AGENDA TITLE:
Consideration and possible action to appoint Chairpersons to the Planning Commission
and the various City advisory boards
RECOMMENDED COUNCIL ACTION:
(1) Appoint a Chair to the Planning Commission and five City advisory boards: Civic
Center Advisory Committee, Emergency Preparedness Committee, Finance
Advisory Committee, Infrastructure Management Advisory Committee, and
Traffic Safety Committee.

BACKGROUND AND DISCUSSION:
Pursuant to Section 2.20.060 of the Rancho Palos Verdes Municipal Code, the City
Council shall appoint a chairperson to the Planning Commission and shall appoint a
chairperson to each advisory board on an annual basis per City Council Policy No. 6. In
May 2021, Staff reached out to its current Commissioners and advisory board Members
to notify them of the opportunity to express interest to serve as Chairperson for one year.
The following members have expressed interest in serving as chairperson:

Civic Center Advisory Committee Member Gregory O’Brien
Emergency Preparedness Committee Member Larry Maizlish

Infrastructure Management Advisory Committee Member Don Swanson
Traffic Safety Committee Member Larry Liu
With only one member from each board showing interest for the position as Chairperson
at this time, Staff recommends that appointments be affirmed as presented. The
appointed Chairpersons will serve from July 1, 2021 until June 30, 2022 (unless
otherwise decided by the City Council) which will align the appointments with the recent
Council-amended Policy No. 6.
ALTERNATIVE
In addition to the Staff recommendation, the following alternative action is available for
the City Council’s consideration:
1. If the City Council prefers to interview those sole applicants interested in
serving as the Chair to their respective boards before deciding upon their
appointments, continue this agenda item and direct Staff to arrange
interviews of each of the applicants with the full Council, at a future date to
be determined.
