PC MINS 20220426 ,e1E___ Approved 5/10/2022 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING APRIL 26, 2022 CALL TO ORDER A Regular meeting of the Rancho. Palos Verdes Planning Commission was called to order by Vice Chair Hamill at 7:00 P.M. in accordance with Government Code Section 54953(e) et seq. (AB 361) and Resolution 2022-21 adopted by the City Council on April 19,2022 and as renewed by subsequent resolution(s) thereafter. The regular meeting was conducted through a hybrid combination of in-person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier Fiberoptic 39. Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided options for public.participation. PLEDGE OF ALLEGIANCE Vice Chair Hamill led the Pledge of Allegiance. THE MOTION PASSED ON A VOTE OF 5-0 WITH COMMISSIONER NELSON RECUSING. CONTINUED PUBLIC HEARING: 2. CODE AMENDMENTS TO TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE TO AMEND SECTION 17.02.020 (SINGLE FAMILY RESIDENTIAL (RS)) DISTRICTS— USES AND DEVELOPMENT PERMITTED), ADD CHAPTER 17.09 (SECOND UNITS AND TWO-UNIT DEVELOPMENTS IN SINGLE-FAMILY ZONES), AND AMEND CHAPTER 17.96 (DEFINITIONS) THEREBY ESTABLISHING DEFINITIONS AND REGULATIONS FOR SECOND UNITS AND TWO- UNIT DEVELOPMENTS IN SINGLE-FAMILY RESIDENTIAL ZONES(Case No. PLCA2022-0001) (JY) Request: Consider recommending to the City Council proposed code amendments to Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code to amend Section 17.02.020 (Single Family Residential (RS)) Districts— Uses and Development Permitted), add Chapter 17.09 (Second Units and Two-Unit Developments in Single-Family Zones), and amend Chapter 17.96 (Definitions) thereby establishing definitions and regulations for second unit and two-unit developments in single-family residential zones. PLCU2021-0005): 28041 Hawthorne Blvd (AS) THIS PUBLIC HEARING WAS CANCELLED. A PUBLIC HEARING FOR AN APPLICATION FOR NEW CUP FOR THE CURRENT VERIZON WIRELESS FACILITY OPERATION WILL BE CONDUCTED ON MAY 10, 2022. 4. VARIANCE, COASTAL DEVELOPMENT PERMIT AND SITE PLAN REVIEW- (CASE NO. ZON2017- 00489): 125 Spindrift (OS) Director Rukavina asked if the Commission Members visited the project site. Deputy Director Silva presented the staff report with a request to construct a 1,160 ft2 addition, consisting of a new 1,075 ft2 second floor and an 85 ft2 addition to the existing 1,670 ft2 single- story residence for a new total structure size of 2,830 ft2 (garage included); a new 412 ft2 roof deck; and ancillary site improvements. Discussion ensued among Planning Commission and questions were asked of Staff and th'e Applicant. Vice Chair Hamill opened the public hearing. The following members of the public addressed the Planning Commission: Kathy LaBarbera, Russ Barto, Lynda Lima,Jerry Schwartz, Mike Fabian,Joe Lay, Allison Wolcott, Michelle Demason, Ann Lineberger, and Sue Schmidt. The Planning Commission asked clarifying questions of Staff. Vice Chair Hamill closed the public hearing. Discussion ensued among Planning Commission members and Staff regarding the Site Plan Review with Neighborhood Compatibility, variances, and the Coastal Permit applications.
