PC MINS 20210928 Approved 10/12/2021 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING SEPTEMBER 28, 2021 CALL TO ORDER: A Regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Perestam at 7:02 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place remotely in accordance with Government Code Section 54953(e) et seq. (AB 361). Members of the public could observe and participate using the zoom participation feature, in person, and with options called out in the public participation form provided under separate cover with the agenda. Notice having been given with affidavit thereto on file. Planning Commission roll call was answered as follows: Present: Chura, James, Hamill, Saadatnejadi, Santarosa and Chair Perestam Absent: Leon Also present were Director of Community Development Rukavina, Deputy Director Silva, Senior Planner Yoon, and City Attorney Gerli. STAFF: Deputy Director Silva provided an update regarding recent actions with the Housing Element Update. COMMISSION: None Comments from the audience (regarding non-agenda items: None CONSENT CALENDAR Commissioner James moved, seconded by Commissioner Santarosa, to approve the Consent Calendar. The motion passed on a vote of 6-0. 1. APPROVAL OF THE SEPTEMBER 14, 2021, P.C. MINUTES APPROVED AS PRESENTED 2. SIGN CODE- REPEAL SECTION 17.76.050 AND REPLACE WITH CHAPTER 17.75 (SIGN CODE), BOTH OF ARTICLE VII (DEVELOPMENT APPLICATION AND REVIEW) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE (CASE NO. PLCA2021-0003): Citywide (AS) ADOPTED P.C. RESOLUTION NO. 2021-15, RECOMMENDING TO THE CITY COUNCIL TO REPEAL SECTION 17.76.050 (SIGN PERMIT) AND TO ADD CHAPTER 17.75 (SIGN CODE) TO ARTICLE VII (DEVELOPMENT APPLICATION AND REVIEW) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE, TO UPDATE THE CITY’S SIGN REGULATIONS. PLHV2020-0008): 29826 Knoll View Drive (JY) Request: Construct a 522 ft² second-story addition to an existing two-story residence up to 23.20 feet in height and ancillary site improvements. Planning Commission Minutes September 28, 2021 Page 3 Senior Planner Yoon presented the staff report providing the Planning Commission background on the proposed project. Discussion ensued among Planning Commission Members and staff. Chair Perestam opened the public hearing. The following members of the public addressed the Planning Commission: Yvonne Tso and David Chiang Chair Perestam closed the public hearing. Further discussion ensued among Planning Commission Members and staff. COMMISSIONER JAMES MOVED, SECONDED BY COMMISSIONER SAADATNEJADI TO ADOPT P.C. RESOLUTION NO. 2021-16: APPROVING, WITH CONDITIONS, A HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 522 FT² ADDITION TO AN EXISTING TWO - STORY RESIDENCE MEASURING 23.20 FEET IN HEIGHT AND ANCILLARY SITE IMPROVEMENTS AT 29826 KNOLL VIEW DRIVE.
