(Lopez) Recommendation: 1) Award a contract services agreement to Kittleson & Associates, Inc. to provide a Short-Term Traffic Management Plan for Forrestal Drive in the amount of $79,215; 2) Authorize the City Manager or Director of Finance to execute change orders up to an additional 15% of the agreement, not to exceed $11,882, as contingency funds; 3) Approve an additional appropriation of $91,100 in the Capital Infrastructure Projects (CIP) Fund; and, 4) Authorize the Mayor to execute the contract services agreement, in a form acceptable to the City Attorney. Consideration and possible action to receive a presentation from the California Department of Transportation (Caltrans) on its proposed Western Avenue Bicycle Pedestrian Improvement Project. (Lopez) (30 mins) Recommendation: 1) Receive and file the presentation from Caltrans on its proposed Western Avenue Bicycle Pedestrian Improvement Project to install bicycle lanes and pedestrian access improvements on Western Avenue; 2) Provide, if warranted, feedback to Caltrans; and, 3) Request that Caltrans work with City Staff to make any adjustments to the project based on City Council and public feedback. 5. Consideration and possible action to review the draft 6th Cycle Housing Element.(Silva) (60 mins) Recommendation: Review and provide comments and/or direction on the City’s draft 6th Cycle Housing Element. 6. Consideration and possible action to name the Upper Point Vicente Park/Civic Center property in honor of Councilmember Ken Dyda.
