PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided information related to participation options available to the public. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Hamill ATTENDANCE Present: Commissioners Chura, Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam, and Chair Leon Absent: None Also present were Director of Community Development Rukavina, Deputy Director Silva, Senior Planner Yoon, City Attorney Laymon, Mr. Phipps, Mr. Dean and Mr. Janousek with Cotton, Shires and Associate Inc. APPROVAL OF AGENDA Approved as presented. COMMUNICATIONS City Council Items: Deputy Director Silva informed the Planning Commission that Vice-chair Perestam was selected as the next Chair of the Planning Commission and that the Planning Commission will consider the appointment of a new Vice-chair at the July 13th Planning Commission meeting. Planning Commission Minutes June 8, 2021 Page 2 Staff: Deputy Director Silva informed the Planning Commission that the July 13 th Planning Commission meeting would be in-person. Deputy Director Silva also informed the Planning Commission that the Planning Commission-approved project at 30137 Avenida Tranquila was appealed to the City Council. Commission: None Comments from the audience (regarding non-agenda items): None CONSENT CALENDAR 1. APPROVAL OF THE MAY 11, 2021 P.C. MINUTES COMMISSIONER SANTAROSA MOVED, SECONDED BY COMMISSIONER HAMILL, TO APPROVE THE MINUTES. THE MOTION PASSED ON A VOTE 7-0. 2. RESOLUTION FOR DENIAL- (CASE NO. PLVA2018-0001): 28160 Palos Verdes Drive East (JY) Commissioner Hamill and Santarosa recused themselves from consideration of the project proposal. Senior Planner Yoon introduced the Resolution for denial for 28160 Palos Verdes Drive East a request to construct a new 5,285 ft² (garage included), three-story, single-family residence and ancillary site improvements with 1,697 yd3 of associated grading on a vacant lot. Commissioner James requested that the item be pulled from the consent calendar to allow the Planning Commission an opportunity to discuss a revised Resolution that was introduced as late correspondence. COMMISSIONER JAMES MOVED, SECONDED BY COMMISSIONER PERESTAM TO ADOPT P.C. RESOLUTION NO. 2021-09, AS INTRODUCED AS LATE CORRESPONDENCE AND FURTHER AMENDED, DENYING, WITHOUT PREJUDICE, A HEIGHT VARIATION, MAJOR GRADING PERMIT, VARIANCE, SITE PLAN REVIEW, AND ENCROACHMENT PERMIT TO CONSTRUCT A NEW 5,285 FT² (GARAGE INCLUDED), THREE-STORY, SINGLE-FAMILY RESIDENCE AND ANCILLARY SITE IMPROVEMENTS WITH 1,697 YD3 OF ASSOCIATED GRADING ON A VACANT LOT. THE MOTION PASSED ON A VOTE 5 TO 0, WITH COMMISSIONERS HAMILL AND SANTAROSA RECUSING. GEOTECHNICAL REVIEW PROCESS PRESENTATION City Geologists from Cotton, Shires & Associates, Inc. gave an informative presentation on the City’s Geo-Technical Review Process. The presentation included: • An overview of the geology of Rancho Palos Verdes • Peer Review- Philosophy and Approach • Geotechnical Guidelines A Question & Answer session followed amongst the City Geologists, staff and the Planning Commission. THE PLANNING COMMISSION RECEIVED AND FILED THE INFORMATIONAL PRESENTATION ON THE GEOLOGY OF THE CITY AND THE CITY’S GEO -TECHNICAL REVIEW PROCESS. ITEMS TO BE PLACED ON FUTURE AGENDAS: 4.
