intend to speak.

BACKGROUND AND DISCUSSION:
The Oceanfront Estates Homeowners Association (HOA) is requesting that a Residential
Permit Parking Program be established within certain areas of the Oceanfront Estates
neighborhood. As part of the process, the Oceanfront Estates HOA is also requesting to
obtain a required Coastal Development Permit from the City.
The required public hearing on the request was opened by the City Council on
July 20, 2021. The City Council continued the public hearing to its August 17, 2021,
meeting, as recommended by Staff, to allow Staff an opportunity to gather additional
information to process the Coastal Development Permit, including assessing access data
and/or preparing studies related to the amount of parking available in the neighborhood,
on both weekdays and weekends, and to assess findings required to be reviewed prior to
considering a Coastal Permit. The parking study being prepared will include parking

demand information at the Point Vicente Interpretive Center, which is adjacent to the
neighborhood.
However, prior to the October 19 City Council meeting, it was brought to Staff’s attention
that there is an active Code Enforcement case (CPM2021-0012) related to excess foliage
height along Palos Verdes Drive West, which is in violation of the Development
Agreement Section Nos. 11.5 (A), (B), and (C), as well as Condition No. 11. This
essentially requires that the foliage in these areas be maintained to the City's reasonable
satisfaction, which has historically been no taller that the top of the perimeter fences along
Palos Verdes Drive West. Pursuant to Section 17.86.050 of the Rancho Palos Verdes
Municipal Code (RPVMC), the City shall not accept for processing or grant any application
for a development, use or other permit or entitlement on any lot or parcel on which the
Director has verified that a violation of this code exists.
Because of this open Code Enforcement case and the Code requirement, Staff
recommends that tonight’s public hearing be continued to a future, date uncertain, City
Council meeting to allow adequate time to resolve this matter. The Oceanfront Estates
HOA has been apprised of this via email and in a meeting with Staff on September 29,
2021.
As this project was continued to a date certain, no public notice was distributed prior to
this meeting. However, in response to previous public notices, several comments were
received, and are attached for reference purposes, but will be discussed at the future City
Council meeting.
Staff is now recommending that this matter be continued to a date uncertain, which means
that a new public notice will be published in advance of that future meeting.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Deny the continuance recommendation and conduct the public hearing. It
should be noted that the City Council would not have the full Staff analysis to
render a decision but could direct Staff to come back with a full analysis at a
date certain meeting.
2. Identify issues and concerns for Staff to address when this item is brought
back to the City Council for consideration.

While I am waiting for some indication that Staff is going to include a holistic analysis of the Oceanfront Estates problem, I have noticed a few things.
First, you have not answered the only question in my email of July 8, 2021… Do you have a copy of the CA Coastal Conservancy's Completing the California Coastal
Trail which was submitted pursuant to the California Legislature's SB908 of 2001?
Second, the Oceanfront Estates request is tentatively on the Council's August 17, 2021 Agenda as is the 28160 PVDE Appeal. I have not heard from you, Jaehee, anyone
in Public Works nor Katie Lozano about how I might help with balancing the expectations of the trail network advocates with the lack of Staff knowledge in relation to these
and other isolated proposals/applications. Trump is one of them as is the tree in "Gateway Park".
There are tiny little decals of the CCT insignia on some of the trail sign posts in the Vicente Bluffs Reserve. These are nothing close to the public celebration of success
which the Coastal Conservancy and the Coastal Commission had in mind. Ara has one of the ones they provide.
There are now lots of signs but, not the PV Loop Trail one where it was supposed to be reinstalled after the new fencing project. If Public Works has lost it, I would like to
know so that the PV Loop Trail Project can replace it.

Thank you for the heads up. There is a lot of additional information which I may be able to provide.
Two sides. It is not fair to Council to present them with a recommendation which is not a holistic solution to the over-all balance of public access and adjacent
residential communities. It is also not fair to the Applicant to schedule a Hearing before Staff has reached out to the local resources to get a thorough understanding
of all of the goals, potential impacts and potential solutions.
Like the tree blocking the view from 4332 Admirable (also on the July 20 Agenda), there is a residential parking permit program in play in relation to public access to
this recently acquired public amenity. Robert Nemeth, Associate Planner, issued his View Restoration Decision without any public review or even Rec.& Parks
Department review of the alternative solutions to the request. Given what Rec.& Parks and Public Works is going through in relation to parking near Del Cerro Park,
one would have thought that Community Development would have become more sensitive to all the "planning" which has not happened in response to the creation
of the PV Preserve.
What is now called Community Development was called Environmental Services when the RPV Trails Network Plan was Adopted (1984). There is so much that the
citizenry could help with but, Planners no longer reach out to their resources. I am still looking for a way to increase the quality of your work without increasing your
workload.
There is a Circulation Element and a Public Safety issue in nearly every Application which arrives at your counter. Before the Application is declared "complete" is
when I and, those with special interests, can be of the most help. Too many Public Works and Rec.& Parks projects never go through that thorough of a
documentation of the Scope of Work. Private Projects get to the Planning Commission prematurely, too.
I am really looking forward to participating in how the real problems at Oceanfront Estates get resolved. This could lead to a really wonderful portion of the California
Coastal Trail. All it takes is someone in charge of pulling it together, disbursing the Work Orders and sharing the lessons learned so that they are applied to the rest
of RPV's Coastal Zone and Nature Preserve.

I am a resident of Manhattan Beach and for about six months I have been a a once-per-week hiker on
trails in the Palos Verdes Peninsula. My hiking companion is Timothy Fives who drives me to and guides
me on the various trails, many of which are in Rancho Palos Verdes. I write this message as an
individual and do not represent any group. The benefits of this geographically close-in area for hiking
include outdoor exercise in fresh air, observing wildlife in their natural habitat and magnificent views of the
ocean and terrain. To restrict access as Tim states in his email to you on this subject would be a sorry
disappointment to the few people like us that explore by the same access points. They include
nonresidents like us and many minority people, primarily of young age. The trails are not overloaded and
are a blessing to all of us. Why force us to travel longer distances in heavy traffic to access, say, the
Santa Monica Mountain trails? Our current impact on the RPV trails is very low as it is.
I will close by stating that having access to the RPV trails as I have through volunteer Tim Fives (so I
don't have to drive my car and park it)
was especially therapeutic to me during the pandemic and in my enduring a period of grieving.

Dear Ms. Seeraty,
I am writing to express my opposition to the residential permit parking plan to keep
the public from parking on the public streets around Vicente Bluffs Reserve in the
Palos Verdes Nature Preserve. My 91 year old mother and I walk together along the
bluff-top trails in this Reserve weekly and have been doing so for several years. We
park on the roads adjacent to the Reserve. That roadside parking allows for easy, flat
access to the trails. The area is really the only Preserve area, let alone coastline,
accessible to her because it is relatively flat. She enjoys the walks immensely for the
exercise, fresh air, ocean view, and nature. I know there are many others in her
situation, because we pass one another on our walks. Limiting the parking along
these roads to those who live in the houses there would fly in the face of the coastal
access intent behind the Coastal Act.

My name is J. Timothy Fives. In the past years I have put in many hours on the trails of
Palos Verdes as a Volunteer Trail Watch member with the Palos Verdes Peninsula Land
Conservancy. I am writing this as an individual and do not represent the PVPLC. The
following comments are my own.
When do the attempts to block public access to the nature reserves of Palos Verdes end?
For years now residents around Del Cerro Park have waged a campaign to block public access
to the trails in Portuguese Bend or make parking at the end of Crenshaw Blvd. prohibitively
expensive. Additionally, parking on Barkentine Road requires a local resident permit,
effectively blocking public access to the Barkentine trailhead into the Three Sisters Reserve.
Now a new effort has begun to prohibit public parking on public streets around Pt. Vicente
Bluffs trails. What is next? Why not just block all public access to the nature reserves?
The basic premise of the Palos Verdes Peninsula nature reserves is to encourage public
access, enjoyment, exploration of nature, and preservation of the area's habitat. I have hiked
these trails many times with visitors from other states and other countries. I have led walking
excursions in German, Italian, and Spanish. I have often parked on the streets around the Pt.
Vicente Bluffs' trails for faster access to parts of the reserve or just a different starting point.
During the months of lockdown during the COVID-19 pandemic, I continued to patrol outside
the reserves by walking their perimeters on sidewalks or city streets. At least I could see how
the reserves were faring. I also enjoyed the workout and views of the ocean. I have run on
these same streets when they were part of the Palos Verdes Half Marathon/10K course starting
at Terranea.
Now if the efforts by local residents to require parking permits succeed, and by logical
extension, ban parking by outsiders, none of this would be possible. Why not just be honest
about the motives behind this move to require local parking permits? Locals only. Outsiders
are not welcome on the trails of Palos Verdes. Parking on public streets is off limits to the
public.

We are aware that Ocean Front HOA is requesting parking restrictions on certain streets.Although I “only” walk Ocean Front twice the week, I have not been aware of

With parking for the Portuguese Bend Preserve restricted by reservation parking , it has been
pleasant for the public to enjoy easy access to the bluff trails and Pt . Vicente!

I saw a public notice regarding the oceanfront estate residential parking permit item. I live just
above that neighborhood across from PV Drive West. With three little kids, it's pretty
dangerous for us to walk across PVDW so we usually drive and park on Pacifica Del Mar to
access the bluff trail. (Side note: There was a path and crosswalk planned at Berry Hill and
PVDW to get to the bluff trails, but it was scrapped because the speed limit is too high to have
an uncontrolled crosswalk. My neighbors were all extremely disappointed that the PVDW
median beautification project that had once included safe ADA access for us to the bluffs was
removed at the last minute.)
I'm not opposed to the parking permit plan, but I wonder if it would be possible to include
Point Vicente neighborhood residents in the permit program as well, so that those of us who
are landlocked by PVDW can still access the bluffs. The public parking lots are usually full at
peak times. I'd love to chat more about this if you have the time.

My name is Susan Shultz and I live at 16 Calle Viento in RPV.
I have a question/concern that I would like to be entered into the official record regarding the
proposed permit parking plan for the Oceanfront Estates area. I am very much in favor of the
proposal, but am concerned to see my street, Calle Viento, omitted from the list of streets to be
considered, as it was originally part of the proposal.
If you make all of the surrounding streets, and especially Pacifica Del Mar, permit only, you
will just push the traffic and parking issues onto Calle Viento, which is directly connected.
Calle Viento is a small cul de sac with no outlet and would become a parking and traffic
nightmare if it is left off the list.

I would like to comment as a private citizen on the proposed permit parking plan for
Oceanfront Estates. I have often parked at the end of Pacifica Del Mar on weekdays in order to
access Vicente Bluffs Reserve (to walk the scenic trails and to perform volunteer restoration
work). There has always been ample street parking, the area has been quiet, and people have
been polite. Perhaps the situation is different on weekends.
I would be interested to see parking statistics by day and by blocks of time throughout the
day. It seems that permit parking, if any, should apply only during periods of very high use. A
blanket 24x7 permit plan would impede public access—for both non-RPV residents and RPV
residents who live outside of the neighborhood. Such an around-the-clock permit plan seems
premature without the availability of supporting usage statistics.

Hello Amy,
This appears to be a citizen driven proposal to mitigate a negative "quality of life"
impact which is an unforeseen consequence of the City's creation of a "theme park"
without having gone through the usual design and entitlements process. As an
advocate for the California Coastal Trail (CCT), I am very concerned with how the
City has not submitted the Preserve's Public Use Master Plan (PUMP) for the same
Planning Review as an applicant for a CUP would go through. And, I am
disappointed with the level of scrutiny that the Ladera Linda Community Center
received in relation to off-site impacts.
Do you have a copy of the CA Coastal Conservancy's Completing the California
Coastal Trail which was submitted pursuant to the California Legislature's SB908 of
2001? Oceanfront Estates was celebrated for providing all three "threads in the yarn"
that make up the CCT's public corridor. The ADA compliant pedestrian path, the
equestrian trail and the bicycle path are almost ideal. RPV has dropped the ball with
a few details. With the Coastal Commission's involvement in this request, now would
be a good time to go over all of the conditions which are needed to make the PV
Preserve and the CCT a happy asset to our community.
Trailhead amenities, including parking, need to be provided based on the proposed
usage of the land. A good design will minimize conflicts by accommodating a balance
of interests in the infrastructure. Rec.& Parks/PVPLC have not produced a design
which can be submitted to a Citizen Advisory Committee as a draft Amendment to the
Trails Network Plan (CTP Section). The CTP Section identifies the Rec.& Parks
Advisory Committee but, we no longer have one.
Complete street concepts, the peninsula wheel trails network concept, clean storm

water run-off, hazard mitigation and habitat protection are being approached as
separate concerns directed by different departments. I am looking to the relatively
new administrative layer called Community Development to pull all these programs
together because nobody else is charged with guiding a developer through the
process which leads to a "complete" Application.
Like the Applicant at 28160 Palos Verdes Drive East, the Oceanfront Estates HOA
deserves a solution to their problem which is coordinated with the other stakeholder's
interests in this much greater area. The parking solutions near Del Cerro Park are
simply Band-Aids on Band-Aids because a well-designed and vetted plan for the
whole City has not yet been drafted to balance the land use changes/impacts
introduced by the NCCP and the Nature Preserve.
The gate is open at the south end of Margarite Drive and the bluff top trail is back
open to PVIC. (Fencing Replacement Project is "complete" sans insignias and other
signage.) The pedestrian corridor of the CCT can be accessed from locations other
than these residential streets. There has got to be a reason why the City's
management of the Vicente Bluffs Ecological Reserve and the California Coastal Trail
have allowed a negative impact on this neighborhood. I look forward to seeing a Staff
Report which describes alternative solutions as well as an analysis of the "downside
of doing nothing".
Please feel free to contact me if you would like to know more about the California
Coastal Trail. SB 908 is all about balancing public access, environmental concerns
and private property rights.

Linda Locklin is the Coastal Commission’s Access Program Manager. She works
on projects and programs statewide and provided a response to your inquiry
re: trail categories:
“We don’t get into those kind of details (unless we said so in a permit
condition). What we say about the CCT is that it should be within sight, sound
and smell of the ocean and it is a multi use networked system. We leave the
detail decisions as to what kind of surface material, width of trail, ADA or not,
etc to the designer of the Trail (usually a City).
Trump trails are a good example as they vary with the terrain and adjacent
facilities.”
Linda and I have provided City staff with information on
California Coastal Trail insignias for installation at Ocean
Trails, Abalone Cove, and elsewhere. I will follow up with
the City on the fence replacement project next week.

I'm writing to express my objection to the adoption of residential parking permits for Ocean
Park Estates neighborhood. First, the residents there should be thankful for living in a
beautiful costal area that never should have been developed in the first place. Second, similar
to people who buy homes near schools and then complain about noise and parking, these
residents knew that this is a popular area to walk with lots of foot traffic - and with it, car
traffic - the result. Thirdly, and most importantly to the RPV taxpayer, I do not want the scarce
resources of the LACO Sheriffs dept wasted on enforcing permit parking in their privileged
neighborhood. Those resources should be directed by the City to be used for non-trivial
policing matters.

Viento is a small cul de sac with no outlet and would become a parking and traffic nightmare if it is left off the list.

Past problem to be entertained re this.
Years ago our Sea Bluff HOA had their permit parking approved by Council but
denied by the Coastal Commission as a denial of beach access. We are over 3/4
of a mile from the coast.
This reverse ruling was explained to us: "any property seaside of PVDS could not
have new permit parking" - per Coastal Commission.
Thought - might check with Long Beach Coastal Commission for this decision
and applicability here. Don't want you being surprised.

Honorable Members of the Council for the City of Rancho Palos Verdes,
I am a regular walker/hiker in the Vicente Bluffs Preserve. I am opposed to permit parking for
residents only in the adjacent residential neighborhood.
I am usually in the area on weekday mornings and have always been able to park in the provided
public lots so I see no need for an ordinance that prohibits parking 24/7 in the neighborhood. Seems
like overreach to fix a perceived problem that may only happen on weekends and holidays (if that).
The Preserve is open space that belongs to everyone, not just the residents of Ocean Estates. This
attempt to limit access by restricting parking on public streets appears to be an effort to keep people
away from the a coastal area that has been specifically preserved for public outdoor recreation.
Naturally people don’t like having folks park in front of their houses for hours on end. But how much
of a problem is this really? People generally walk in the Preserve for an hour or two or just come to
take in the sunset. Living near a beautiful public place like Pt. Vicente must come with the
realization that others will want to enjoy the view as well. We may not all be able to afford multi-
million dollar homes, but the coast belongs to us all.
