BACKGROUND:
As a contract city, the City of Rancho Palos Verdes receives some services by contract
with agencies (both public and private) and provides other services in-house by the City’s
own employees.
Located within Los Angeles County (County), the City receives some services provided
by the County due to a direct contract. The City has three contracts with the County in
which the City pays for the service. These contracted services include law enforcement
provided by the Los Angeles County Sheriff’s Department (LASD), Animal Care and
Control (LACACC), and General Services Agreement (GSA). The remaining services

provided by the County do not have formal contracts and are funded through tax levies ,
such as fire protection and homelessness services.
This report summarizes services provided by the County, services provided by City
resolution, contract services, and fee-based services.
DISCUSSION:
Rancho Palos Verdes residents’ property taxes are allocated to the following:
• 24% - Los Angeles County
• 22% - Educational Augmentation
• 20% - Palos Verdes Unified School District
• 17% - Consolidated Fire Protection District
• 6% - City of Rancho Palos Verdes
• 5% - Other Districts
• 3% - Los Angeles Community College District
• 3% - Palos Verdes Library District
Los Angeles County operates a $40 billion appropriation budget, comprised of the
following revenue categories:
• 23% - Charges for Services ($8.7 billion)
• 22% - State Revenues ($8.4 billion)
• 21% - Property Taxes ($7.9 billion)
• 17% - Federal Revenues ($6.4 billion)
• 9% - Other Sources ($3.5 billion)
• 3% - Other Taxes ($1.1 billion)
• 2% - Miscellaneous Revenue ($871 million)
• 1% - Use of Money and Property ($260 million)
• 1% - Fines, Forfeitures, and Penalties ($190 million)
• <1% - Other Intergovernmental Revenues ($141 million)
• <1% - License, Permits, and Franchises ($98 million)

The following page provides a general overview of the services provided by the County
to RPV residents. Additional detail on County services and the City’s share of associated
costs is available in the County Services Matrix (see Attachment A). As indicated in the
matrix, “Other Tax/Fee” includes any payment by a resident to the County, including
property tax, sales tax, usage fees (if applicable), etc. Due to the breadth and scope of
County services, Staff has prepared the matrix with the most relevant County department
providing services. Many departments provide similar services, for example, but the
matrix only lists one County department, and not every function of every department is
listed. Full details on all the County’s services and links to all departments are available
at lacounty.gov, including those provided to residents of the County, such as County
Library services. See Attachment B for a County organization chart.

Many of these services are provided directly to County residents, funded through their
property taxes, as well as taxes collected through the state and federal governments .
Some of these services were granted authority to serve the City via resolution , such as
LACoFD2 (see Resolution No. 1973-014), the County Department of Public Health (DPH)
(see Resolution No. 1973-017), and the Sanitation District (see Resolution No. 1973-018).
The City has ongoing contracts with the County for the following services (see
Attachments C-E for current contracts):

The General Services Agreement includes various services, such as prosecution of
certain City ordinances, direct assessment collection, a variety of public works services,
and predatory animal services.
In some cases, the City pays fees for certain County services, such as to the Los Angeles
Region Imagery Acquisition (LARIAC) for aerial imagery, the Local Agency Formation
Commission (LAFCO) for city and special district boundaries, and the Registrar-
Recorder/Clerk for certain posting fees associated with the California Environmental
Quality Act (CEQA). The City also has an agreement with the Sanitation Districts for the
lease of Eastview Park. All other County services are provided to residents at no
additional cost to the City.
CONCLUSION:
The City directly contracts for law enforcement, animal control, and general services from
the County, and pays for these services through annual service model or as a fee -for-
service. Other County services, such as those provided by LACoFD and DPH, are funded
through property taxes and granted authority through City resolutions. All other County
services are funded through taxes.
Staff recommends the City Council receive and file this report.
