Consideration and possible action to appoint members to the Planning Commission.
RECOMMENDED COUNCIL ACTION:
(1) By majority vote of the entire City Council, appoint four members to the Planning
Commission, with full terms to expire on June 30, 2024.

BACKGROUND AND DISCUSSION:
Recruitment began in October 2021 for four vacancies on the Planning Commission (PC)
that are set to expire on December 7, 2021.
The recruitment for the vacancies was advertised and posted according to City Council
Policy No. 6. At the conclusion of the recruitment period on October 22, 2021, a total of 10
applications were received. However, one applicant withdrew from the process early
Monday, November 2. Two of the nine applicants are incumbents wishing to reapply. The
City Council interviewed four applicants on November 2, 2021, and as of this writing, will
conduct interviews with the remaining applicants on November 16, 2021.
Ballots will be distributed prior to the commencement of the City Council meeting on
November 16, 2021, listing the applicants for the City Council to cast their votes. Staff will
tally the votes and in compliance with the Brown Act, the City Clerk will read each

Councilmember’s ballot into the record at the meeting and declare the members
appointed, by a majority of votes of the City Council, to the PC.
When casting a ballot, the City Council should consider that Section 10.2 of Chapter 10 of
the City Council Procedures Manual states (emphasis added):
“The Council must and will make appointments to citizen City boards,
commissions, and committees pursuant to City Council Policy No. 6.
Applicants may be interviewed by the Council at a public meeting and shall
be appointed by a majority vote of the Council. All appointees serve at
the pleasure of the Council.”
It should be noted that the Planning Commission serves at the pleasure of the City Council,
and any seats set to expire may continue to serve until appointments are made.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Do not appoint applicants to the Planning Commission at this time, allowing
current seated Commissioners to remain until successors are appointed and
direct Staff to conduct a new recruitment for additional applicants.
2. Appoint new members based on the majority of votes cast and move to conduct
new recruitment for remaining vacancies.
3. Take other action, as deemed appropriate.
