Well done, well done indeed. As I read through it, the flavor of your Daily Breeze journalistic experiences.
came through!
Couple of comments about two entries:
1.Item 'H:' PVE Roundabout: My wife Judy and I appreciated your taking the time to include the PVE
reports. Judy's office on Via Corta and she knew nothing about these plans. She presented them to her
fellow real estate agents today at their Tuesday meeting and found most also had no idea.
2.I think the roundabout is a good solution to a decade‐old problem. Since PE will not allow signal lights,
it was the only sensible solution. And the peak traffic flows will now flow smoothly, sans stop signs.
Though I do think some PVers will be challenged and impolitely try to bulldoze their way around, they
too will learn, maybe after a few encounters with their insurance company. My son, raised here and
familiar with that intersection, goes through Wash DC roundabouts every day and says it is a great
idea for PVE's 21st Century!

4.2. Item 'G:' Western Avenue. I was the Chair of our Planning Commission when our 'Western
Avenue Beautification Plan' first came before us, complete with Buscanio and his planners, our then
Mayor and a Council member, each speaking forever on the necessity of the project. As they spoke, I
could tell our Commissioners were in total disbelief. Time and time agin one would tell the speaker
Western Ave is a thoroughfare, not a 'beatification' street, that they'd never seen a biker on it (I've
seen 1). So we got it put out of mind with each Commissioner's additional questions like why is
RPV lead, how did that happen, how much is the cost and what is the source of monies, who owns
the street, any neighbor and business comments, etc. At that first meeting the consultant presenter
could barely be understood and that did not help (and he never came back!).
5.It then was resurrected and came back to us years later, now detuned. And our CC, as they are want to
do on major items, then removed all future consideration from our Commission (I note TSC got a crack
at it this time).
6.However, I read your report and, obviously, we are now going forward. Glad to see CalTrans (absent at
our meetings) has stepped up. It'll be all right ‐ but we'll have to watch for any RPV monies involved ‐
better major items for them. We've already sunk thousands I think into Western Ave studies and it's
time to let others fund this.
7.Your write up was easy to read and I look forward to your next Border Issues report in December!

modifications to the Public Works Department:
I am against converting one of the 2 Senior Administrative
Analyst classifications in the Public Works department to
Project Manager. A Project Manager requires a varied degree of
skill and experience in order to be successful. Our Senior
Administrative Analyst's do not possess the necessary skills and
experience of a Project Manager to be able to handle projects
such as Ladera Linda or the Civic Center. They must be able to
think outside the box. The following is an example of some of
the required skills necessary to be a Project Manager.
Project Managers oversee a specific project related to a City's needs.
They possess the experience to manage a whole project from inception to
evaluation. They initiate planning with involved departments, follow-
through on the plans, ensure smooth execution of the plans, have the
ability to use CAD to detail architectural changes and evaluate a project
for further improvements should these be needed. In line with this,
Project Managers also ensure that the project is cost-efficient and well
within the budget. They also manage the different work teams involved in
the project and ensure that things are running smoothly on this aspect as
well. One of their important duties is to find ways to reduce costs and
delays in their projects.

We know how that Union stuff goes ... all in secret. .. and then approve. My first job was union (unbeknownst to me at
time), however, without doing anything with the union, I was promoted to Manager within the first year or so ... didn't even
know there was a union.
My second job was as a Legal Sec'y/researcher, etc. Didn't care so much for that job as I did not like the idea of sending
clients bills for research and/or reviewing the files over and over, or we wouldn't get paid. One attorney I worked for was
not only disbarred, but went to jail) ... in fact. .. that happened to more than one attorney I knew. Most were illiterate enough
to resign vs. fighting with the CA Bar.
My third job was as a Flight Attendant. .. only had to work hard and be nice, however, that is where I learned about Union
tricks. One attorney didn't care for that. .. told me to go to law school. He later suffered a heart attack. And the beat
goes on .... l guess sooner or later, we will find out how big a raise the CC approves ... even if they are unqualified for the
job.

I would like to ask for your support and approval regarding item Son the Consent calendar (Ridgecrest Intermediate
School Traffic Analysis).
As the principal of Ridgecrest for the past 5 years I am well aware of the traffic concerns and challenges surrounding our
campus. I have done my best to support the community through communications to my parents about respect for the
neighbors. I have also informed them of the traffic safety issues we face that pose a threat to our children. Nevertheless,
the problem persists.
I have worked collaboratively with the City staff and the consultant (GTS) throughout this analysis and I am in support of
the study's recommendations.
I kindly ask you to approve these measures to enhance the safety within the school zone.
