AGENDA TITLE:
Consideration and possible action to award a professional services agreement to Chill
Entertainment for an ice skating event at Upper Point Vicente Park/Civic Center.
RECOMMENDED COUNCIL ACTION:
(1) Award a professional services agreement to Chill Entertainment for an ice skating
event at Upper Point Vicente Park/Civic Center during the month of December
2021; and,
(2) Authorize the Mayor to execute the professional services agreement in a form
acceptable to the City Attorney.

BACKGROUND AND DISCUSSION:
On the heels of this summer’s successful concerts in park and movies in the park events,
Recreation and Parks Staff has researched the possibility of a holiday-themed public ice
skating rink to be held on the grounds of Upper Point Vicente Park/Civic Cente r for the
community. Hosting a holiday-themed public ice skating rink aligns with City Council Goal
No. 20B “Host five City-sponsored events or activities at the Civic Center throughout the
fiscal year.”

As a result, Staff contacted three ice rink providers for quotes. Quotes ranged from
$45,500 to $138,000 (based on a lower number of skating days), and Chill Entertainment
was the selected vendor based on price and experience.
The proposed public ice skating rink would operate for a total of 14 days in December
2021. The proposed dates are (including the week school is out on holiday break):
• Dec. 3 - 5 Fri/Sat/Sun 1:00 p.m. - 8:00 p.m.
• Dec. 10 -12 Fri/Sat/Sun 1:00 p.m. - 8:00 p.m.
• Dec. 17 - 19 Fri/Sat/Sun 1:00 p.m. - 8:00 p.m.
• Dec. 27 – 31 M/Tu/Wed/Th/Fri 1:00 p.m. - 8:00 p.m.
Chill Entertainment will install a temporary plywood sub-floor (estimated at 2,800 square
feet) and a synthetic pop-up ice rink (with an estimated skating area of 2,100 square feet)
with perimeter borders and a guest/skater lounge area. Chill Entertainment will also
manage rink operations including check-in procedures, waiver signatures, skate
checkout, safety monitoring, and basic site maintenance.
There will be an estimated 10 sessions a day at 30 minutes per session, with 10 -15
minutes between sessions. The City will receive all proceeds from bookings except for a
3.25% credit card fee and a $.50 transaction fee. The estimated cost per skate session
will be $10 plus transaction fees.
The City recently initiated a donation campaign to help reduce the event’s overall cost
borne by the General Fund. The City has solicited and are receiving donations
(commitments made thus far include EDCO and William Wynder, City Attorney) and are
reaching out for additional support from the community. Donation flyers listing various
levels of support were sent out to a prospect ive and past donors to City special events,
including Terranea and several City vendors. People or businesses interested in making
a donation can contact parks@rpvca.gov or call 310-544-5260.
The City will provide portable restrooms and sinks, lighting, fencing, and additional
staffing as needed at an additional cost estimated to be approximately $10,000.
Staff recommends awarding a professional services agreement (Attachment A) to Chill
Entertainment to provide an ice rink event at an approximate total cost of $58,000. The
professional services agreement will be provided as late correspondence in advance of
the meeting as the City Attorney and the vendor are finalizing their review of the
document.
ALTERNATIVES:
In addition to Staff recommendation, the following alternative actions are available for the
City Council’s consideration:
1. Do not award the professional services agreement to Chill Entertainment.
2. Take other action, as deemed appropriate.
