AGENDA TITLE:
Consideration and possible action to appoint one member to the Traffic Safety Committee
and a new Chair.
RECOMMENDED COUNCIL ACTION:
(1) By majority vote of the City Council, appoint one member to the Traffic Safety
Committee, with a term of office ending in June 2024; and,
(2) By majority vote of the City Council appoint the current Vice-Chair of the Traffic
Safety Committee to Chair through the end of June 2022.

BACKGROUND AND DISCUSSION:
Recruitment began in January 2022 to fill a special vacancy that occurred on the Traffic
Safety Committee (TSC) with the recent resignation of former Chair Liu.
The recruitment for the vacancy was advertised and posted according to City Council
Policy No. 6. Additionally, the City Clerk reached out to previous applicants from a TSC
recruitment conducted in February 2021. At the conclusion of the recruitment period on
January 25, 2022, a total of five applicants expressed interest. The City Council, as of this
writing, will conduct interviews on February 1, 2022.
Ballots will be distributed prior to the commencement of the City Council meeting on
February 1, 2022, listing the applicants for the City Council to cast their votes. Staff will

tally the votes, and in compliance with the Brown Act, the City Clerk will read each
Councilmember’s ballot into the record at the meeting and declare the member appointed
to the (TSC) committee.
Additionally, staff recommends that the City Council appoint current Vice-Chair John Tye
as Chair of the TSC through June 2022. Mr. Tye is willing to serve in this capacity and is
supported by each fellow committee member.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Direct Staff to readvertise the recruitment to conduct additional interviews at a
future meeting.
2. Identify a different Chair of the TSC.
3. Take other action, as deemed appropriate.
