Re: the action items listed below mentioning SCE:

SCE is always willing to discuss and review, however, SCE presently does not have an underground
strategy for Edison lines in Rancho Palos Verdes. We have been and will continue to harden the above
ground infrastructure. As you know, Rule 20 Tariffs identify the requirements for Undergrounding.
Those are the requirements that have to be met, in addition, to not endangering the placement/safety
of SCE facilities. Also, environmental impacts/sensitivities have to be considered by the city when
reviewing the possibilities of doing its’ underground projects. In addition, the California Public Utilities
Commission governs the authority of SCE to design its transmission & distribution system for reliability
and safety of the power grid.

I'm writing to provide comment on the maintenance of trails at Trump National Golf Club. My comments are purely my opinion and
do not reflect the position of any entity or organization I may be involved with, and nothing in this message should be considered a
commitment on behalf of those entities or organizations.
A bit of background. I lead the volunteer trail crew for PVPLC. My experience covers 35 years of trail design, construction and
maintenance on a national basis as a volunteer. I have been supporting RPV trails in various forms since 1992.
Trail maintenance of any type, whether a responsibility of a government organization, privately or publicly held company, usually
competes with budget and resource pressures that often result in a lower priority. Related to Trump National Golf Club the business
is maintaining their primary revenue source. As a public amenity the recreational trails are an asset but are minimal contribution to
their primary business. Maintenance staff at Trump National Golf Club may not always have the experience, labor or materials for
timely and routine maintenance. As a result certain aspects of maintenance may have fallen behind.
Recognizing the agreement between the City and Trump National Golf Club puts the burden of maintenance on Trump National Golf
Club, I'd like to recommend a concept that may enhance the existing agreement. The concept would allow for the volunteer trail
crew from PVPLC to provide labor and expertise for minimal to moderate maintenance of the trails. As needed, materials for certain
projects would be a covered cost by Trump National Golf Club. Any project would be coordinated and approved by the three parties
involved: RPV, PVPLC and Trump National Golf Club. The benefits of this arrangement provide available experienced labor,
minimized labor and cost for Trump National Golf Club, and public trail amenities maintained in a regular fashion. Similar to the
existing trail crew process in place today, a project would be submitted and the scope, tools and estimated material cost (if required)
submitted. Also similar to the existing process the crew would operate under PVPLC auspices. As an option the City may utilize
volunteers under their purview to perform maintenance, with guidance from experienced crew members.
In general this is a workable plan that may involve an appropriate mechanism to augment the existing agreement. It is best if all
involved agree, however this would require an initial dialog to define roles and responsibilities, including an approval process that
allows projects to move forward. To that end I am more than happy to participate. This is only a concept recommendation and
deserves the appropriate follow up if there is a desire to implement. I understand any changes to an agreement and putting in the
appropriate structure to implement may require time and will not happen overnight. The volunteer trail crew has provided trail
maintenance on the Preserves for over 12 years and has an ability to offset any labor or resource gaps affecting maintenance

I am a member of the board of directors for the Palos Verdes Peninsula Land Conservancy and I am writing in support of
the City's decision to collaborate with PVPLC in the purchase of the Lower Filiorum and Plumtree properties.
When I joined the board three years ago, it was because I believe that our quality of life is substantially enhanced when
we have the ability to enjoy natural, open spaces. I wanted to be a part of an organization whose mission it is to protect
those open spaces, and I believe that I found it in the Conservancy. My wife and I walk on trails managed by the
Conservancy nearly every day. The joy that those daily walks bring to our life would be impossible to overstate. We are
enormously grateful to live in a place that offers this opportunity.
This action will be instrumental in ensuring that present and future generations will have the same opportunity to enjoy
natural, open spaces. The City Council is to be commended for taking this action and as a board member I look forward
to working with you as the process moves forward.

since 2016 and have acted in various volunteer capacities for the past 75 years.

My late husband's family has lived on the peninsula since 1975 and I have
lived in Rolling Hills Estates since 7995. We raised our children to appreciate
the unique beauty of the peninsula. They have grown to respect and value

planet.
The actions of the City of Rancho Palos Verdes in facilitating the

I write as a long-time board member of the Palos Verdes Peninsula Land
Conservancy to urge you to support the Memorandum of Understanding
negotiated between the City and the PVPLC in support of the Wildlife
Corridor land acquisition.
The City's parks and preserves are highly valued-and contribute directly to
residents' quality of life. The 96 acre parcel at issue will provide a vital link
enhancing the quality of life for wildlife, as mandated by the NCCP (Natural
Communities Conservation Plan), while preserving the expansive vistas so
revered by both residents and visitors.
As a long-time walk leader for the PVPLC, I've crisscrossed the nature
preserves from the McBride Trail, to the Fire Station Trail, to Barkentine Rd.
on the south. In fact, back in my high school days I lived on the north side
of Tarragon Rd. (off Barkentine Rd.) and the land at issue was part of my
extended back yard, where I spent many hours exploring and watching
wildlife! So for over half a century I've had a special attachment to this
land.
Again, I urge you to proceed with this MOU and commit the City to joining
forces with the PVPLC to preserve this vital wildlife corridor for present and
future generations.

Honorable Mayor & Members of the City Council -
Please unanimously approve the Memorandum of Understanding with the Palos Verdes Peninsula Land Conservancy as
the first official step in the acquisition of the Lower Filiorum and Plumtree properties.
What was once an ambitious dream to provide a critical wildlife corridor as part of the City's Natural
Communities Conservation Plan is now within touching distance. We have a willing seller and funding from a
wide array of sources to secure the last major piece of the Palos Verdes Nature Preserve. The positive impact
this land acquisition and its subsequent restoration will have on the future of rare species like the Palos Verdes
blue butterfly, cactus wren and California gnatcatcher simply cannot be overstated.
It's not only a tremendous win for Nature, but for the entire community. This acquisition will permanently
preserve an absolutely stunning vista of open hillsides from above and below, and restore a key hiking trail
connection along the northern edge of the property. As others have so appropriately pointed out, this
acquisition aligns with many of the reasons Rancho Palos Verdes fought so hard to incorporate five decades
ago.
As a former RPV staff member and a current PVPLC Board Member, I am thrilled to witness the culmination of
nearly 35 years of effort. I want to express my sincere appreciation to the City Council and staff for considering
another opportunity to partner with the PVP Land Conservancy. We have had many successful collaborations over the
years, and this one has the potential to be the best one yet.
So, here we are -the stars have finally aligned. Let's celebrate this moment and take that first big step
together!

Memorandum of Understanding regarding purchase of Lower Filiorum and Plumtree properties
Dear Mayor Bradley and Council Members:
As a Board member of the Palos Verdes Peninsula Land Conservancy for the last ten years and
its current President, I want to express my appreciation for the City Council's time and
consideration of the purchase of the Lower Filiorum and Plumtree properties.
Our board of directors is in unanimous support of this collaboration which will create a Wildlife
Corridor further connecting both habitat and trails in the Palos Verdes Nature Preserve, the
benefits of which are well stated in the RPV Staff Report.
This acquisition has attracted substantial funds from federal, state and county agencies. Notably,
the U.S. Fish & Wildlife Service made this habitat acquisition one of its highest priorities with
the largest funding of any project for the year in the nation. The connectivity created by this
property will enable the critical mass of future restored habitat to ensure a healthy biodiversity in
the Preserve. This is necessary to sustain the endangered species and the ecosystems that support
them for the long term, with unknown importance for future scientific research.
In continuing this historic effort of RPV and PVPLC over almost 35 years, we wholeheartedly
support this addition to make a total of 1500 acres in the Palos Verdes Nature Preserve.

CAUTION: This email originated from outside of the City of Rancho Palos Verdes.
Nearly 20 years ago I was walking along dirt Crenshaw (the Burma Road) when a stranger on the path said that
technically I was trespassing on private property, and that this area, with its magnificent views, would probably be built
up and off-limits in the very near future.
This encounter triggered my long time and on-going involvement in volunteering and working for the Land Conservancy,
to help preserve the 1600 acres of Open Space on the Peninsula.
The available land to add to Open Space is rapidly diminishing. The parcel to be acquired is an important missing piece
of the puzzle that will join up the existing lands in the Portuguese Bend Reserve. Since 90% of the acquisition costs will
be raised through the PVPLC's efforts, this makes it a highly leveraged, cost effective and prudent decision for the
Council.
As a 39-year resident of RPV, with 3 kids who have graduated from RPV schools, I urge you to enthusiastically complete
this important acquisition.

As a Board member of the Palos Verdes Peninsula Land Conservancy, I applaud the City's
consideration of partnering with the Conservancy in the purchase of the York Point View
Properties LLC property.
This purchase will preserve critical coastal habitat and open space against the encroachment of
urbanization. In restoring this land to its natural state and creating a contiguous wildlife corridor,
the benefits to endangered species and biodiversity will be incalculable. The acquisition would
be congruent with a major motivation for the original incorporation of the City in 1973, which
was to prevent over-development of the coastline.
As natural habitat loss escalates, the necessity of those in control of land use decisions to
mitigate the consequences of those losses only intensifies. We at the Conservancy understand
and greatly appreciate the City's awareness of this.
I wish to express appreciation for the City's consideration of partnering with the Conservancy in
the purchase of the Lower Filiorum and Plumtree properties owned by York Point View
Properties LLC.
In closing, I strongly urge the Council to approve this partnership with the Conservancy. It's a

Dear City Council,
I am very pleased to see the Closed Agenda Item 1 up for consideration. As a former board
member and past president of the Palos Verdes Peninsula Land Conservancy, I cheer and
wholeheartedly support the City's consideration of partnering with the Conservancy in the
purchase of the Yark Point View Properties, LLC parcels.
I know that cities all over the state are up against an order to produce more housing, likely by
increasing density for most communities. It is therefore even more special and imperative that
this transaction be completed. We will preserve critical coastal habitat and open space against the
encroachment of urbanization. By creating a contiguous wildlife corridor, the benefits to
endangered species and biodiversity will be immeasurable. This acquisition would be right in
line with the major motive for the incorporation of the City in 1973, namely to prevent the
overdeveloprnent of the coastline.
Natural habitat losses are increasing here and around the globe. It becomes necessary that those
in control of land use decisions mindfully mitigate the consequences of that loss. This is an

SoCal TRACON was again out of control this morning {4/2/22) with one LA departure after another
shortcut over the Palos Verdes Peninsula . Between 6 AM and 7:20 AM fifteen noisy jets were shortcut
over/near our community despite the fact the nearest Standard Instrument Departure routes (OSHNN,
DOTSS) lie at least five miles off our coast. As usual, there was no inclement weather, safety concerns,
or unusual conditions to justify ATC ignoring the FAA's published procedures.
This is now happening routinely but is particularly bad on weekends. I've documented the activity from
4/2/22 below with virtually identical activity seen on the past three weekends (available upon
request). Who is being assigned to work the LAX area Del Rey sector during this period? Why isn't the
OM on duty correcting this behavior immediately?
Rancho Palos Verdes Council members -Several years back the City sent the FAA a notice informing it
of the City's intent to take legal action if this did not stop. The City did not proceed after it was assured
by the FAA this would not continue. That promise has not been kept. The City of Laguna Beach solved
this identical problem permanently but it took a lawsuit and settlement. I will address this during public
comments at the next city council meeting.

Since the March 1 meeting, when the City Council authorized moving forward with an $8 million loan
with Bank of the West (BOW), their legal counsel determined that the title report for Point Vicente
Interpretive Center (PVIC), which serves as the collateral property for the loan, is encumbered with a
covenant that prohibits the City from using the asset as collateral. As a result, we were asked to
identify an alternative collateral property. Based on the City Council Facilities Subcommittee
approved list of potential collateral properties, we requested Chicago Title Company to pull the title for
Hesse park which appears to be clear of any encumbrances and able to be used as collateral.
In order to formally make this change to the collateral property, a new resolution needs to be
approved by the City Council -and time is of the essence. The 1.98% interest rate was locked in until
March 18. However, Trang was able to get BOW to agree to extend the closing date to April 8 without
any increase to the interest rate, and this is despite the recent rise in interest rates. BOW is telling us
that if we are not able to close by April 8, they will have to amend the rate to the current market rate.
Therefore, the April 5 agenda will be amended and this item will be placed on the consent calendar
for the City Council's consideration to replace PVIC with Hesse park as the collateral property. The
Mayor and City Clerk will need to sign and notarize all documents after the meeting so that the
documents can be recorded with the County and sent to the BOW by April 6 to meet this tight
deadline.

2. There are 2 drinking fountains in Marylin Ryan Sunset Point Park. One is completely dead, the other has had
its drain blocked for several years, making its drinking bowl foul. A 3rd drinking fountain on the north side of
P.V. Dr. South near the intersection with P.V. Dr. East is also dead, without water. I walk by these drinking
fountains all the time and the lack of maintenance has driven me crazy. Should these public drinking fountains
be maintained by the Golf Club?
I searched the Maintenance Matrix for anything about these drinking fountains and came up with nothing. I
cannot tell if the Golf Club is required to maintain these drinking fountains, in part because of item 1), but

mostly because there are so many other documents which ran through the City to get Tract 50666 recorded
that it is not possible for an outsider to know where to look.
Would you please let me know if the Golf Club has any responsibility to maintain the 3 drinking fountains

I believe the Golf Club is supposed to maintain all amenities in the parks, open spaces, trails etc.
However, I will verify with the Recreation, Parks, and Open Space Staff and get back to you. If the Golf

director, the L.A. County fire department and a representative of the Golf Club and we all agreed that the
planting to the west of the driving range was to be maintained "in park-like condition", which meant watered
and maintained in such a way that it would not carry a fire across Lot D into our tract. I do not see anything
about this planting in the Maintenance Matrix, and I am hoping this would be a great time to get it onto the
Maintenance Matrix schedule.
I know that irrigation was installed for the plantings on Lot D. Please see the sentence that starts with:
"The Maintenance Obligations and the area ... " towards the bottom of page 5, as that mentions the
maintenance of the landscaping. I will review the project documentation to find additional information
regarding the maintenance of Lot D and will get back to you.
4. The "Fencing /Wall Plan for Tract 50666" calls for the construction of a 30" slumpstone wall on the west side of
the entrance to Costa de las Islas. This was included to reduce noise and light from cars entering and leaving
Costa de las Islas which would otherwise bother my tract neighbors (see the plan's Fencing and Construction
Notes, item 5). There is no sign of this wall yet. Is the construction of this wall part of the Golf Club's compliance
with the plans? If not, can you let me know when this wall was removed from the list of things the Golf Club was
going to do?
Thank you for the reminder but please note I am aware and have reminded the Trump Contractor in
writing that this wall is still required. I will be working with them on a specific location, as the approved
fencing plan included only a general location and dimensions. I will also be working with them on a
possible material change, to make the wall more aesthetically pleasing than the currently required
"slumpstone". This change, as well as others that have been requested and/or implemented, will be
shown on an updated fencing plan that the Trump contractor is currently working on, and will be
documented as a minor change to the existing conditions of approval for the project. These changes
will include other revisions to the approved fencing plan, and will be either presented or provided to the
City Council along with a few other (relatively) minor project changes, which include a change to the
storm drain plan for Tract No. 50666. Staff is currently working on the prerequisites to the storm drain
revisions, which include updates to the City's NCCP and an addendum to the MND for the storm drain
project.

I hope I am not being too much of a pain in the neck here as you are probably pretty busy, but I am hopeful these points
can be considered as part of the City's compliance review. Its very easy for things to fall between the cracks. Thank you

Microsoft.online. This means I cannot read this document, which is key to understanding everyone's obligations
to review and comply (and I hope this is not leading to me to ask questions which might be irrelevant below.)

2. There are 2 drinking fountains in Marylin Ryan Sunset Point Park. One is completely dead, the other has had its
drain blocked for several years, making its drinking bowl foul. A 3rd drinking fountain on the north side of P.V. Dr.
South near the intersection with P.V. Dr. East is also dead, without water. I walk by these drinking fountains all
the time and the lack of maintenance has driven me crazy. Should these public drinking fountains be maintained
by the Golf Club?
I searched the Maintenance Matrix for anything about these drinking fountains and came up with nothing. I
cannot tell if the Golf Club is required to maintain these drinking fountains, in part because of item 1), but
mostly because there are so many other documents which ran through the City to get Tract 50666 recorded that
it is not possible for an outsider to know where to look.
