PC MINS 20220125 Approved 2/8/2022 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING JANUARY 25, 2022 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Perestam at 7:00 P.M. In accordance with Government Code Section 54953(e) et seq. (AB 361) and Resolution 2022-03 adopted by the City Council on January 18,2022, the meeting was conducted through a *hybrid combination of in-person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided options for public participation. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Nulman. Planning Commission roll call was answered as follows, Present: Chura, Nelson, Nulman, Saadatnejadi, Santarosa, Vice Chair Hamill and Chair Perestam Absent: None Also present were Deputy Director/Planning Manager Silva, City Attorney Gerli, Senior Planner Yoon, Associate Planner Giang, and Associate Planner Nemeth. APPROVAL OF AGENDA COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER SANTAROSA,TO APPROVE THE AGENDA. COMMUNICATIONS City council items: Deputy Director Silva informed the Planning Commission of the City Council's consideration of the Biannual Reports presented by the City's Commissions, Committees, and Boards during the January 18th City Council meeting. Staff: Deputy Director Silva informed the Planning Commission of an upcoming Planning Commission Academy being held in San Ramon in the month of March. MINUTES COMMISSIONER SANTAROSA MOVED, SECONDED BY COMMISSIONER CHURA, TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED ON A VOTE OF 5-0-1 WITH COMMISSIONER HAM I LL OBSTAINING. CONTINUED PUBLIC HEARINGS 2. COASTAL SAGE SCRUB PROTECTION CODE AMENDMENT (CASE NO. PLCA2021-0008): Citywide (SG) Request- Review the proposed code amendments to Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code to establish new development standards and implementation measures to comply with the requirements of the City's 2019 Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP'). Deputy Director Silva requested a continuation of the public hearing to the February 8th Planning Commission meeting. Comments were made by Commissioner Nelson. COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER CHURA, TO CONTINUE THE PUBLIC HEARING TO THE FEBRUARY 8, 2022 PLANNING COMMISSION MEETING TO ALLOW STAFF TO FURTHER ASSESS COMMENTS EXPRESSED BY THE PLANNING COMMISSION AT THE DECEMBER 14, 2021 MEETING RELATED TO THE NCCP/HCP CODE AMENDMENTS AND ALLOW ADDITIONAL TIME FOR THE PUBLIC TO PROVIDE ANY FEEDBACK. PLHV2020-0009): 5119 Silver Arrow Drive (JY) Request: Demolish 63% of an existing 2,280 ft2 single-story residence to accommodate the construction of a new 973 ft2 addition, consisting of 35 ft2 to the first floor and 938 ft2 to the second floor, resulting in a 3,253 ft2 (garage included) two-story residence measuring 23.54 feet in height with ancillary improvements. RESOLUTION NO. 2022-02: APPROVING, WITH CONDITIONS, A CONDITIONAL USE PERMIT TO ALLOW PHILLIPS JIU JITSU STUDIO TO OPERATE CLASSES FIVE DAYS A WEEK WITHIN A VACANT 621 FT2 SUITE ON THE LOWER LEVEL OF AN EXISTING SPLIT-STORY COMMERCIAL BUILDING AT 34 MIRALESTE PLAZA. THE MOTION PASSED ON A VOTE OF 7-0. S. VIEW RESTORATION PERMIT - (CASE NO. PLVR2021-0008): 32821 Seagate Drive, Common Area (Palos Verdes Bay Club) (RN) Request: To restore the view from the viewing area located at 32646 Coastsite Drive, Unit No. 206. Commissioner Nulman recused himself citing the close proximity of his residence to the subject site. Commissioner Saadatnejadi recused herself citing that she did not visit the subject properties. RESOLUTION NO. 2022- 03, APPROVING A VIEW RESTORATION PERMIT APPLICATION (CASE NO. PLVR 2021-0008), REQUIRING THE FOLIAGE OWNERS TO CROWN REDUCE, WITH THE OPTION TO REMOVE AND REPLACE, ONE MAGNOLIA TREE LOCATED ADJACENT TO 32646 COASTSITE DRIVE, UNIT NO. 206, IN ORDER TO RESTORE THE APPLICANT'S VIEW. THE MOTION PASSED ON A VOTE OF 4-1, WITH VICE-CHAIR HAMILL VOTING NO AND COMMISSIONERS NULMAN AND SAADATNEJADI RECUSING.
