SPECIAL MEETING/GOAL-SETTING WORKSHOP
MARCH 9, 2022
CALL TO ORDER:
The Special meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Pro Tem Ferraro at 6:13 P.M. at McTaggart Hall in Fred Hesse Community Park,
29301 Hawthorne Boulevard. This meeting took place remotely in accordance with
Government Code Section 54953(e) et seq. (AB 361), and pursuant to Resolution No.
2021-59, as adopted by the City Council on November 16, 2021, and as renewed by
subsequent resolution(s) thereafter. Members of the public could observe and
participate using the zoom participation feature, and with options called out in the public
participation form provided under separate cover with the agenda. Notice having been
given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Ferraro, and Mayor Bradley
ABSENT: Dyda (excused)
Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager;
Trang Nguyen, Director of Finance; Ken Rukavina, Director of Community
Development; Ramzi Awwad, Director Public Works; Cory Linder, Director of Recreation
and Parks; and Teresa Takaoka, City Clerk.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Mayor Pro Tem Ferraro.
APPROVAL OF THE AGENDA:
Councilmember Alegria moved, seconded by Councilmember Cruikshank, to approve
the agenda as presented.
The motion passed on the following roll call vote:
AYES: Alegria, Cruikshank, Ferraro, and Mayor Bradley
NOES: None
ABSENT: Dyda
REGULAR BUSINESS:
Consideration and possible action to receive a quarterly status report on Fiscal
Year 2021-22 City Council goals and to set goals for Fiscal Year 2022-23.
1. 3rd Quarter Review of FY2021-22 City Council Goals
City Clerk Takaoka noted that late correspondence was distributed and public
comments will take place after Item #1.
Deputy City Manager Banales presented a brief staff report and PowerPoint
presentation on the 3rd quarter review of the FY 2021-22 City Council Goals.
Discussion ensued among Council Members and Staff and Chair Maizlish (EPC)
and Chair Lewis (FAC).
2. Public Comments
The following member of the public's correspondence was read into the record:
Lenee Bilski.
3. Developing the, FY2022-23 City Council Goals Discussion
Maypradley shared a PowerPoint presentation which included a sample of his
suggestion to use a Gantt/burndown chart for the upcoming FY 2022-23 City Council
Goals. Mayor Bradley expressed his desire to revisit the numerous goals, and
streamline them to a number the City Council can agree on. He noted that items the
City Council felt were subgoals would be redefined as tasks.
Discussion ensued among Council Members and Staff on reformatting the goals
worksheet.
Discussion resumed with each Council Member stating a few of their main goals,
notwithstanding an opportunity to modify/augment in the future, to be captured on a
draft reformatted worksheet that Staff could present at a future meeting.
The goals stated were:
1. Portuguese Bend Landslide Remediation Project
2. Construction on the Civic Center
3. A successful 50th City Anniversary Celebration
4. Western Avenue Redevelopment
5. Completion of the Ladera Linda Project
6. Public Safety
7. Trails Network Plan Update
8. Traffic Safety
By acclamation the City Council moved further discussions will resume on the
reformatted FY 2022-23 goals at the April 19, 2022, City Council meeting.
Without objection, Mayor Bradley so ordered.
