Consideration and possible action to update the design of the City’s entry and park
monument signs.
RECOMMENDED COUNCIL ACTION:
(1) Review the proposed designs for the City Entry and Park Monument Signs Project;
and
(2) If acceptable, select the Council-preferred design options and direct Staff to
proceed with fabrication and installation.

BACKGROUND:
The City’s existing monument entry and park signs were designed and generally installed
soon after incorporation nearly 50 years ago, and now appear out of date and in need of
repair. These signs do not visually represent the aesthetic value of the City, and lack a
graphical consistency between City entry, park and preserve signs. With the City’s 50th

anniversary approaching, this project is intended to introduce a new look to announce
and identify entrances to the City and City parks.
On June 7, 2022, the City Council approved a professional services agreement with
Express Sign and Neon (ESN) and its design subconsultant, Hunt Design, to design,
fabricate, and install signs for the City Entry and Park Monument Signs Project
(Attachment B). It should be noted that ESN and Hunt Design created and installed the
Palos Verdes Nature Preserve signs that were approved by the City Council in 2016.
As noted under Fiscal Impact, funding for both a park monument signs project and a City
entrance roadway monument signs project from the American Rescue Plan Act (ARPA)
was included in the Fiscal Year 2022-23 Capital Improvement Program (CIP). The
approved professional services agreement combined these two projects into a single City
and Park Entry Monument Signs Project for the design, fabrication, and installation of
signage and related support services at various locations throughout the City for
$345,600, with a 15% contingency of $51,840.
Below is a map showing the general location of the proposed City and park entry signs:

The scope of services include the following key components:
• Produce design concepts, shop drawings, and engineering and material samples
for City approval.
• Fabricate and install non-illuminated signs per bid documents.
• Fabricate and install non-illuminated park entry signs.
• Remove and dispose of existing signs, including concrete foundations.
Since the contract was approved, ESN and Hunt Design have been working with Staff to
develop preliminary design options for the City Council’s consideration. Tonight, Staff is
asking the City Council to review the design options, including Staff’s recommendations
and select its preferred option either as is, or with modifications; and to direct Staff to
proceed with fabrication and installation.
DISCUSSION:
In considering the design of the new signs, Staff and the consultant worked to match the
Palos Verdes Nature Preserve signs in terms of color, materials, and scale, while
maintaining easily recognizable differences between the three distinct locations: City
entry, City parks, and the Palos Verdes Nature Preserve (Preserve). The proposed entry
signs are intended to have a unique look and be different in orientation, configuration,
and scale from the current entry signs, while utilizing natural colors and vernacular
materials such as Palos Verdes stone to reflect the surrounding environment.
While not identical, the overall design, scale and color palette of the proposed signs are
intended to be similar to the Preserve signs to achieve a consistent graphic look
throughout the City’s entrance points, parks, and Preserve areas. The design of the
proposed new signs would be consistent with existing signs in the Preserve that were
designed for entry identification, rules and regulations, and interpretive sign s. Images of
current Preserve signs are shown below:

The discussion below describes the various design elements to be considered by the City
Council, as well as Staff’s recommendations. Attached is the complete proposed design
plans for reference (Attachment A).
Vertical vs. Horizontal Orientation
Current City entrance signs are horizontal. This allows for more text but reduces their
prominence and limits visibility for motorists entering the City, because they are not as
high as vertical signs, and the limited horizontal space for placement necessitates a
smaller font size. Due to the limited amount of space in medians and roadsides, the City
entry signs are proposed to have a vertical orientation allowing for an innovative,
contemporary, and visually-attractive presentation when entering the City with the City’s
name located significantly higher than in existing signs. While admittedly a departure from
past conventional design aesthetics, this is a more modern and non-conforming design
approach that highlights the City’s unique character and dramatic natural elements.
The proposed signs are limited to a maximum of 10 feet high to be sensitive to visual
obstructions and concerns about being too monumental, yet at a comparable height of
other City signs (i.e. speed limit and stop signs). Below are photos of existing City signs
that are approximately 10 feet high:
Current park signs are also horizontal which is the orientation of the proposed entrance
signs. This approach lends itself well to the available space and the low-key nature of
City parks. Current park entrance signs are often small and difficult to read from a
distance, especially while driving. The proposed signs are larger with a more readable
graphic look and a larger font size.
On the following page are images of current City and park entrance signs with notations
from the City’s sign design consultant identifying general concerns about scale,
readability, typography, location, and design of the existing signs that should be
considered in the proposed design.

Vertical vs. Horizontal Lettering
The proposed City entrance signs feature a choice between vertical and horizontal
lettering. The Staff recommended option is horizontal for aesthetic reasons even though
the lettering is slightly smaller (5 inches high compared to 7 inches). These horizontal
signs would be mounted higher than existing entrance signs for greater visibility.
The alternative vertical lettering approach utilizes the length of the sign to allow for larger
lettering (7 inches) and increased visibility for motorists. This is a widely accepted graphic
option which is easy to read even while driving. Stacking the letters similar to a marquee
sign (turning 90°) was considered but is not recommended by the City’s consultant
because it makes signs much more difficult to read due to the necessary reduction in type
size when more than one word is used. The consultant noted that older style theater
signs commonly used this approach with fewer characters, but stacked letters would not
work well for this application.
Park signs will retain their current horizontal lettering which is appropriate given their
horizontal orientation. The City and park names on park entrance signs are uniform in
color for easier readability and a consistent graphic approach.
Incorporation of the City Logo
The RPV City logo, designed by former City Councilmember Tom Hollingsworth, has
always featured prominently on City and park entrance signs. The proposed signs
continue this tradition by organically incorporating the logo into each sign’s design rather
than attaching it as an afterthought. The logos for the proposed City entry signs are
located prominently at the top. The logos on the park entry logos are placed immediately
adjacent to the text on the left side.
Materials
Materials selected for the signs and posts were selected for maximum durability to both
retain their graphic look and physical appearance, while minimizing maintenance and
replacement expenses. The existing wooden signs and posts do not retain a fresh graphic
look without ongoing and costly maintenance.
The proposed City entry and park signs will utilize the following materials: corten steel,
painted and coated aluminum signs, and Palos Verdes stone.
ESN and Hunt Design recommend these materials because they are weather resistant,
low maintenance, and meet industry standards. The great majority of current City street
signs are made of painted and clear-coated aluminum which is proven to avoid rusting
even in salty ocean-adjacent settings. Additionally, the proposed signs are designed to
be removed and replaced without having to replace the posts or stone settings.

“Welcome to Rancho Palos Verdes” Text
Staff and the consultant considered but do not recommend including traditional text on
the City entrance signs such as “Welcome to Rancho Palos Verdes” on the front and
“Thanks for Visiting” or “Come Again Soon” on the rear. While such greetings are friendly
in tone, Staff and the consultant feel such a message is implied and adds unnecessary
text. Moreover, the entry signs have an implicit welcoming quality based on their location
and prominence. Nonetheless, each of the proposed signs can be modified to include
“Welcome to Rancho Palos Verdes” text if desired as illustrated in Design Option Nos. 1A
and 2A (attachment A).
Staff Recommended Design Options
Based on the above discussion, the following are Staff’s recommended design options
for the City and park entry signs for the City Council’s consideration. The renderings show
the dimensions and color palette of the sign option s, as well as a photo simulation to
depict how the signs would look in their physical context.

As previously noted, Staff does not necessarily recommend adding the text “welcome to ”
but seeks City Council’s preference for the final design. It should be noted that such text
can be added to the sign at a future time if desired.

ADDITIONAL INFORMATION:
Fabrication and Installation Timeline
If approved this evening, the project schedule anticipates the first sign being installed by
early September 2022, with the project completed by November 2022. The first sign will
be at the Upper Point Vicente Park/Civic Center location and is intended to be unveiled
on September 7, 2022, as the initial event of the City’s 50th anniversary countdown, which
will culminate in September 2023. The site will be officially renamed the Ken Dyda Civic
Center in honor of longtime City Councilmember and former Mayor Ken Dyda. The City
Council formally approved this name change and the renaming of the Civic Center
driveway to “Ken Dyda Way” on October 19, 2021.

Compliance with Municipal Code
There are no regulations set forth in the Municipal Code regulating signs for parks and
City entrance signs. It should be noted that Section 17.76.050(D) of the Rancho Palos
Verdes Municipal Code allows signs for City facilities without a permit and may exceed
the nonresidential sign standards. The City entrance signs are proposed at a maximum
height of 10 feet. Staff and the consultant believe that the height and design of the
proposed City entrance signs will best serve as identification at the entry points to the City
including Western Avenue.
CONCLUSION:
Staff recommends that the City Council identify its preferred design options for both the
City and park entry signs, and direct Staff to proceed with installation.
ALTERNATIVES:
In addition to Staff recommendation, the following alternative action s are available for the
City Council’s consideration:
1. Identify design modifications and direct Staff to proceed accordingly.
2. Take other action, as deemed appropriate.

RANCHO PALOS VERDES
The 399-acre Reserve was preserved in 2005 and provides important
linkages for wildlife and valuable native habitat for sensitive species.
There are five distinct steep canyons and rock outcrops, and coastal
sage habitat, a community of intensely fragrant and drought resistant
shrubs and flowering plants.
