Consideration and possible action to select two City Council members to serve on the
City’s Housing Element Update Ad-Hoc Committee.

BACKGROUND AND DISCUSSION:
The Housing Element is a state-required chapter in the City of Rancho Palos Verdes
General Plan. The Housing Element identifies the City’s housing conditions and needs ;
establishes goals, objectives, and policies that are foundational to the City’s housing
strategy; and provides an array of programs to create sustainable, mixed -income
neighborhoods across the City. The City’s Housing Element is required to be updated as
part of the state’s 6th eight-year planning cycle (October 2021 to October 2029).
The components of the Housing Element include:
• Existing Conditions: A detailed analysis of the City’s demographic, economic, and
housing characteristics.
• Barriers to Housing: A comprehensive analysis of the barriers to producing and
preserving housing.
• Current Policies: A review of the City’s progress in implementing current housing
policies and programs.

• Proposed Policies: An identification of goals, objectives, and policies, in addition
to a full list of programs that will implement the vision of the plan.
• Sites Inventory: A list of sites (aka the Suitable Sites Inventory) that could
accommodate new housing, demonstrating the City’s ability to meet the quantified
housing number established in the Regional Housing Needs Assessment (RHNA).
On August 24, 2021, the City Council and Planning Commission conducted a joint study -
session, in which they received a presentation on the status of the City’s Housing Element
Update, as well as received public input on the Housing Element Update options to
address the City’s 6th Cycle RHNA allocation.
Mayor Alegria requested that a Housing Element Update Ad-Hoc Committee be formed,
consisting of two City Council members and two Planning Commissioners, to guide Staff
on broader City-wide policy development and goal-setting components of the Housing
Element Update process. Specifically, the two-City Council and two-Planning
Commissioner ad hoc committee would meet on an as-needed basis through the adoption
of the Housing Element Update in February 2022.
Below is a summary of important upcoming Housing Element Update workshop and
meeting dates that would require participation by at least one ad hoc member each from
the City Council and Planning Commission:
• Saturday, September 25 - In-person Open House at Hesse Park Community
Center
• Monday, September 27 - Virtual Open House goes live
• Tuesday, October 12 - Planning Commission public hearing
• Tuesday, October 19 - City Council public hearing
Based on discussion at the August 24 meeting, Mayor Alegria recommends appointing
Mayor Pro Tem Bradley and Councilmember Cruikshank to represent the City Council by
serving on the Housing Element Update Ad-Hoc Committee. On September 14, 2021,
Staff presented a similar recommendation to the Planning Commission to solicit
participation from two Planning Commissioners. The Planning Commission’s selection
results will be provided to the City Council as late correspondence.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Appoint alternative councilmembers to the Housing Element Update Ad -
Hoc Committee.
2. Take no action.
