CC MINS 20210824 SPC JNT PC Study Session MINUTES RANCHO PALOS VERDES CITY COUNCIL/PLANNING COMMISSION SPECIAL MEETING/JOINT STUDY SESSION AUGUST 24, 2021 CALL TO ORDER: A Special meeting of the Rancho Palos Verdes City Council and Planning Commission for the purpose of a Joint Study Session was called to order by Mayor Alegria at 7:01 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne Boulevard, and via teleconference/virtual meeting using the Zoom platform notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Cruikshank, Dyda, Ferraro and Mayor Alegria ABSENT: Bradley* (excused) Planning Commission roll call was answered as follows: PRESENT: Chura, Hamill, James, Leon, Saadatnejadi, Santarosa, and Chair Perestam ABSENT: None Also present were Ara Mihranian, City Manager; Karina Banales, Deputy City Manager; Elena Gerli, Assistant City Attorney; Ken Rukavina, Director of Community Development; Cory Linder, Director of Recreation and Parks; Ramzi Awaad, Director of Public Works; Octavio Silva, Deputy Director of Community Development; Jaehee Yoon, Senior Planner; Lukasz Buchwald, Information Technology Manager; and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Planning Commission Chair Perestam. APPROVAL OF THE AGENDA: Councilmember Cruikshank moved, seconded by Councilmember Dyda, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Cruikshank, Dyda, Ferraro, and Mayor Aleria NOES: None ABSENT: Bradley* (excused) PUBLIC COMMENTS: None. REGULAR BUSINESS: 1. Conduct a joint study session between the City Council and the Planning Commission regarding the 2021-2029 Housing Element Update. (Silva) (120 mins) City Manager Mihranian provided opening remarks. Director of Community Development Rukavina presented background information and introduced the consultants that will present at the meeting. Director of Community Development Rukavina introduced Chelsea Lee with California Housing and Community Development Department (HCD). Ms. Lee shared a PowerPoint presentation and discussion ensued between consultant, City Council, Planning Commission and Staff. *At 7:14 P.M. Mayor Pro Tem Bradley joined the meeting via the Zoom platform. Director of Community Development Rukavina introduced Matt Kowta with BAE Urban Economics. Mr. Kowta shared a PowerPoint presentation and discussion ensued between consultant, City Council, Planning Commission and Staff. Mayor Alegria called for a brief recess at 9:12 P.M. The meeting reconvened at 9:20 P.M. Director of Community Development Rukavina introduced Tim Piasky with Piasky Solutions. Mr. Piasky shared a PowerPoint presentation and discussion ensued between consultant, City Council, Planning Commission and Staff. The following members of the public addressed the City Council: Dr. Derick Ball and Dana Dorsett. The last speaker was not available. Discussion ensued among Council Members, Planning Commissioners, consultants, and Staff Councilmember Cruikshank moved, seconded by Councilmember Ferraro, to: 1) Receive and file a report and presentation on the status of the City's Housing Element Update; 2) Receive public input, discuss and provide Staff with direction on the Housing Element Update options to address the City's 6th Cycle Regional Housing Needs Assessment (RHNA) allocation; 3) Review and authorize the issuance of the proposed Housing Element Update Community Survey:, 4) Direct Staff to bring back an amendment to the Professional Services Agreement with Piasky Solutions to consider expanding the feasibility analysis along Western Avenue; and 4) instructed staff and consultants to not rely solely on Western Avenue to accommodate the RHNA allocation; to engage all Homeowners' Associations and the community in how to Joint City Council/Planning Commission Minutes Special Meeting August 24, 2021 Page 2 of 3 participate in every area to creatively meet the RHNA allocation; to identify and vet the fifty-one properties listed in the report by having City Staff review assessor parcel numbers and characteristics of the sites; identify an acceptable formula to account for more ADUs or JADUs towards the RHNA allocation; and ensure the Housing Element accounts for infrastructure capacities. The motion passed on the following roll call vote: AYES: Bradley, Cruikshank, Dyda, Ferraro, and Mayor Alegria NOES: None ADJOURNMENT: At 9:57 P.M., Mayor Alegria adjourned the special meeting to 6:00 P.M. on September 7, 2021, for a Closed Session meeting and 7:00 P.M. for a Regular meeting.
