CC SR 20220118 03 - Forrestal Dr Parking and Traffic Mgmt Plan CITY COUNCIL MEETING DATE: 01/18/2022 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA TITLE: Consideration and possible action to approve the Forrestal Reserve Parking and Traffic Management Concept Plan. RECOMMENDED COUNCIL ACTION: (1) Approve the Forrestal Reserve Parking and Traffic Management Concept Plan and direct Staff to complete construction documents and commence construction; and (2) Approve an additional appropriation of $80,000 in the Capital Infrastructure Projects (CIP) Fund. FISCAL IMPACT: If approved, the cost to construct the project, excluding the automated visitor count technology and the portable staff shelter, is estimated to be between $60,000 and $80,000, which will borne by the CIP Fund. Costs for the automatic visitor count technology and the portable staff shelter will be presented to the City Council as a separate item at a later date. Forrestal Reserve Parking and Traffic Management Concept Plan (page A-1) BACKGROUND: Pursuant to the Palos Verdes Nature Preserve (Preserve) Public Use Master Plan (PUMP), users of the Forrestal Reserve can currently park at the Ladera Linda Community Park site as there is no dedicated parking for the Forrestal Reserve. In spring 2022, the Ladera Linda Community Park is scheduled to be under construction. Thus, on 1 CITYOF RANCHO PALOS VERDES September 7, 2021, the City Council directed Staff to provide parking for the Forrestal Reserve on Forrestal Drive behind the existing yellow gate prior to commencing construction on the Ladera Linda Community Park Project. On November 2, 2021, the City Council awarded a contract to Kittelson & Associates, Inc. (Consultant) to serve as the traffic engineering consultant during development of a Parking and Traffic Management Plan for Forrestal Reserve and directed Staff to seek community input during development of the plan. Staff proposed to develop a plan that, to the extent possible, uses low-cost measures that can be easily modified, should the need arise. Staff also proposed monitoring traffic conditions after implementation on an ongoing basis both during and after the completion of construction of the Ladera Linda Community Park Project to determine if modifications would be needed. Additionally, Staff proposed that the plan include permanent traffic data collection devi ces to assist with development of long-term modifications, should they be needed. On November 17, 2021, Staff held a community workshop to obtain input from the public. To generate ideas and discussion points during the workshop, Staff developed schematics. These schematics were created prior to the start of the Consultant’s work, and were strictly conceptual, not to scale, and prior to any engineering review. Approximately 30 individuals attended the workshop and 13 of them spoke. A summary of the comment themes is as follows: • The existing gate should remain in its current location because it has been effective in controlling problems associated with illegal dumping and loud gatherings. • Parking should only be open on weekends and holidays and the Lader a Linda Community Park site, when operating, should be used for parking during the week. • There should be a regular Staff patrol presence for enforcement. • A smartphone-based parking reservation system, such as the one currently in use on Crenshaw Boulevard south of Crest Road, should be implemented. • Include measures to mitigate queuing at the gate before the gate is open, or if the parking area is full. • Security cameras to monitor behavior should be included in the plan. In addition to the comment themes above, approximately seven participants commented that they are opposed to any parking on Forrestal Drive behind the existing gate, and that other locations should be considered instead. Staff responded that the City Council directed Staff to provide parking for the Forrestal Reserve on Forrestal Drive behind the existing yellow gate, and that only the City Council can direct Staff to abandon that project and instead identify alternative locations. On November 29, 2021, Staff requested input from the Tra ffic Safety Committee (TSC) on the schematics. TSC members provided the following key input to Staff: • Consider the use of a smartphone-based parking reservation system such as the one currently in use on Crenshaw Boulevard south of Crest Road. • Locate the first gate on Forrestal Drive in a place that allows for some queuing. • Balance the number of spaces currently at the Ladera Linda Community Park site (approximately 85 spaces on the three lots located on two levels for the Ladera 2 Linda Community Park) with the number of spaces being provided on Forrestal Drive. The Consultant began work on conceptual plans that were initially reviewed by staff and the Council Public Facilities Subcommittee (Councilmembers Alegria and Cruikshank) for further input and direction. Staff presented this updated concept plan to the TSC on January 10, 2022. The TSC recommended that the concept plan be forwarded to the City Council and that the inclusion of a parking reservation system be reconsidered. This concept plan is now before the City Council. DISCUSSION: After the community workshop and TSC meeting, the Consultant reviewed the Staff- prepared schematics from a transportation engineering perspective. The Consultant found that the initial proposed head-in/right-angle parking was not feasible because there was insufficient roadway width to accommodate parking and two-way traffic. Section 17.50.20 (Exhibit 50-A) of the Rancho Palos Verdes Municipal Code (RPVMC) for Nonresidential Parking and Loading Standards, requires a minimum total street width of 44 feet for head-in parking, whereas Forrestal Drive has a total width of only approximately 40 feet. The 44 feet are comprised of a stall length of 20 feet to accommodate a vehicle, plus a 24-foot-wide drive aisle (or two lanes that are 12 feet in width) to allow maneuvering into the parking stall with two-way traffic. As a result, the Consultant, in coordination with Staff, developed a concept plan that features 48 parallel parking spaces. Staff and the Consultant then met with the City Council Public Facilities Subcommittee to solicit feedback and accordingly revised the concept plan. The result is a concept plan (Attachment A) with the following key components: • Parallel parking spaces on the Preserve (landward) side of Forrestal Drive so that users can immediately pull into a parking spot when they arrive, rather than have to turn around for a spot on the seaward side. Users will have to turn around when they leave Forrestal Drive; however, Staff believes that users are less likely to be in a hurry when leaving and more likely to use the designated turn-around areas than upon arrival. • A pedestrian path in the existing pavement adjacent to the parking spaces. Using the existing pavement to create a pedestrian path eliminates the expense of constructing a new sidewalk. The pedestrian path will be clearly identified with pavement markings and signs. The Consultant further recommends the use of vertical delineators to separate the parking spaces from the pedestrian path and avoid confusion by drivers seeking to park. Vertical delineators come in the form of flexible bollards (candlesticks), planters, decorative concrete barriers, or other similar objects. Staff recommends the use of flexible bollards rather than the other options because they are low-cost and can be easily modified (or removed), should the need arise. 3 • The first entry gate remains at its current location and a turn-around is proposed approaching the gate in the westbound direction to discourage queuing. The location of the first gate remains unchanged in keeping with an incremental approach of low-cost measures that can be easily modified, should the need arise. • A second gate, which would be open during American Youth Soccer Organization (AYSO) events (or other City-approved events), is proposed approximately one quarter of a mile to the west of the first gate. A second turn-around is proposed, inside of the second gate, for use by vehicles leaving Forrestal Drive as a way to turn around and head eastbound. This location is proposed, as opposed to a gate located further west that increases the number of spaces, because it avoids the construction of a turn-around that would encroach into the Preserve, which is restricted pursuant to the Natural Communities Conservation Plan/Habitat Conservation Plan. To avoid encroaching into the Preserve if the turn-around were moved farther west, the improvements would be required to be shifted to the seaward side of the road and a significant portion of sidewalk would have to be reconstructed, resulting in a greater construction cost. • One equestrian trailer parking space on the seaward side west of the second gate, to be used by reservation only. The equestrian trailer parking space is on the seaward side to accommodate the desire of equestrian users to be facing eastbound where they can leave more quickly should an emerge ncy evacuation be necessary. • The following traffic calming and access measures: o Narrower, 11-foot-wide vehicular lanes to reduce speeds. o Double-yellow centerline divider to discourage vehicles from making U- turns. o Pedestrian signs and yield lines at crosswalks to increase crosswalk visibility and alert drivers of the possibility of pedestrians. • A portable Staff shelter, with dimensions of approximately 10 feet by 30 feet, for use by Staff assigned to monitor the area. • Technology to automatically count visitor volume will be included in the final plan and is still being researched at this time. It should be noted that Staff is still exploring the details related to the portable Staff shelter and the automated visitor counter. Thus, costs associated with these two specific improvements are unknown at this time and not captured in the estimated fiscal impact. Once more information is ascertained, the cost will be presented to the City Council as a separate item. The following additional traffic calming measures were considered but are not proposed at this time in keeping with an incremental approach of low-cost measures that can be easily modified, should the need arise. These, or other measures, could be reconsidered and implemented in the future, should the need arise: • Prefabricated, portable, speed humps and/or speed tables made from rubber material. • A raised concrete island at the first turn-around to create a traffic circle and slow vehicle speeds. The concrete curb used in the island would be mountable so that 4 emergency vehicles could proceed at higher speeds and make turns, while other vehicles are slowed. if the concept plan is approved by the City Council this evening, final construction drawings and specifications will be prepared. Installation will be scheduled to best be completed prior to the start of construction on the Ladera Linda Communi ty Park project. ADDITIONAL INFORMATION: AYSO and Fire Department Review Staff has provided this updated concept plan to representatives of AYSO and has not heard any objections to the plan. Staff has provided this updated concept plan to the Los Angeles County Fire Department and will make any requested changes to ensure that no final plan elements impede emergency response. Parking Reservation System During the workshop on November 17, 2021, some participants commented that a smartphone-based parking reservation system should be included in the plan. Additionally, TSC made the same recommendation at its January 10, 2022 meeting. Staff does not recommend a parking reservation system on Forrestal Drive because a reservation system will not be in effect at the Ladera Linda Community Park site , thus incentivizing Preserve users to park at the Ladera Linda Community Park site rather than on Forrestal Drive. This would create competition for parking with the Ladera Linda Community Park. Furthermore, if a temporary parking reservation system were used during construction of the Ladera Linda Community Park Project, once construction has concluded, the reservation system would be recommended to be discontinued resulting in potential public confusion. Alternative Forrestal Reserve Parking Locations During the workshop on November 17, 2021, many individuals commented that parking for the Forrestal Reserve should be provided at the area formerly known as Gateway Park. This has been discussed by the City Council on a few occasions over the past several years, most recently on September 7, 2021. During that meeting, the City Council decided not to move forward with parking at that location. Some of the concerns expressed include the need for additional analysis for vehicular and pedestrian movements, which the City Council determined is best done after completion of the Portuguese Bend Landslide Remediation Project. CONCLUSION: Staff recommends that the City Council review the Forrestal Reserve Parking and Traffic Management Concept Plan, and if deemed acceptable, direct Staff to complete the plans for construction. 5 ALTERNATIVES: In addition to Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Do not approve the Forrestal Reserve Parking and Traffic Management Concept Plan. 2. Direct Staff to make specific revisions to the Forrestal Reserve Parking and Traffic Management Concept Plan. 3.
