Independent Accountants’ Report on Agreed-Upon Procedures performed with respect to City employee compensation for the calendar year ended December 31, 2020 (page A-1) B. 2020 City Employee Compensation and Benefit Analysis Report (page B-1) BACKGROUND: The Finance Department prepares two reports annually to capture the salaries and benefits information for all compensated employees, elected officials, and commissioners who received a W-2 for the calendar year. The first report is required by the California State Controller’s Office (SCO) based on employees’ Medicare taxable income (Box 5 of W-2). The second report was established in 2013 to provide greater transparency for the public regarding the compensation and benefits received by City employees. At that time, the City Council Compensation Subcommittee directed Staff to prepare the Employee Compensation and Benefits Analysis (“Analysis”) for all full-time 1 and part-time employees. In addition to the Analysis, the City Council requested to hire the City’s independent financial auditor to review of the report and procedures, called Agreed-Upon Procedures (AUP). The purpose of the additional audit procedures is for the auditor to determine the City's compliance with its policies and procedures for employee compensation and benefits. Although not required, for added transparency and review, the City continues to opt for the AUP service since 2013. The Finance Department prepares the Analysis after the issuance of W-2 forms to City employees in January. Subsequently, in March, CliftonLarsonAllen (CLA), the City’s financial auditor, performs the AUP. The final employee report and the results of the AUP are then submitted to the City Council to receive and file the report. DISCUSSION: The Finance Department has completed the Analysis (Attachment B) for the calendar year ending December 2020. The total compensation captures all forms of pay and City- paid benefits, including wages, allowances, overtime, declined health insurance, bonuses, severance, vacation buyouts, pension contributions, health insurance, ancillary insurance, and retirement health savings. In addition, the Analysis includes an accounting of all leave time earned during 2020. A new column has been added to this year’s report that identifies the total of all hours earned. There is no fixed payment schedule for employee’s leave time because salaries are adjusted during the fiscal year depending on when an employee’s annual evaluation occurs. The estimated value amount of hours earned for vacation and compensatory time are reported as a liability in the City’s financial reports at the end of each fiscal year. For fiscal year ending June 30, 2020, the liability for compensatory time is $403,201. On March 18, 2021, CLA performed an AUP engagement in accordance with attestation standards established by the American Institute of Certified Public Accountants. CLA’s procedures include tracing applicable gross pay from the City’s payroll system and W-2 filings, sampling 20 employees (management, non-management, and part-time), and tracing amounts in the report to supporting documentation. On May 6, 2021, CLA issued a report with respect to the results of the AUP. The report includes CLA’s performed procedures and as listed in the report, there were “no exceptions” noted (meaning, a clean audit) on all performed procedures. More details of the report can be found in Attachment A. The detailed 2020 City Employee Compensation and Benefit Analysis Report is included in Attachment B. Traditionally, on behalf of the City Council, the City Manager sends the Analysis and a letter to the California State Controller’s Office promoting the City’s extensive efforts to provide greater transparency by capturing all forms of pay and benefits instead of only reporting employees’ Medicare taxable income. This will occur after the City Council receives and files the Analysis for 2020. In 2017, the State Controller replied to the City and expressed that the information provided was valuable and applauded the City for the efforts it has made toward greater transparency. 2 The City Council is being asked to accept, by receiving and filing, the Analysis for 2020 and the AUP Report. The reports will be published on the Employee Compensation page under the Transparency section of the City website at http://www.rpvca.gov/225/Employee-Compensation. ALTERNATIVES: In addition to the Staff recommendation, the following alternative action s are available for the City Council’s consideration: 1. Discuss and take other action related to this item. 2. Identify any requested additional information and direct Staff to return at a later date. 3 CliftonlarsonAllen LLP CLAconnect.com INDEPENDENT ACCOUNTANTS' REPORT ON APPL YING AGREED-UPON PROCEDURES The Honorable City Council of the City of Rancho Palos Verdes Rancho Palos Verdes, California We have performed the procedures enumerated below, which were agreed to by the City of Rancho Palos Verdes, California (the "City") solely to assist the City with respect to the evaluation of selected provisions of City employee compensation for the calendar year ended December 31, 2020. The City's management is responsible for the execution of the provisions related to the employment of City personnel. The sufficiency of these procedures is solely the responsibility of the City. Consequently, we make no representation regarding the sufficiency of the procedures described below, either for the purpose for which this report has been requested, or for any other purpose. The procedures performed and the results of those procedures were as follows: 1. Trace W-2 annual Medicare wages for all employees listed on the City-prepared Employee Compensation Worksheet to W-2 filings. Result: No exceptions were noted as a result of performing this procedure . 2. Select a sample twenty (20) employees listed on the City-prepared Employee Compensation Worksheet using the following criteria: 1. Five (5) management personnel-selected haphazardly 11. Five (5) part-time personnel including one (1) City Council member -selected haphazardly iii. Ten (10) full-time non-management personnel -selected haphazardly For the selected sample of employees, trace the following information included on the City- prepared Employee Compensation Worksheet to City personnel records, contracts (if applicable), policies, and other supporting personnel documentation: a. Payroll 1. Annual Salary 11. Overtime m. Auto allowance 1v. Bonus v. Vacation buyout v1. Health insurance in-lieu 1 A-1 b. City paid benefit costs 1. Pension benefits -For the purposes of this procedure, each Tier 1 employee is allocated a portion of the annual payment to the plan based on the published contributions rates of the Tier. 11. Insurance -including but not limited to medical, vision, and dental. These amounts are reflected on the schedule on a pay period basis but are invoiced on a monthly basis and included rate changes during the year. These amounts are reflected on the schedule on a pay period basis using the City's Health Premium Rates and Contribution Levels (Composite Rates) rather than individual rates for each level of coverage offered for each medical plan. As such, the procedure for these payments will be to reconcile the amounts per the schedule to the City's Health Premium Rates and Contribution Levels (Composite Rates). 111. Medicare 1v.
