J. Consideration and possible action regarding the annual business license tax. (Browning) Recommendation: 1) Direct Staff not to increase the City’s business license tax (BLT) rate for 2022; 2) Direct Staff to continue setting the annual BLT for home occupancy businesses at zero ($0) for 2022; and, 3) Direct Staff to sunset the Small Business Financial Assistance Program. K. Consideration and possible action to review the official name of Ladera Linda Community Center. (Waters) Recommendation: Affirm retaining Ladera Linda Community Center as the official name. L. Consideration and possible action to award a Professional Services Agreement to Bureau Veritas, Inc. for engineering services for the City’s Facilities Asset Management Program.(O’Neill) Recommendation: 1) Award a Professional Services Agreement to Bureau Veritas to assess City facilities and to prepare the City’s Facilities Asset Management Program in the amount of $73,473.75 with a contingency of 15% or $11,021.06; 2) Award a Professional Services Agreement to Bureau Veritas to provide periodic data updates related to the City’s Facilities Asset Management Program in the amount of $2,500 per year and, if needed, up to $17,500 per year of on -call services for three years, with the option of two one-year extensions; and, 3) Authorize the Mayor to execute the Professional Services Agreements in a form acceptable to the City Attorney. M. Consideration and possible action to approve a Third Amendment to the Memorandum of Understanding between the City and the Rancho Palos Verdes Employees Association (RPVEA MOU 2020-21). Consideration and possible action to proceed with filing the financing application for the Ladera Linda Community Center and Park Project. (Nguyen) (30 mins) Recommendation: 1) Review the Finance Advisory Committee’s recommendation to finance up to $6 million of the total cost of the Ladera Linda Community Center and Park Project with Lease Revenue Obligations from the Bank of the West (BOW); 2) If deemed acceptable, direct Staff to file an application with BOW at a loan amount of up to $6 million at a 10-year term; 3) Authorize the City Council Facilities Subcommittee and City Manager, or his designee, to select a City asset to be used as collateral with BOW; 4) Authorize the Mayor to the sign the Lease Revenue Obligations agreement with BOW in a form approved by the City Attorney; and, 5) Authorize Staff to charge all related costs for the application process to the American Rescue Plan Act (ARPA) funding allocated to the Ladera Linda Park and Community Center Project. 6. Consideration and possible action to repurpose the Hatano Farm lease area at Upper Point Vicente. (Bañales) (30 mins) Recommendation: 1) Consider repurposing the Hatano Farm lease area with one of the following uses: a. Community Garden, b. Native Plant and Seed Nursery (Staff’s City Council Agenda November 16, 2021 Page 8 of 9 preferred use), c. Garden-to-Kitchen Farm, and d. Restore the Site to its Native Habitat; 2) If acceptable, direct Staff to pursue discussions with the Palos Verdes Peninsula Land Conservancy (PVPLC) to repurpose the site with a native plant and seed nursery; and, 3) Direct Staff to terminate the Hatano Farm lease agreement at Upper Point Vincente with the area being vacated no later than June 30, 2022. 7. Consideration and possible action to receive a report on installing security cameras at popular trailheads and parking lots. (Waters) (30 mins) Recommendation: 1) Receive and file an informational report on installing security cameras at popular trailheads and parking lots; and 2) Direct Staff to issue a request for proposals to vendors for the procurement and installation of security cameras and return to the City Council outlining the scope of work, cost estimates, and specific locations for consideration at a future meeting. 8. Consideration and possible action to receive an analysis of the City’s greenhouse gas emissions from electricity use. (Barnes) (15 mins) Recommendation: Receive and file an analysis of the City’s greenhouse gas emissions from electricity use.
