PC MINS 20220510 eV__ Approved 6/14/2022 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING MAY 10, 2022 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Perestam at 7:04 P.M. in accordance with Government Code Section 54953(e) et seq. (AB 361) and Resolution 2022-21 adopted by the City Council on April 19,2022 and as renewed by subsequent resolution(s)thereafter. The regular meeting was conducted through a hybrid combination of in-person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at rpvca goy/agendas and on PVPtv channels Cox 35 and Frontier Fiberoptic 39. Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided options for public participation. PLEDGE OF ALLEGIANCE Associate Planner Giang led the Pledge of Allegiance. Planning Commission roll call was answered as follows, Present: Chura, Nelson, Nulman, Saadatnejadi, Santarosa, Vice Chair Hamill and Chair Perestam Absent: None Also present were Director Rukavina, Deputy Director/Planning Manager Silva, S"enior Planner Yoon, Senior Planner Seeraty, Associate Planner Gang, Deputy City Attorney Lopez, and City Attorney Gerli. Principal Engineer Dragoo from Public Works was also available for questions. APPROVAL OF AGENDA COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER SANTAROSA TO APPROVE THE AGENDA AS PRESENTED. COMMUNICATIONS City Council Items: Director Rukavina gave an update on the upcoming City Council meeting and wished Deputy Director Silva a happy birthday. Staff: None Comrriission: Commissioner Nelson dedicated the meeting in honor to the memory of long-time City of Rancho Palos Verdes resident, Sunshine. MINUTES COMMISSONER NELSON MOTIONED, SECONDED BY VICE CHAIR HAMMIL, TO APPROVE THE CONSENT CALENDAR.THE MOTION PASSED ON A VOTE OF 6-0 WITH COMMISIONER SANTAROSA ABSTAINING FOR ITEM NO. 1 2. CAPITAL IMPROVEMENT PROGRAM (SG) Request: Find that the projects and programs contained in the proposed FY 2022-23 Capital Improvement Program are consistent with the goals and policies of the Rancho Palos Verdes General Plan. ADOPTED P.C. RESOLUTION NO. 2022-04, FINDING THAT THE PROJECTS AND PROGRAMS CONTAINED IN THE PROPOSED FY 2022-23 CAPITAL IMPROVEMENT PROGRAM ARE CONSISTENT WITH THE GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN. THE MOTION PASSED ON A VOTE OF 7-0. CONTINUED PUBLIC HEARING: 3. CODE AMENDMENTS TO TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE TO AMEND SECTION 17.02.020 (SINGLE FAMILY RESIDENTIAL(RS)) DISTRICTS— USES AND DEVELOPMENT PERMITTED), ADD CHAPTER 17.09 (SECOND UNITS AND TWO-UNIT DEVELOPMENTS IN SINGLE-FAMILY ZONES), AND AMEND CHAPTER 17.96 (DEFINITIONS) THEREBY ESTABLISHING DEFINITIONS AND REGULATIONS FOR SECOND UNITS AND TWO- UNIT DEVELOPMENTS IN SINGLE-FAMILY RESIDENTIAL ZONES (Case No. PLCA2022-0001) (JY) Senior Planner Yoon presented the staff report to consider proposed code amendments to Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code, amending Section 17.02.020 Planning Commission Minutes May 10,2022 Page 2 (Single Family Residential (RS)) Districts—Uses and Development Permitted), adding Chapter 17.09 (Second Units and Two-Unit Developments in Single-Family Zones), and amending Chapter 17.96 (Definitions), thereby establishing definitions and regulations for second unit and two-unit developments in single-family residential zones. Discussion ensued among Planning Commission and Staff regarding the proposed amendments. The Planning Commission provided additional input for Staff to incorporate and bring back at a future meeting for consideration. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER SANTAROSA TO CONTINUE THE PUBLIC HEARING TO JUNE 28, 2022 TO ALLOW STAFF AN OPPORTUNITY TO INCORPORATE CODE AMENDMENT UPDATES AND INPUT BY THE PLANNING COMMISSION. THE MOTION PASSED ON A VOTE OF 7-0. CONTINUED BUSINESS: None NEW PUBLIC HEARINGS: 4. CONDITIONAL USE PERMIT- (CASE NO. PLCU2021-0005): 28041 HAWTHORNE BLVD (AS) Senior Planner Seeraty presented the staff report requesting approval of a Conditional Use Permit to allow the continued operation of an existing and screened Verizon wireless telecommunication facility located on the roof of an existing commercial building at 28041 Hawthorne Boulevard. The Planning Commission asked clarifying questions of Staff. Chair Perestam opened the public hearing., The following members of the public addressed the Planning Commission: Benjamin Koff representing Verizon. Chair Perestam closed the public hearing. Discussion continued amongst the Commissioners and Staff. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER SAADATNEJADI TO ADOPT P.C. RESOLUTION NO. 2022-05; APPROVING A CONDITIONAL USE PERMIT TO ALLOW THE CONTINUED OPERATION OF AN EXISTING VERIZON WIRELESS TELECOMMUNICATIONS FACILITY LOCATED ON THE ROOF OF AN EXISTING COMMERCIAL BUILDING AT 28041 HAWTHORNE BOULEVARD UNTIL MAY 10, 2032.
