(1) By majority vote of the City Council, appoint two members to the Emergency
Preparedness Committee with full terms to expire on June 30, 2024.

BACKGROUND AND DISCUSSION:
In March 2021, recruitment began for two vacant seats on the Emergency
Preparedness Committee (EPC) due to expiring terms.
The recruitment for the EPC was advertised and posted according to City Council Policy
No. 6. At the conclusion of the recruitment period on April 9, 2021, the City received a
total of seven applications from residents interested in serving. One application is from
an incumbent wishing to reapply, and six applications are from other residents wishing
to serve. The City Council will conduct interviews of applicants on April 20, 2021 and will
be asked to make the appointments that same evening during the regular meeting .
Ballots will be distributed prior to the commencement of the City Council meeting on
April 20, 2021, listing the applicants for the City Council to cast their votes. Staff will tally
the votes and in compliance with the Brown Act, the City Clerk will read each

Councilmember’s ballot into the record at the meeting and declare the members
appointed to the EPC.
