RECOMMENDED COUNCIL ACTION: (1) Adopt Resolution No. 2021-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2021-22 FUNDED BY SB-1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017. Draft Resolution No. 2021-___ (Page A-1) BACKGROUND AND DISCUSSION: Senate Bill No. 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into law in April 2017. SB 1 imposed a combination of fuel taxes (gasoline and diesel) and vehicle license fees (including zero-emission vehicles) to fund the Road Maintenance and Rehabilitation Program to address deferred maintenance . Cities and counties are estimated to receive a total of $1.5 billion at full implementation of SB 1 on July 1, 2021. This will enable cities and counties throughout the state to address significant maintenance, rehabilitation, and safety needs on their local street and road systems. 1 The City receives SB 1 funds from the Road Maintenance and Rehabilitation Account (RMRA) managed by the State Controller’s Office. Use of the funds is reported to the California Transportation Commission. The State Controller’s Office projects that the City of Rancho Palos Verdes will receive an estimated $801,665 in RMRA funds in FY 2021-22. To receive the funds, the City must submit a proposed project list by June 30, 2021 for the upcoming fiscal year. The projects may be annual road maintenance or capital projects. The City may use these funds for other eligible projects without penalty if the City’s priorities change. Staff proposes using $800,000 (with $1,665 to roll over to future years) in RMRA funds for FY 2021-22 on the following projects: • $245,000 for Annual Street Pavement Maintenance; • $190,000 for Traffic Sign Replacement; • $150,000 for the Pavement Management Program Triennial Update (needed to be eligible for ongoing Los Angeles County Metropolitan Transportation Authority Funding); and, • $215,000 for the Rehabilitation of Silver Spur Road – South from Hawthorne Boulevard to the city limit. These proposed projects are outlined more completely on the next page. 2 ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Do not approve Resolution No. 2021__. 2. Direct Staff to use the funds for other projects or programs. 3. Take other action, as deemed appropriate. Replacement signs meet Federal Highway Adminstration (FHWA), State Manual on Uniform Traffic Control Devices (MUTCD), and reto-reflectivity standards. Start: July 2021 Pavement Management Program - Arterial Roadways, Silver Spur Road - South The project will rehabilitating the section of Silver Spur Road from Hawthorne Blvd to the city limit and consist of: Resurfacing the existing asphalt; Replacing damaged asphalt; Replacing damaged curbs, gutters, and sidewalks; Replacing pavement markings; Improving drainage (if needed). Pavement Management Program Triennial Update The Pavement Management Plan is updated every three years to evaluate the condition of the City's roadway system and identify Citywide Arterial and Residential Street Rehabilitation projects. Start: July 2021 $150,000 for Triennial Update Completion: January 2022 Citywide $245,000 for ongoinig maintenance Completion: June 2022 Up to 8 years Citywide $190,000 for Signage Replacement Completion: June 2022 Street Pavement Maintenance Roadway maintenance and repairs including roadway crack and patch filling, pothole repair, sidewalk grinding and patching, tree root removal, and restoration of centerline survey and monumentation information. Start: July 2021 Up to 12 years Citywide 3 years Silver Spur Road - South, from Hawthorne Blvd south to the City Limits $215,000 for Construction Completion: June 2022 Up to 20 years Start: January 2022 3 RESOLUTION NO. 2021-__ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2021-22 FUNDED BY SB 1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and, WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City Rancho Palos Verdes are aware of the projects proposed for funding in our community, and which projects have been completed each fiscal year; and, WHEREAS, the City of Rancho Palos Verdes must adopt, by resolution, a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and , WHEREAS, the City of Rancho Palos Verdes, will receive an estimated $801,665 in RMRA funding in Fiscal Year 2021-22 from SB 1; and, WHEREAS, this is the fifth year in which the City of Rancho Palos Verdes is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and, WHEREAS, the City of Rancho Palos Verdes has undergone a robust public process to ensure public input into our community’s transportation priorities project list; and, WHEREAS, the City of Rancho Palos Verdes used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities’ priorities for transportation investment; and, WHEREAS, the funding from SB 1 will help the City of Rancho Palos Verdes maintain streets, rehabilitate an arterial roadway, replace signage meeting current federal and state requirements, and complete the Triennial update of the Pavement Management Program survey within the City this year and many similar projects into the future; and, A-1 WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in “good” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into “excellent” condition; and, WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: The foregoing recitals are true and correct.
