CALL TO ORDER:
The Regular Meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Pro Tern Ferraro at 6:03 P.M. at Fred Hesse Community Park, McTaggart Hall,
29301 Hawthorne Boulevard. This meeting took place remotely in accordance with
Government Code section 54953(e) et seq. (AB 361) and Resolution 2021-59, adopted
by the City Council on November 16, 2021. Members of the public could observe and
participate using the zoom participation feature, and with options called out in the public
participation form provided under separate cover with the agenda. Notice having been
given with affidavit thereto on file.
City Council roll call was answered as follows:

Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager;

City Attorney Wynder announced the item to be discussed in Closed Session.
1. CONFERENCE WITH LABOR NEGOTIATOR
A closed session will be held, pursuant to Government Code § 54957.6, with the
City Manager, Deputy City Manager, and City Attorney, acting as its negotiators,
regarding labor negotiations with the Rancho Palos Verdes Employees'
Association.

Also present was Captain James Powers, Lomita Station, Los Angeles County Sheriffs
Department.

CLOSED SESSION REPORT:
City Attorney Wynder reported that the City Council met in Closed Session to discuss
on-going labor negotiations with the Rancho Palos Verdes Employees Association. No
reportable action was taken.
MAYOR'S ANNOUNCEMENTS:
Mayor Pro Tern Ferraro announced tonight's Mayor's Honorees as three students who
were all winners of the 2022 Teen Services awards at the Annual Palos Verdes
Peninsula Coordinating Council's Annual Teen & Community Awards Program: Spencer
MacLeay, a youth volunteer who created an organization "Humanitas Ex Animo" to
provide positive male role models to mentor children at the Good Shepherd Shelter, a
shelter for women and children experiencing domestic violence. The group provides
therapeutic effects through sports, art, and other activities. Other volunteer activities
include Basketball coach for PV Basketball Association; LA Regional Food Bank,
sorting donated food, and preparing bags of weekly meals for families. Through PVE
Cares he assisted with grocery shopping for the elderly during the Covid shutdown.
Anthony Chen volunteered at "Students 4 Students," an English tutoring service run by

students, promoting learning with activities, discussion, and creating games. He was
also an LA Metropolitan Youth Orchestra Assistant Conductor/President/Activities
Director/Principal Oboe player. He arranged free concerts in the community. He was
also a Palos Verdes Youth Basketball League Coach - recruited volunteers for practice
plans and drills to build kid's skills and confidence. Lastly, Caitlyn Asano enjoyed
helping the elderly residents of Little Sisters of the Poor with her volunteer group. Also
helping families in need, helping a family with a disabled member with meals. Caitlyn
assisted her music teacher with the string orchestra where she plays. She helped by
designing flyers, printing, organizing music, and keeping order with the students.
Mayor Pro Tern Ferraro recognized retiring employee Senior Administrative Analyst
Lauren Ramezani for her 26-year service with the Public Works Department.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Pro Tern Ferraro announced the Recycle Winners for the May 17 and June 7,
2022, City Council meetings: Tin Wang and Gloria Lucioni; and Joan Kunkel and Merin
and Erik Dahlerbruch, respectively. She indicated that all winners receive a check for
$250 and urged everyone to participate in the City's Recycling Program. She noted that
in addition to winning the Recycler Drawing, the four individuals also won Personal
Emergency Preparedness Kits from the City valued at $40.00.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: Summer Pool Safety; the
City's Annual 4th of July celebration and sponsorship opportunities; a reminder that
fireworks are illegal in the City and new fine schedules have been adopted by the City
Council; Shakespeare in the Park (Romeo and Juliet) beginning Sunday July 10;
IIIMovies in the Park July 16 and August 13; lastly, the cancellation of the July 5th City
Council meeting.

Adopted Resolution No. 2022-36, A RESOLUTION OF THE CITY COUNCIL OF

DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE

D. Consideration and possible action to continue implementing Assembly Bill
No. 361 (AB 361) authorizing teleconferencing of meetings of legislative
bodies for the month of July 2022. (Momoli)
1) Adopted Resolution No. 2022-37, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, RE-RATIFYING THE
PROCLAMATION OF A STATE OF EMERGENCY BY GOVERNOR NEWSOM ON
MARCH 4, 2020, AND RE-AUTHORIZING REMOTE TELECONFERENCE
MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF RANCHO PALOS
VERDES FOR THE PERIOD BEGINNING JULY 1, 2022 THROUGH JULY 31,
2022, PURSUANT TO THE RALPH M. BROWN ACT AND ASSEMBLY BILL NO.
361., and, 2) Authorized Staff to continue conducting, as warranted, City Council and
Planning Commission public meetings using a combination in-person/virtual (hybrid)
platform and continue conducting virtual-only meetings or a combination in-
person/virtual (hybrid) platform, if warranted, for the City's five Committees (Civic
Center Advisory, Emergency Preparedness, Finance Advisory, Infrastructure
Management Advisory, Traffic Safety) subject to the Brown Act in accordance with

F. Consideration and possible action to establish the City's appropriation limit
for Fiscal Year 2022-23. (Ramos)

THE CITY OF RANCHO PALOS VERDES RESCINDING RESOLUTION NOS.
2020-35 AND 2021-25 AND ESTABLISHING THE FISCAL YEAR 2022-23
APPROPRIATION LIMIT FOR THE CITY OF RANCHO PALOS VERDES AT
$36,291,352.
G. Consideration and possible action to authorize the Mayor to sign a letter
supporting Senate Bill No. (SB) 1079 (vehicles with modified exhaust
systems). (Bright)
Authorized the Mayor to sign a letter supporting SB 1079, which would create a pilot
program in six cities to evaluate the use of sound-activated devices to enforce vehicle
noise limit laws particularly vehicles with modified exhaust systems.
H. Consideration and possible action to authorize the Mayor to sign a letter
opposing Senate Bill No. (SB) 932 (circulation element). (Bright)
Authorized the Mayor to sign a letter opposing SB 932, which would require cities to
develop and implement bicycle, pedestrian, and traffic calming plans in the general
plan circulation element and would create a cause of action against a city that fails to
implement those plans for certain persons injured in a collision in high injury areas.
I. Consideration and possible action regarding a claim against the City by
Conjunction Junction LLC. (Momoli)
Rejected the claim and direct Staff to notify the claimant, Conjunction Junction LLC.
J. Consideration and possible action to authorize the Mayor to sign a letter of
support for Senate Bill No. (SB) 1338 (CARE Court). (Bright)
Authorized the Mayor to sign a letter of support for SB 1338, which would establish
the Community Assistance, Recovery, and Empowerment (CARE) Court Program.
K. Consideration and possible action to revise the City's Investment Policy for
Fiscal Year 2022-23. (Loya)
1) Reviewed the recommended revisions to the City's Investment Policy, including
recommendations by the Finance Advisory Committee (FAC); and, 2) Approved the

Fiscal Year 2022-23 Investment Policy applicable to the City of Rancho Palos
Verdes, Rancho Palos Verdes Successor Agency to the Redevelopment Agency,
and Rancho Palos Verdes Improvement Authority.
L. Consideration and possible action to approve a list of proposed projects for 111
Fiscal Year 2022-23 funded by Senate Bill No. 1, the Road Repair and
Accountability Act of 2017. (Cloke)
Adopted Resolution No. 2022-39, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS FOR
FISCAL YEAR 2022-23 FUNDED BY SENATE BILL 1, THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017.
M. Consideration and possible action to enter into a professional services
agreement with Graffiti Protective Coatings, Inc. for citywide graffiti abatement
services. (Hernandez)
Awarded a Professional Services Agreement to Graffiti Protective Coatings, Inc., for
graffiti abatement services, for a period of three years with an additional three-year
optional extension, in the amount of$72,000 per fiscal year and a total contract sum
of$216,000; and, 2) Authorized the Mayor to execute the agreement in a form
approved by the City Attorney.
N. Consideration and possible action to review the first biannual 2022 Border
Issues report. (Barnes)

Received and filed the first biannual report on the status of Border Issues for 2022.
0. Consideration and possible action to approve ongoing professional service
agreements, amendments, and blanket purchase orders for Fiscal Year 2022-
23 that exceed $25,000. (Ramos/Loya)
1) Approved the renewal of ongoing professional service agreements; 2) Approved
blanket purchase orders for FY 2022-23 that exceed $25,000 for various City
Departments; 3) Authorized the Mayor to execute 13 amendments to existing
professional services agreements approved to form by the City Attorney; and, 4)
Authorized the Mayor to execute four new Professional Services Agreements
approved to form by the City Attorney.
P. Consideration and possible action to authorize the Mayor to sign a letter
supporting legislation pertaining to catalytic converter theft prevention.

Authorized the Mayor to sign a letter of support for Assembly Bill (AB) 1740, AB
2407, AB 2682, Senate Bill (SB) 986, and SB 1087, related to catalytic converter
theft prevention.

ON SCHOOL DAYS ONLY, ON A PORTION OF THE SOUTH SIDE OF RUE LA
FLEUR TO CREATE A STUDENT LOADING ZONE AT POINT VICENTE
ELEMENTARY SCHOOL
R. Consideration and possible action to approve certain organizational structure
and classification modifications to the Public Works Department.

1) Affirmed the City Manager's modifications to the organizational structure of the
Public Works Department; and, 2) Approved converting one of the two Senior
Administrative Analyst classifications in the Public Works Department to Project
Manager.
S. Consideration and possible action to approve traffic calming strategies
adjacent to certain schools. (Awwad)
1) Reviewed the Traffic Safety Committee's recommended traffic calming measures
described in the General Technologies and Solutions (GTS) Traffic Analysis
Memoranda for Vista Grande Elementary School, Soleado Elementary School,
Silver Spur Elementary School, and Ridgecrest Intermediate School; and, 2)
Directed Staff to implement the short-term traffic calming measures described in
those Memoranda, and if necessary, return to the City Council with further traffic
calming recommendations to consider implementing.
**T. Consideration and possible action to accept, approve and adopt the Tentative
Agreement for a successor Memorandum of Understanding between the City
and the Rancho Palos Verdes Employee Association (RPVEA), and amend
employee compensation for unrepresented employees. (DeZiel)

1. Consideration and possible action to adopt the Fiscal Year 2022-23 Budget for

City Clerk Takaoka reported that the notice of the public hearing was duly published,
no written protests were received, and there were no requests to speak.
Director of Finance Nguyen presented a staff report and PowerPoint Presentation.
Mayor Pro Tern Ferraro declared the public hearing open.

Councilman Alegria moved, seconded by Councilman Cruikshank, to approve staff
recommendation as follows: 1) Conducted the public hearing as opened on June 7,
2022; 2) Adopted Resolution No. 2022-41, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING A BUDGET
APPROPRIATION AND ADOPTING THE OPERATING AND CAPITAL
IMPROVEMENT BUDGET FOR FISCAL YEAR 2022-23; and, 3) Adopted
Resolution No. IA 2022-07, A RESOLUTION OF THE RANCHO PALOS VERDES
JOINT POWERS IMPROVEMENT AUTHORITY ADOPTING THE OPERATING
BUDGET FOR FISCAL YEAR 2022-23.

Deputy City Manager Banales shared a PowerPoint presentation and noted that
each advisory board work plan and biannual report would be presented by the
respective chairs of the advisory boards and Planning Commission.
Committee member and Vice-Chair Seo presented on behalf of Chair O'Brien for the
Civic Center Advisory Committee (CCAC); Chair Maizlish presented for the
Emergency Preparedness Committee (EPC); Chair Lewis presented for the Finance
Advisory Committee (FAC); Committee member Spielman presented on behalf of
Chair Swanson for the Infrastructure Management Advisory Committee (IMAC);
Chair Perestam presented for the Planning Commission (PC); and Chair Tye for the
Traffic Safety Committee (TSC).
Each Chair or selected member or staff presented their respective advisory board
work plans and biannual reports.
Discussion ensued among Council Members, advisory board members, and Staff
between each presentation.
Councilmember Cruikshank moved, seconded by Councilmember Alegria, to
approve staff recommendations as follows: Receive and file the biannual reports for
the Fiscal Year 2021-22 work plans from the City's Advisory Boards and Planning
Commission; and 2) Approve the work plans for the City's Advisory Boards for FY
2022-23.
The motion passed on the following roll call vote:

3. Consideration and possible action to receive the 2023 Financial Model.

Councilmember Alegria moved to waive the staff report. Without objection, it was so
ordered by Mayor Pro Tem Ferraro.

file the final quarterly update for FY 2021-22 City Council Goals; and 2) Approve the
FY 2022-23 City Council Goals.
