistance in complying with engineering rules and requirements; preparing and checking
legal descriptions for deeds, easements and rights-of-way; participating in the acquisition of
rights-of-way and establishment of improvement districts by conducting interviews with
property owners and coordinating right-of-way acquisition activities with the State and County;
acting as chief of survey party or as resident engineer for construction projects as required;
preparing correspondence and reports, and maintaining records; operating motor vehicle
while performing various duties that include conducting field inspections and other travel to
and from assignments.
Ability to:
Work in a team environment. Communicate ideas and concepts effectively. Review and
coordinate the preparation of engineering plans, designs, specifications, and estimates.
Independently review maps and plans to determine specific conformance with engineering
standards and Federal, State, and City requirements. Conduct a variety of types of research,
including field research, and prepare and present logical, objective, and concise or detailed
memoranda, correspondence, and staff reports. Read, comprehend, interpret, and apply
laws, ordinances, codes, specifications, policies, and regulations in the preparation of written
reports and in oral communications with the public, the development community, and other
employees of the City. Establish and maintain effective and professional relationships with
the public, departmental clients, professionals in other jurisdictions, co-workers, and other
City staff. Serve as a technical resource and adviser to assist in facilitating identification of
solutions. Evaluate field conditions to determine appropriate engineering or construction
methods, and develop and recommend alternative engineering or construction methods.
Compute, interpret, and apply complex engineering formulae, and apply and analyze
principles of hydraulics, mechanics, capacities, and stress. Follow oral and written
instructions and apply reasoned judgment when new circumstances warrant deviation from
established circumstances. Deliver prepared oral presentations to governmental bodies and
public groups, and respond appropriately to questions. Satisfactorily perform required duties;
learn and apply the principles and practices of effective supervision, training and performance
evaluation, budget preparation and administration; communicate effectively in writing and
orally; reason logically and creatively; demonstrate initiative; work independently and on
project matrix teams; legally operate a
motor vehicle in the State of California.

PHYSICAL DEMANDS:
Strength, dexterity, coordination and vision to use a keyboard and video display terminal for
long periods of time. Hearing and speaking ability to communicate clearly on the telephone
and at a public counter. Dexterity and coordination to handle files and single pieces of paper;
occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference
and other materials. Moving from place to place within an office; some reaching for items
above and below desk level. Ability to walk on uneven and/or unpaved ground in the field and
at construction sites including areas of land zoned as open space hazard areas to perform
investigations, take and record measurements and perform inspections.
ENVIRONMENTAL ELEMENTS:
Generally clean work environment with limited exposure to conditions such as dust, fumes,
odors, or noise. Video display terminal is used on a daily basis. Periodic contact with angry
and upset individuals, frequent interruptions of planned work activities by telephone calls,
office visitors and response to unplanned events. Some work in the field or at construction
sites will be required.
