and/or all virtual attendance of the five members of the City Council and invited staff at

All Statutory References are to California Government Code Sections. Please be advised that, pursuant to the Ralph M. Brown Act, “a
person may not disclose confidential information that has been acquired by being present in a Closed Session . . . to a person not
entitled to receive it, unless the legislative body authorizes disclosure of that confidential information.” (Gov. Code § 54963(a).)
“[C]onfidential information’ means a communication made in a Closed Session that is specifically related to the basis for the legislative
body of a local agency to meet[] lawfully in Closed Session . . . .” (Gov. Code § 54963(a).) Please be further advised that any

has been approved by the vote of the Council taken during the closed session or as otherwise required by law. Violation of th is rule
may subject the violator to various penalties including (i) censure by the Council as provided in Article 9.0 herein, (ii) criminal penalties
as the willful failure to perform a duty under Government Code Section 1222, or other statute, (iii) referral to the grand jury, or (iv) civil
actions, including issuance of an injunction.

Recommendation: Authorize the Mayor to sign a letter to the Board of Supervisors
expressing the City’s experience with contracted law enforcement and recognizing a
need for continued deputy recruitment and retention.
F. Consideration and possible action lease nine new Canon multifunction copiers for five
years. (Buchwald)
Recommendation: Authorize the City Manager to enter into a five-year lease
agreement with Canon Solutions America for nine new Canon multifunction copiers at
an estimated total cost of approximately $230,000.
G. Consideration and possible action to amend the City’s Conflict of Interest Code in
conformance with the Fair Political Practices Commission (FPPC).(Takaoka)
Recommendation: 1) Receive and file the 2022 Local Agency Biennial Notice for the
City of Rancho Palos Verdes, Successor Agency, and Improvement Authority for the
City of Rancho Palos Verdes amending its Conflict of Interest Code to reflect updated
reporting limits required by the FPPC; 2) Adopt Resolution No. 2022-___, A

RESOLUTION 2021-15 THEREBY ADDING CERTAIN NEW FEES TO THE
COUNCIL-ADOPTED MASTER SCHEDULE OF FEES AND ESTABLISHING
UPDATED FULLY BURDENED HOURLY RATES FOR CITY SERVICES FOR
FISCAL YEAR 2022-23 BASED ON THE MARCH 2022 CPI-U.

Service regarding their proposed rate increases with the California Public Utilities

(Cal Water) regarding their proposed rate increases with the California Public Utilities
Commission (CPUC).
3. Consideration and possible action to receive an update on Cox Communications’
internet speed and reliability services and potential federal funding opportunities for
broadband internet infrastructure improvements.(Villalpando) (30 mins)
Recommendation: 1) Receive and file a presentation from Cox Communications on
the company's internet speed and reliability services; 2) Direct Staff to draft a
customer service standards ordinance for video providers for consideration at a future
City Council meeting; 3) Direct Staff to establish a working group/community
broadband investment team; 4) Direct Staff to add Smart City Strategic Plan as a
project under the “Infrastructure” City Council Goal, to solicit proposals for the
development of a smart city strategy and a multi-year implementation plan, and to
include funding to prepare the Strategic Plan in the FY 2022-23 budget; and, 5) Direct
Staff to work with Cox Communications to implement civic engagement programming.
4. Consideration and possible action to amend the City’s Administrative Fine Schedule
to include violations of the City’s fireworks provisions pursuant to Section 8.08.020(C)
of the Rancho Palos Verdes Municipal Code (RPVMC). (Bright) (15 mins)
Recommendation: Adopt Resolution 2022-___ A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING
THE ADMINISTRATIVE CITATION PENALTY FINE SCHEDULE BY AMENDING

5. Consideration and possible action to purchase two solar-powered Automatic License
Plate Reader (ALPR) mobile trailers. (Bright) (15 mins)
Recommendation: 1) Award a contract services agreement with Motorola Solutions,
Inc. for the purchase and startup of two ALPR trailers, in an amount not t o exceed
$95,515; and, 2) Authorize the Mayor and the City Clerk to execute the contract
services agreement, in a form acceptable to the City Attorney.
6. Consideration and possible action to take a City position on Assembly Bill No. 2432
(Local Travel Transportation Plan) and Assembly Bill No. 2074 (Rebates for
Micromobility Devices). (Bright) (15 mins)
Recommendation: 1) Authorize the Mayor to sign a letter of support for AB 2432,
which would authorize the South Bay Cities Council of Governments (SBCCOG) to
prepare a neighborhood electric vehicle (NEV) transportation plan; and, 2) Discuss
and provide direction to Staff on taking a position on AB 2074, which would create a
rebate program for the purchase of electric micromobility transportation devices.

We highly encourage written materials regarding City Council Agenda items be submitted no later than

Conduct at the
Council Meeting:
The Mayor shall order removed from the Council Chambers any person(s) who commit the following acts
at a meeting of the City Council: Disorderly, contemptuous or insolent behavior toward the Council or any
member thereof, tending to interrupt the due and orderly course of said meeting; a breach of the peace,
boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting;
disobedience of any lawful order of the Mayor, which shall include an order to be seated or to refrain from
addressing the Council from the audience; any other unlawful interference with the due and orderly course
of the meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.
Continuation of
Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless the majority of the Council members who are present affirmatively vote
either to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting
ends before all of the items listed on the agenda are completed, any unfinished business will be continued
to the next succeeding day that is not a holiday, at a location to be determined.
