G. Consideration and possible action to authorize the Mayor to sign a letter supporting
Senate Bill No. (SB) 1079 (vehicles with modified exhaust systems). (Bright)
Recommendation: Authorize the Mayor to sign a letter supporting SB 1079, which
would create a pilot program in six cities to evaluate the use of sound-activated devices
to enforce vehicle noise limit laws particularly vehicles with modified exhaust systems.
H. Consideration and possible action to authorize the Mayor to sign a letter opposing
Senate Bill No. (SB) 932 (circulation element). (Bright)
Recommendation: 1) Authorize the Mayor to sign a letter opposing SB 932, which
would require cities to develop and implement bicycle, pedestrian, and traffic calming
plans in the general plan circulation element and would create a cause of action
against a city that fails to implement those plans for certain persons injured in a
collision in high injury areas.
I. Consideration and possible action regarding a claim against the City by Conjunction
Junction LLC. (Momoli)
Recommendation: 1) Reject the claim and direct Staff to notify the claimant,
Conjunction Junction LLC.
J. Consideration and possible action to authorize the Mayor to sign a letter of support for
Senate Bill No. (SB) 1338 (CARE Court). (Bright)
Recommendation: 1) Authorize the Mayor to sign a letter of support for SB 1338,
which would establish the Community Assistance, Recovery, and Empowerment
(CARE) Court Program.

K. Consideration and possible action to revise the City’s Investment Policy for Fiscal

Recommendation: 1) Review the recommended revisions to the City’s Investment
Policy, including recommendations by the Finance Advisory Committee (FAC); and, 2)
If deemed acceptable, approve the Fiscal Year 2022-23 Investment Policy applicable
to the City of Rancho Palos Verdes, Rancho Palos Verdes Successor Agency to the
Redevelopment Agency, and Rancho Palos Verdes Improvement Authority.
L. Consideration and possible action to approve a list of proposed projects for Fiscal Year
2022-23 funded by Senate Bill No. 1, the Road Repair and Accountability Act of 2017.

M. Consideration and possible action to enter into a professional services agreement
with Graffiti Protective Coatings, Inc. for citywide graffiti abatement services.

Recommendation: 1) Award a Professional Services Agreement to Graffiti
Protective Coatings, Inc., for graffiti abatement services, for a period of three years
with an additional three-year optional extension, in the amount of $72,000 per fiscal
year and a total contract sum of $216,000; and, 2) Authorize the Mayor to execute the
agreement in a form approved by the City Attorney.
N. Consideration and possible action to review the first biannual 2022 Border Issues
report. (Barnes)
Recommendation: Receive and file the first biannual report on the status of Border
Issues for 2022.
O. Consideration and possible action to approve ongoing professional service
agreements, amendments, and blanket purchase orders for Fiscal Year 2022-23 that
exceed $25,000. (Ramos/Loya)
Recommendation: 1) Approve the renewal of ongoing professional service
agreements; 2) Approve blanket purchase orders for FY 2022-23 that exceed $25,000
for various City Departments; 3) Authorize the Mayor to execute the following 13
amendments to existing professional services agreements approved to form by the
City Attorney; and, 4) Authorize the Mayor to execute the following four new
Professional Services Agreements approved to form by the City Attorney.
P. Consideration and possible action to authorize the Mayor to sign a letter supporting

S. Consideration and possible action to approve traffic calming strategies adjacent to
certain schools. (Awwad)
Recommendation: 1) Review the Traffic Safety Committee’s recommended traffic
calming measures described in the General Technologies and Solutions (GTS) Traffic
Analysis Memoranda for Vista Grande Elementary School, Soleado Elementary
School, Silver Spur Elementary School, and Ridgecrest Intermediate School; and, 2)
If deemed acceptable, direct Staff to implement the s hort-term traffic calming
measures described in those Memoranda, and if necessary, return to the City Council
with further traffic calming recommendations to consider implementing.
**T. Consideration and possible action to accept, approve and adopt the Tentative
Agreement for a successor Memorandum of Understanding between the City and the
