RECOMMENDED COUNCIL ACTION: (1) Approve Amendment No. 1 to the Professional Services Agreement with General Technologies and Solutions, LLC (GTS) thereby increasing the contract amount from $10,000 to $35,000, plus a contingency of $5,000, to provide school -related traffic engineering services for Silver Spur Elementary School, Soleado Elementary School, Ridgecrest Intermediate School, and Vista Gra nde Elementary School; and (2) Authorize the Mayor to execute Amendment No. 1 to the Professional Services Agreement, in a form acceptable to the City Attorney. GTS Amendment No. 1 Proposal (page B-1) 1 BACKGROUND AND DISCUSSION: Within the last few weeks, the City has received correspondence expressing concern about traffic operations from school principals at the following schools: • Silver Spur Elementary School • Soleado Elementary School • Ridgecrest Intermediate School • Vista Grande Elementary School To determine if any traffic engineering mitigation measures could be implemented to improve conditions, a traffic study is needed. As a department in a small contract city Public Works does not have the capacity for traffic engineering analyses in house. Consequently, Public Works contracts with various qualified traffic engineering consultants for such services. The traffic engineering study will consist of: • Site observations and assessments of existing conditions • Meeting with City and school staff • Recommendations for improvement ranging from engineering to education, encouragement, and enforcement • Circulation plan/flyer that can be distributed to staff and school parents Recommendations are expected to build upon the City’s Safe Routes to School Plan, as applicable. The traffic engineering study is expected to be completed by the end of December 2022. This Amendment No. 1 to the Professional Services Agreement is being brought to the City Council because it exceeds the $25,000 limit for a contract award under the City Manager’s authority. The City and GTS already entered into a Professional Services Agreement on June 15, 2021, to conduct three separate and unrelated traffic engineering studies with a contract sum that was originally agreed to not-to-exceed $10,000, and those services concluded at a sum of $5,000. The traffic engineering services for the four schools identified above are in an amount not-to-exceed $30,000, plus a $5,000 contingency, bringing the total contract sum to an amount not-to-exceed $40,000. GTS was selected for the traffic study for the four schools identified above because it was one of the top ranked firms responding to a Request for Proposals (RFP) for On-Call Transportation and Traffic Engineering Services that was issued by the Public Works Department. The solicitation was issued to contract with several firms providing traffic engineering services as a way to increase Public Works’ traffic engineering analysis capacity and ability to respond rapidly. At this time, that contract is not ready to be recommended for award (with multiple firms) because negotiations over fees and terms are ongoing with some firms. GTS was one of the short-listed firms, and negotiations with 2 GTS have concluded. As a result, GTS was selected as the vendor for this traffic study at various schools. ADDITIONAL INFORMATION: As part of the City’s contract with the Los Angeles County Sherriff’s Department, Staff has asked for attention to the above-mentioned to schools during pickup and drop-off times. Additionally, Public Works Staff will deploy variable message signs on a rotating basis at the above-mentioned schools to help encourage drivers to obey traffic laws. For over three decades, the City has provided four school crossing guard services at Miraleste Intermediate School and Silver Spur Elementary School. In 2016, the City Council approved the placement of three additional crossing guards at Ridgecrest Intermediate School, Silver Spur Elementary School , and Dodson Middle School. These additional guards were placed following requests by the respective school representatives and the recommendation of the Traffic Safety Committee to the City Council after reviewing the results of a study conducted by a City’s traffic engineering consultant. The City has a cost-sharing arrangement with Palos Verdes Peninsula Unified School District (PVPUSD), whereby PVPUSD reimburses the City for the costs of four crossing guards (two at Miraleste Intermediate School, one at Ridgecrest Intermediate School, and one at Silver Spur Elementary School). Additionally, during summer school, the Peninsula Education Foundation (PEF) reimburses the City 50% of the crossing guard costs because PEF sponsors summer school programs. The total cost of crossing guard services for the 2021-2022 school year is approximately $95,000. From that total, the City’s share of costs is 43% or approximately $40,850 for three Palos Verdes Peninsula Unified School District (PVPUSD) campuses. PVPUSD and PEF reimburse the City for the balance of costs (57%), which is approximately $54,150, based on a previously agreed-upon formula. The City pays 100% of the crossing guard costs at Dodson Middle School, which is not reimbursed by LAUSD. Further details on the school crossing guards services and contract are available in an August 17, 2021 staff report. Additionally, the City provides flagging services for Miraleste Intermediate School. The cost for the 2021-2022 school year is approximately $161,000. ALTERNATIVES: In addition to the Staff recommendations, the following alternative action s are available for the City Council’s consideration: 1. Reject the Professional Services Agreement with GTS and re-solicit the services. 2. Take other action, as deemed appropriate. 3 AMENDMENT NO.! TO AGREEMENT FOR PROFESSIONAL SERVICES nns AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES ("Amendment No. I") by and between the CITY OF RANCHO PALOS VERDES ("City") and GENERAL TECHNOLOGIES AND SOLUTIONS, LLC, a California Limited Liability Company ("Consultant") is effective as of November 2, 2021. RECITALS A. City and Consultant entered into that certain Agreement for Professional Services dated June 15, 2021 ("Agreement") whereby Consultant agreed to provide Traffic Engineering Support Services (the "Services") for one-year for a Contract Sum of $10,000. We understand that the City frequently receives requests from residents and businesses to explore improvements to mobility and accessibility within the City. GTS will build on our transportation planning and traffic engineering experience to support the City with such requests. This proposal letter references your emails of May 6, 2021 and follow-up correspondence with regards to (1) U-turns at Crest Rd and Crenshaw Blvd, (2) Palos Verdes Dr. West at Hawthorne Blvd noise levels, (3) 28160 Palos Verdes Dr East, (4) Silver Spur Elementary, Soleado Elementary, Ridgecrest Intermediate, and Vista Grande Elementary Schools. Below is the proposed scope for each of the said tasks. 1. U-turn at Crest Rd and Crenshaw Blvd U-turns are currently not prohibited at this stop-controlled intersection. We noted that vehicles can easily navigate the U-turns along Crenshaw at Crest Rd and that intersections down-stream and up- stream along Crenshaw Blvd have their U-turns prohibited; thus, if U-turns are prohibited at this location, drivers may have to travel up to 2 miles, for example in the northbound direction to make a U-turn at Palos Verdes Dr N. GTS will provide recommendations at this location based on field observations as well as the analysis of the historic crash records and geometric conditions. We will carry-out an auto-turn analysis for all U-turn movements at this junction. The results of the analysis will be documented in a memorandum provided to the City. Palos Verdes Dr. W at Hawthorne Blvd We observed this location especially the southbound traffic along Palos Verdes Dr. W as well as westbound traffic along Hawthorne Blvd. The posted speed limit is 45 mph on all three main legs and 35 mph on Via Vincente (west leg). Also a new signal is constructed (yet to be operated) east of the subject intersection at Via Rivera. We noted that while the signal operations (lead/lag) served to a large extent to calm traffic down at the location, there is considerable noise levels attributed mainly to motorcycles riding the Rancho Palos Verdes Dr. W scenic route. GTS will investigate in more detail the speed survey used to establish the 45-mph speed limit zone as well as the collision records at this location. We will rely on the City to provide the most recent Engineering & Traffic Survey study. We will propose measures that the City may consider at that location to address noise levels. The results of the analysis will be documented in a memorandum provided to the City. Deliverables: Draft Memorandum within 2-3 weeks of the Notice-to-Proceed (NTP); the draft memorandum will be finalized after 1 round of revisions by the City; the final memorandum will be submitted within 1 week of receiving the City’s consolidated comments on the draft Not-to-Exceed Fee: $1,500 3. 28160 Palos Verdes Dr East We understand that the project is located along a sharp curve in the road with sight distance concerns; the project was presented to the City’s Traffic Safety Committee (TSC) on three separate occasions who ultimately accepted the (revised) recommendations. However, the Planning Commission did not accept the TSC recommendations twice. The City is now seeking GTS as a third party to review the work that was performed on this project, summarize the previous analysis identify any gaps, and advice the City to determine the way forward. GTS will carry out the following scope: - We will conduct a field visit and observe first-hand the traffic operations and sight distance at the project location. We will record the warning signs and the posted speed limits. - We will review the available documentation on the project – what has been carried out to date. - We will then carryout a meeting with City staff to confirm our understanding and ensure alignment with the project (task order) intents - GTS will investigate in more detail the speed survey used to establish the posted speed limit zone as well as the collision records at this location based on the Traffic Injury Mapping System (TIMS). We will rely on the City to provide the most recent Engineering & Traffic Survey study as well as the previous analysis conducted at this location. - We will review the previous analysis and staff reports of the project at hand and advise the City on any gaps or irregularities. - We will assess based on established standards and engineering judgement the previous analysis and document the findings. Silver Spur Elementary, Soleado Elementary, and Ridgecrest Intermediate Schools Traffic Analysis 4.1 Silver Spur Elementary School 4.1.1 Background Silver Spur Elementary School is located at 5500 Ironwood St in the City of Rancho Palos Verdes. The school provides KG-5 education to about 526 students with the enrollment by grade in 2020 reported as such (per the National Center for Educational Statistics): Kindergarten (KG) Grade 1 Grade 2 Grade 3 Grade 4 Grade 5 Students 99 83 81 88 93 82 While some students walk to school with their parents, a significant number of students are driven to the school by personal vehicles which raises several traffic circulation and pedestrian/vehicular interaction challenges. The school has been aware of these challenges and has developed a traffic flow map that is provided to parents along with a set of traffic school guidelines. The school’s main lot drop-off / pick-up area is served by one-way road whereby vehicles can enter by turning right from Ironwood Street into the school and exist by turning right on Basswood Street. The drop-off / pick-up area is composed on two lanes over 200 feet (50 feet of which is a red curb). About 30 angled parking spaces are located opposite to the drop-off / pick-up area and about 10 parking spaces are to its east. A pedestrian gate (Kindergarten access) is located along Basswood Ave west of the school. Despite the school’s efforts and the presence of school crossing guards, the school’s drop-off and pick-up times are reported to lead to traffic concerns. These concerns include lack of adherence to school’s guidelines, reports of near misses, speeding when children are present, adults and their children running out in front of moving traffic rather than using designated crosswalks, parking illegally in red zones, and parking / leaving vehicles unattended in active pick-up drop-off zones among others. 4.1.2 Approach Our approach includes the following sub-tasks: - Kick-off Meeting: which includes a virtual/phone meeting with the City and School to confirm the above observations as well as provide any other relevant insights pertaining to number of students walking to school, typical patterns, other concerns, etc. - Site observations: which includes first-hand observations of the school drop-off and pick-up conditions during a typical weekday. We will observe arrival and departure patterns. We will also note the conditions of the adjacent street network such as parking restrictions, signage, crosswalks, etc. - Analysis and Recommendations: based on the above observations we will assess the existing conditions and provide recommendations for improvement. The recommendations will vary from engineering to education, encouragement, and enforcement. - Progress Meeting: we propose before issuing a memo to conduct a virtual meeting with the City and School to present the initial observations and recommendations. This will be an opportunity to refine the recommendations before they are documented. This will be a one-page flyer with an image of the school and instructions. 4.2 Soleado Elementary School 4.2.1 Background We understand that Soleado Elementary School is located at 27800 Longhill Drive in the City of Rancho Palos Verdes. The school provides KG-5 education to about 430 students with the enrollment by grade in 2020 reported as such (per the National Center for Educational Statistics): Kindergarten (KG) Grade 1 Grade 2 Grade 3 Grade 4 Grade 5 Students 95 50 73 67 76 69 The school drop-off / pick-up area is served by one-way road whereby vehicles can enter by either turning left or right from Longhill Drive into the school and exist by either turning left or right on Flaming Arrow Drive. The drop-off / pick-up area is composed on two lanes over 400 feet. About 30 angled parking spaces are located opposite to the drop-off / pick-up area and staff parking area is located east of the school providing about 21 parking spaces. A pedestrian gate located along Flaming Arrow Drive north of the school is used for afternoon dismissal. Parents in their vehicles can then pick-up students along Flaming Arrow Drive. While some students walk to school with their parents, a significant number of students are driven to the school by personal vehicles leading to traffic concerns in the school area with the following observations being noted: - Vehicles queue on both directions of Longhill Drive to enter the school premises to access the drop-off and pick-up area. - The queuing vehicles (who are likely not accessing the school) maneuver around the queues by driving in the opposite side of traffic raising potential collision concerns. - Pedestrian and vehicular traffic conflicts are reported at Longview Drive and Flaming Arrow Drive. The school provides grade 6 - 8 education to about 929 students with the enrollment by grade in 2020 reported as such (per the National Center for Educational Statistics): Grade 6 Grade 7 Grade 8 Number of Students 296 308 325 While some students walk to school with their parents, a significant number of students are driven to the school by personal vehicles. The school has crossing guards who help students cross the streets. The drop-off / pick-up area is accessed from Northbay Road via a two-way driveway whereby vehicles can enter by turning (mostly) left or right from Northbay Road into the school and exist either via the same driveway or along Whitley Collins Driveway. The drop-off / pick-up area is composed of two lanes with the inner curb lane at about 270 feet and the outer lane at about 150ft. About 50 angled parking spaces are located across from the drop-off / pick-up area and a staff parking area is located northeast of the school providing about 30 parking spaces. Pedestrian access points are located along Highridge Road to the west as well as along Whitley Collins and Northbay Road. The school’s drop-off and pick-up times are reported to lead to traffic concerns in the school area with vehicular and pedestrian conflicts at intersections and crosswalks primarily at Stonecrest Road and Whitley Collins Dr. Neighbors have complained to the school especially regarding Mondays when classes end at 1.30 PM and parents/adults arrive about half an hour earlier and wait for their kids leading to traffic backing up to Whitley Collins Drive. The school has been aware of these challenges and has been asking parents to drive slowly and carefully, watch for students crossing the driveways, and avoid left turns into the lot. The school’s main lot drop-off / pick-up area is served by one-way road whereby vehicles can enter by turning right or left from Golden Meadow Drive into the school and exist by turning right or left on Purple Ridge Drive. The drop-off / pick-up area is composed on two lanes over 250 feet (including a dedicated ADA accessible space). About 46 parking spaces are located opposite to the drop-off / pick-up area. Despite the presence of a school employee directing traffic into the school driveway and the school’s requests to parents, the school’s drop-off and pick-up times are still reported to lead to traffic concerns.
