CC SR 20210615 I - Salary and Hourly Compensation Schedule CITY COUNCIL MEETING DATE: 06/15/2021 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consideration and possible action to approve compensation changes for competitive, confidential and management and part-time employees. RECOMMENDED COUNCIL ACTION: (1) Adopt Resolution No. 2021- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING, RESTATING, AND SUPERSEDING RESOLUTION NO. 2020-63 SETTING FORTH THE SALARY AND HOURLY COMPENSATION SCHEDULE FOR ALL EMPLOYEES IN CITY SERVICE FISCAL IMP ACT: $370,000 was included in the FY 2021-22 budget for merit and Cost of Living Adjustment (COLA). Out of this amount $235,000 is for Rancho Palos Verdes Employees Association members and $135,000 for unrepresented employees. Resolution No. 2020-63 (page B-1) BACKGROUND AND DISCUSSION: On November 17, 2020, the City Council adopted Resolution No. 2020-63 (Attachment A), which amended, restated and superseded the City’s Salary and Hourly 1 Compensation Schedule for Employees in City Service. Tonight, the City Council, under a separate agenda item, is being asked to consider adopting the Second Amendment to the 2020-21 Rancho Palos Verdes Employee Association (RPVEA) MOU, thereby extending the term to December 31, 2021. Section IV(A) of the MOU states “Effective July 1, 2020, the City shall provide an across-the-board salary COLA increase for represented employees based upon the percentage increase in the Consumer Price Index (CPI-U) in the Los Angeles-Long Beach-Anaheim geographic area for the twelve (12) month period ending March 2020, with a minimum floor increase of one percent (1%) and ceiling cap on the increase of two and a half percent (2.5%). Employees' salaries shall increase correspondingly within their individual salary ranges to reflect the COLA. The salary ranges shall increase by the COLA amount.” The CPI-U in the Los Angeles – Long Beach – Anaheim geographic area for the 12- month period ending March 2021 was 2.2%. This increase would also be applied to confidential and management, and part-time employee pay ranges and reflected in the City’s Salary and Hourly Compensation Schedule for Employees in City Service, effective the first full period in July 2021, with a pay date of July 3, 2021. CONCLUSION: Staff recommends the City Council adopt the attached resolution (Attachment A) which amends, restates and supersedes the City’s Salary and Hourly Compensation Schedule for Employees in City Service. ALTERNATIVES: In addition to the Staff recommendation, the following alternative action is available for the City Council’s consideration: 1. Take other action, as deemed appropriate. 2 RESOLUTION NO. 2021-___ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING, RESTATING, AND SUPERSEDING RESOLUTION NO. 2020- 63 SETTING FORTH THE SALARY AND HOURLY COMPENSATION SCHEDULE FOR ALL EMPLOYEES IN CITY SERVICE WHEREAS, the City Council adopted Resolution 2020-63 on November 17, 2020, that set the Salary and Hourly Compensation Schedule for Competitive, Confidential and Management classifications; and WHEREAS, the City Council now desires to amend the City's Salary Schedule to reflect new salary ranges for competitive, confidential and management, and part-time classifications based on a 2.2% wage increase cost-of-living adjustment effective the first full pay period of FY 2021-22; and WHEREAS, Section 36506 of the California Government Code requires that the City Council fix compensation of all appointive officers and employees by resolution or ordinance; and, WHEREAS, Rule V of the Personnel Rules of the City provides that in order to amend the City's Salary Schedule that changes must be made via Resolution; and, NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The salary and hourly ranges for City job classifications as set forth in Exhibit "A" which are attached hereto and incorporated herein by this reference, are adopted and are effective as of July 3, 2021.
