REGULAR MEETING
NOVEMBER 9, 2021
CALL TO ORDER:
A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Perestam at 7:02 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne
Boulevard. This meeting took place remotely in accordance with Government Code Section
54953(e) et seq. (AB 361) and Resolution 2021-53 adopted by the City Council on October 19, 2021.
Members of the public could observe and participate using the zoom participation feature, in
person, and with options called out in the public participation form provided under separate cover
with the agenda. Notice having been given with affidavit thereto on file.
PUBLIC PARTICIPATION OPTIONS
Deputy Director Silva provided options for public participation.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Leon.
Planning Commission roll call was answered as follows,
Present: Chura, James, Leon, Hamill, Saadatnejadi, Santarosa and Chair Perestam
Absent: None
Also present were Director of Community Development Rukavina, Deputy Director /Planning
Manager Silva and Deputy City Attorney Lopez.

CITY COUNCIL ITEMS: Director Rukavina provided an update on the November 2 City Council
meeting and outlined upcoming agenda items on the November 16 City Council meeting.

1. APPROVAL OF THE OCTOBER 13, 2021 P.C. MINUTES
COMMISSIONER LEON MOVED, SECONDED BY COMMISSIONER SANTAROSA, TO APPROVE THE
CONSENT CALENDAR. THE MOTION PASSED ON A VOTE OF 7-0.
CONTINUED PUBLIC HEARINGS: None
CONTINUED BUSINESS: None
NEW PUBLIC HEARINGS:
2. POINT VIEW MASTER USE PLAN COMPLIANCE REVIEW & CONDITIONAL USE PERMIT
REVISION- (CASE NO. PLCU2021-0007): 6001 Palos Verdes Drive South (OS)
Request- Consider a request to conduct Compliance Review No. 9 and to consider revisions to the
Point View Master Use Plan Conditional Use Permit.
Commissioner Leon recused as he lives within 500 feet of the property.
Deputy Director Silva requested a continuation.
Chair Perestam opened the public hearing.
No public comments were presented.

COMMISSIONER CHURA MOVED, SECONDED BY COMMISSIONER SAADATNEJADI, TO CONTINUE
THE PUBLIC HEARING TO A MEETING DATE UNCERTAIN TO ALLOW STAFF AN OPPORTUNITY TO
FURTHER ASSESS PROJECT COMPLIANCE WITH THE ESTABLISHED CONDITIONS OF APPROVAL FOR
THE POINT VIEW MASTER USE PLAN. THE MOTION PASSED ON A VOTE OF 6 TO 1, WITH
COMMISSIONER LEON RECUSING.

3. CONDITIONAL USE PERMIT/ACCESSORY DWELLING UNIT- (CASE NO. PLAU2021-0006):
29907 Avenida Espendida (OS)
Request- Consider a request to construct an 840 ft² detached accessory dwelling unit on a lot that
is located within a very high fire hazard severity zone and which does not have two distinct means
of vehicular access from an arterial or collector street.
Deputy Director Silva presented the staff report.
Discussion ensued among Planning Commission Members and staff.
Chair Perestam opened the public hearing.
The following members of the public addressed the Planning Commission: Ellen Shirikai,
Stewart Kanemaki, and Bob Frinier.
Chair Perestam closed the public hearing.
Further discussion ensued among Planning Commission Members and staff regarding accessory
dwelling unit development in the Very High Fire Severity Zone
COMMISSIONER SAADATNEJADI MOVED, SECONDED BY COMMISSIONER JAMES, TO DENY THE
CONDITIONAL USE PERMIT APPLICATION (CASE NO. PLAU2021-0006), AND DIRECT STAFF TO
BRING BACK A RESOLUTION MEMORALIZING THIS DECISION AT THE NEXT AVAILABLE PLANNING
COMMISSION MEETING. THE MOTION PASSED ON A VOTE OF 5 TO 2, WITH COMMISSIONER
SANTAROSA AND CHAIR PERESTAM VOTING “NO”.
