All Statutory References are to California Government Code Sections. Please be advised that, pursuant to the Ralph M. Brown Act, “a
person may not disclose confidential information that has been acquired by being present in a Closed Session . . . to a person not
entitled to receive it, unless the legislative body authorizes disclosure of that confidential information.” (Gov. Code § 54963(a).)
“[C]onfidential information’ means a communication made in a Closed Session that is specifically related to the basis for the legislative
body of a local agency to meet[] lawfully in Closed Session . . . .” (Gov. Code § 54963(a).) Please be further advised that any

as the willful failure to perform a duty under Government Code Section 1222, or other statute, (iii) referral to the grand jury, or (iv) civil
actions, including issuance of an injunction.
1. CONFERENCE WITH REAL PROPERTY NEGOTIATORS
A closed session will be held, pursuant to Government Code § 54956.8, to enable
the City Council to consider the property acquisition currently under negotiations
with Mr. Jim York, with whom City is to give direction to the City Manager and City
Attorney, regarding that certain real property commonly known as the Lower
Filiorum and Plumtree properties, parcels as noted below. The City Council will
provide direction on the terms of the property acquisition including price.

THROUGH APRIL 30, 2022, PURSUANT TO THE RALPH M. BROWN ACT AND
ASSEMBLY BILL NO. 361; and, 2) Authorize Staff to continue conducting, as
warranted, City Council and Planning Commission public meetings using a
combination in-person/virtual (hybrid) platform and continue conducting virtual-only
meetings or a combination in-person/virtual (hybrid) platform, if warranted, for the
City’s five Committees (Civic Center Advisory, Emergency Preparedness, Finance
Advisory, Infrastructure Management Advisory, Traffic Safety) subject to the Brown
Act in accordance with the requirements of AB 361; and return with extension
resolutions for the City Council’s consideration every 30 days as the same may be
warranted.
E. Consideration and possible action to adopt Ordinance No. 658 repealing and
replacing Chapter 8.20 (Solid Waste Collection And Disposal) of Title 8 (Health And
Safety) of the Rancho Palos Verdes Municipal Code relating to solid waste.

Recommendation: Adopt Ordinance No. 658, AN ORDINANCE OF THE CITY OF
RANCHO PALOS VERDES, CALIFORNIA, REPEALING AND REPLACING
CHAPTER 8.20 (SOLID WASTE COLLECTION AND DISPOSAL) OF TITLE 8
(HEALTH AND SAFETY) OF THE RANCHO PALOS VERDES MUNICIPAL CODE
RELATING TO SOLID WASTE HANDLING, ORGANIC WASTE DISPOSAL
REDUCTION, AND EDIBLE FOOD RECOVERY.
F. Consideration and possible action to authorize the City Clerk to file a Notice of
Completion for the Caddington Area 9 ADA Access Improvements Project. (Lopez)
Recommendation: 1) Accept the project as complete; 2) Authorize the City Clerk to
file a Notice of Completion for the project with the Los Angeles County Registrar-
Recorder’s Office; and if no claims are filed within 35 days after recordation, send a
notice to the surety company to exonerate the Performance Bond; and, 3) Authorize
the Director of Public Works to release the 5% construction retention payment to NR
Development, Inc., 35 days after recordation of the Notice of Completion by the Los
Angeles County Registrar-Recorder’s Office, contingent upon no claims being filed on
the project, and the contractor posting an acceptable warranty bond with the City.
G. Consideration and possible action to approve Amendment No. 1 to the professional
services agreement with Infinity Technologies for geographic information systems
(GIS) support services. (Rukavina/Buchwald)
Recommendation: 1) Authorize Amendment No. 1 to the professional services
agreement with Infinity Technologies to extend the agreement from June 30, 2022, to
August 30, 2022, and increase the agreement amount for GIS support services by
$17,300 from $24,750 to $42,050, in a form approved by the City Attorney; and, 2)
authorize the Mayor and City Clerk to execute the amendment.

H. Consideration and possible action to submit the 2021 Annual General Plan Update
Report on the implementation of the Rancho Palos Verdes General Plan to the
appropriate state agencies. (Giang/Silva)
Recommendation: Authorize Staff to forward the City’s Annual General Plan
Progress Report on the status of the implementation of the Rancho Palos Verdes
General Plan during the 2021 calendar year to the Governor’s Office of Planning and
Research (OPR) and the California Department of Housing and Community
Development (HCD).
I. Consideration and possible action to forward the 2021 Housing Element Annual
Progress Report to the appropriate state agencies. (Giang/Silva)
Recommendation: Authorize Staff to forward the City’s Annual Progress Report on
the implementation of the Rancho Palos Verdes Housing Element during the 2021
calendar year to the Governor’s Office of Planning and Research (OPR) and the
California Department of Housing and Community Development (HCD).

Recommendation: By majority vote of the entire City Council, appoint one member
to the Civic Center Advisory Committee, with a term of office ending in June 2024.
3. Consideration and possible action to review the current City policy prohibiting bicycle
and other wheeled use in City parks. (Waters) (45 mins)
Recommendation: 1) Review the City’s current policy prohibiting bicycle, skateboard,
scooter, and similar wheeled uses in City parks; and, 2) Provide direction to Staff on
the possible options for allowing bicycle, skateboard, scooter, and similar wheel
devices in City parks.
4. Consideration and possible action to approve installing a temporary trailer to
accommodate Open Space Management (OSM) Staff at the Civic Center. (Trautner)

Recommendation: 1) Approve a three-year contract with Willscot Mobile Mini in the
amount of $60,525.39 (annually at $17,784) for rental of a temporary trailer to be
placed at the Civic Center for OSM Staff, in a form approved by the City Attorney;
and, 2) Authorize the Mayor and City Clerk to execute the contract.
5. Consideration and possible action to approve the Engineering and Traffic Survey and
establish certain speed limits on various City streets. (Awwad) (15 mins)
Recommendation: 1) Accept the Engineering and Traffic Survey prepared and
revised by the City’s Consulting Traffic Engineer, Willdan Engineering, dated
December 2021; and, 2) Adopt Resolution No. 2022-__, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING
CERTAIN SPEED SURVEYS AND CONFIRMING THE APPROPRIATENESS OF

addressing the Council from the audience; any other unlawful interference with the due and orderly course
of the meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.
Continuation of
Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless the majority of the Council members who are present affirmatively vote
either to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting
ends before all of the items listed on the agenda are completed, any unfinished business will be continued
to the next succeeding day that is not a holiday, at a location to be determined.
