RECOMMENDED COUNCIL ACTION: (1) Grant Southern California Edison an easement and right-of-way over a City-owned portion of Lot “C” within Tract No. 50666 for installation of and access to electrical distribution facilities as outlined in the attached easement documents; and (2) Authorize the Mayor and City Clerk to execute the Grant of Easement Document. Recorded Tract Map No. 50666 (page B-1) BACKGROUND AND DISCUSSION: Southern California Edison (SCE) is requesting an easement and right-of-way for utility purposes within Lot “C” of Tract No. 50666, which is located within the Trump National Golf Club property but dedicated to the City for public access, recreation, open space habitat and flood control purposes. Tract Map No. 50666 was recorded on July 19, 2021. As part of the development of the homes in this tract, SCE is requesting an easement and right-of-way, as identified in Attachment B, to: 1 “construct, use, maintain, operate, alter, add to, repair, replace, reconstruct, inspect and remove at any time and from time to time underground electrical supply systems and communication systems (hereinafter referred to as “systems”), consisting of wires, underground conduits, cables, vaults, manholes, handholes, and including above-ground enclosures, markers and concrete pads and other appurtenant fixtures and equipment necessary or useful for distributing electrical energy and for transmitting intelligence, data and/or communications (e.g. through fiber optic cable), in, on, over, under, across and along that certain real property.” Lot “C” is designated and will remain as open space pursuant to the Amended and Restated Development Agreement recorded on November 27, 2018. The easement is 471 ft2 and varies in dimensions, as depicted in the attached map exhibit (Attachment A), and is adjacent to Trump National Drive at Sendas Del Mar. SCE pedestals, conduit and appurtenance installation will be performed under a Public Works Department Permit issued and inspected by the City. ALTERNATIVES: In addition to the Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Do not approve the dedication of easement which would require the electric distribution facility to be relocated. 2.
