Deputy Director Silva provided options for public participation.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Deputy Director Silva
ATTENDANCE
Present: Chura, James, Leon, Hamill, Saadatnejadi, Santarosa and Chair Perestam.
Absent: None
Also present were Director of Community Development Rukavina, Deputy Director Silva, Senior
Planner Seeraty, Senior Planner Yoon and City Attorney Gerli.

COMMUNICATIONS
CITY COUNCIL ITEMS: Director Rukavina provided an update on City Council actions on
development applications as part of the September 7th City Council meeting. In addition, Director
Rukavina outlined development applications and other planning related matters to be considered
during the September 21st City Council meeting.
STAFF: Deputy Director Silva informed the Planning Commission of the September 25 th Housing
Element Update Open House located at Fred Jr. Hesse Community Park between 10:00 am and
1:00 pm.
COMMISSION: None
Comments from the audience (regarding non-agenda items): Two public speakers, Jeff Porter
and C. Hall provided comments on non-agenda items.

CONSENT CALENDAR
1. APPROVAL OF THE JULY 27, 2021 P.C. MINUTES
Approved as presented
Commission Santarosa moved, seconded by Commissioner Saadatnejadi, to correct the
Consent Calendar to reflect that Item #2 is a continued public hearing. The motion passed by
consensus.
CONTINUED PUBLIC HEARINGS:
2. SIGN CODE- REPEAL SECTION 17.76.050 AND REPLACE WITH CHAPTER 17.75 (SIGN
CODE), BOTH OF ARTICLE VII (DEVELOPMENT APPLICATION AND REVIEW) OF TITLE 17
(ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE (CASE NO. PLCA2021-0003):
Citywide (AS)
A request to repeal Section 17.76.050 (Sign Permit) of Article VII (Development Application and
Review) of Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code and replace it with
Chapter 17.75 (Sign Code) of Article VII (Development Application and Review) of Title 17
(Zoning) of the Rancho Palos Verdes Municipal Code to update the City’s standards for residential
and non-residential signage.
Senior Planner Seeraty presented the staff report providing and update on revisions made based
on Planning Commission input from the August 10th meeting.
Discussion ensued among the Planning Commission and staff.
COMMISSIONER LEON MOVED, SECONDED BY COMMISSIONER SANTAROSA, TO ADOPTED
STAFF RECOMMENDATION TO RECOMMEND TO THE CITY COUNCIL TO REPEAL SECTION
17.76.050 (SIGN PERMIT) AND TO ADD CHAPTER 17.75 (SIGN CODE) TO ARTICLE VII
(DEVELOPMENT APPLICATION AND REVIEW) OF TITLE 17 (ZONING) OF THE RANCHO PALOS
VERDES MUNICIPAL CODE, TO UPDATE THE PROPOSED SIGN REGULATIONS PER PLANNNG
COMMISSION INPUT, AND TO PLACE THIS MATTER ON THE CONSENT CALENDAR FOR THE
PLANNING COMMISSION MEETING ON SEPTEMBER 28, 2021, FOR APPROVAL. THE MOTION
PASSED ON A VOTE OF 7-0.

NEW PUBLIC HEARINGS:
3. TREEHOUSE ORDINANCE (CASE NO. PLCA2021-0001): Citywide (JY)
Request: Consider recommending to the City Council a Treehouse Ordinance in Title 17 (Zoning)
of the Rancho Palos Verdes Municipal Code.
Senior Planner Yoon presented the staff report providing the Planning Commission background
on the proposed new ordinance.
Discussion ensued among Planning Commission Members and staff.
Chair Perestam opened the public hearing.
The following members of the public addressed the Planning Commission: Patrick Ford, Maureen
Ford, and Charity Malin.
Chair Perestam closed the public hearing.
Further discussion ensued among Planning Commission Members and staff.
COMMISSIONER CHURA MOVED, SECONDED BY COMMISSIONER HAMILL, TO CONTINUE THE
PUBLIC HEARING TO A DATE UNCERTAIN TO PROVIDE STAFF AN OPPORTUNITY TO
INCORPORATE PLANNING COMMISSION INPUT. THE MOTION PASSED ON A VOTE OF 7-0.
NEW BUSINESS:
4. HOUSING ELEMENT UPDATE AD-HOC COMMITTEE: (OS)
Request & Recommendation: Select two Planning Commissioners to serve on the City’s Housing
Element Update Ad-Hoc Committee.
CHAIR PERESTAM AND COMMISSIONER CHURA WERE SELECTED TO SERVE ON THE CITY’S
HOUSING ELEMENT UPDATE AD-HOC COMMITTEE.
