The normal time limit for each speaker is three (3) minutes. The Presiding Officer may grant additional time to a representative speaking
for an entire group. The Mayor also may adjust the time limit for individual speakers depending upon the number of speakers who
intend to speak.

Normally, the applicants and appellants will be limited to a three (3) minute rebuttal, if requested after all other interested persons have

BACKGROUND AND DISCUSSION:
In 2020, the Oceanfront Estates Homeowners Association (HOA) contacted the City’s
Public Works Department with a request to implement a Residential Permit Parking
Program (Program) for selected streets within the HOA. The Program proposes to restrict
parking on Paseo De La Luz, Calle Cortada, Via Del Cielo, Calle Viento, and Pacifica Del
Mar to residents only. The restriction would apply every day of the week, 24 hours a day.
Parking on Calle Entradero, including the parking lot, w ould not be affected.
Pursuant to Chapter 10.20.20 of the Rancho Palos Verdes Municipal Code, an area that
desires restricted parking may apply to the City Council for the imposition of restrictions
by submitting a petition demonstrating support for the proposal, which is signed by at
least 60% of the owners of the properties on the streets where the restrictions will be
imposed. A petition signed by at least 60% of the affected residents has been received
and verified. In accordance with past practice, on January 25, 2021, the Traffic Safety
Committee reviewed the request and recommended that it be forwarded to the City

Council for consideration, with the understanding that a Coastal Permit would also be
required through the Community Development Department.
In May 2021, the HOA submitted a Coastal Permit request to the Community
Development Department for the proposed Permit Parking Program. Approval of a
Coastal Permit is contingent on two findings:
• That the proposed development is consistent with the coastal specific plan; and
• That the proposed development, when located between the sea and the first
public road, is consistent with applicable public access and recreation policies of
the Coastal Act.
These findings will be partially dependent on whether or not public parking on the
aforementioned streets can be restricted and not be considered to adversely affect public
access.
In reviewing the applicant’s request as it relates to the Coastal Permit findings, there is
additional information needed to complete Staff’s analysis. Such information includes
assessing data and/or preparing studies related to the amount of parking available in the
neighborhood, as well as the distribution of cars throughout the neighborhood, on both
weekdays and weekends, to assess findings required to be reviewed prior to considering
a Coastal Permit. Thus, Staff recommends that tonight’s public hearing be continued to
the August 17, 2021 City Council meeting to allow additional time to gather the added
information to process the Coastal Permit. The HOA and their management company
have been apprised of this via email and the information needed. An updated public notice
will be published in advance of the August 17 meeting.
On July 1, 2021, a public notice was published in the Palos Verdes Peninsula News and
mailed to all persons owning property within a 100-foot radius of the Oceanfront Estates
Neighborhood, the applicable homeowners association, and the Coastal Commission.
During the public comment period, staff received several public comments in response to
the public notice, which will be discussed in the August 17, 2021 staff report.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Deny the continuance request and receive public input regarding the
applicant’s request. It should be noted that the City Council would not
have the full Staff analysis to render a decision.
2. Continue the matter to a date uncertain.
3. Identify issues and concerns for Staff to address when this item is brought
back to the City Council for consideration.
