PC MINS 20211214 APPROVED 1/25/2022 elie___ CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING DECEMBER 14, 2021 CALL TO ORDER A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Perestam at 7:06 P.M. In accordance with Government Code Section 54953(e) et seq. (AB 361) and Resolution 2021-59 adopted by the City Council on November 16, 2021, the meeting was conducted through a *hybrid combination of in-person and/or all virtual attendance of the seven members of the Planning Commission and invited staff at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform, broadcast live on the City's website at rpvca goy/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided options for public participation. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Nelson. Planning Commission roll call was answered as follows, Present. Chura, Nulman, Nelson, Saadatnejadi, Santarosa and Chair Perestam Absent: Vice Chair Hamill Also present were Director of Community Development Rukavina, Deputy Director/Planning Manager Silva, City Attorney Gerli, Senior Planner Yoon, Senior Planner Seeraty, and Associate Planner Gang. APPROVAL OF AGENDA CHAIR PERESTAM MOVED SECONDED BY COMMISSIONER SANTAROSA TO APPROVE THE AGENDA. COMMUNICATIONS CITY COUNCIL ITEMS: Director Rukavina provided an update on the December 7, 2021 City Council meeting; including the adoption of the Tree House Ordinance and adoption of the Sign Code. Director Rukavina also outlined upcoming agenda items on the December 21, 2021, City Council meeting. STAFF: Staff welcomed newly appointed Commissioner Nelson and Commissioner Nulman. RESOLUTION NO. 2020-19; DENYING A CONDITIONAL USE PERMIT FOR AN 840 FT2 DETACHED ACCESSORY DWELLING UNIT ON A LOT THAT IS LOCATED WITHIN A VERY HIGH FIRE HAZARD SEVERITY ZONE AND DOES NOT HAVE TWO DISTINCT MEANS OF VEHICULAR ACCESS FROM AN ARTERIAL OR COLLECTOR STREET AT 29907 AVENIDA ESPLENDIDA (CASE NO. RESOLUTION NO. 2021-20: APPROVING, WITH CONDITIONS, A MAJOR GRADING PERMIT TO CONDUCT 2,650 YD3 OF GRADING AND ASSOCIATED RETAINING WALLS TO ACCOMMODATE A PARTIALLY SUBTERRANEAN BASEMENT, EXTERIOR BASEMENT PATIO AREA, AND DRIVEWAY ACCESS TO A PARTIALLY SUBTERRANEAN GARAGE ASSOCIATED WITH THE DESIGN OF A NEW 9,001 FT2 SINGLE-FAMILY RESIDENCE AND ANCILLARY SITE IMPROVEMENTS AT 32042 ISTHMUS VIEW DRIVE. THE MOTION PASSED ON A VOTE OF 6-0. NEW BUSINESS 6. PLANNING COMMISSION ACCOMPLISHMENTS & WORKPLAN: Citywide (OS) REVIEWED AND DISCUSSED ITEMS TO BE INCLUDED IN THE PLANNING COMMISSION'S BIANNUAL REPORT TO THE CITY COUNCIL. ITEMS TO BE PLACED ON FUTURE AGENDAS Director Rukavina noted that there will be no meeting on December 28, 2021, due to the City Hall holiday closure. 7.
