REGULAR MEETING
MARCH 16, 2021
CALL TO ORDER:
A Regular meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Alegria at 6:40 P.M. at McTaggart Hall in Fred Hesse Community Park, 29301
Hawthorne Boulevard, and via teleconference/virtual meeting using the Zoom platform
notice having been given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Cruikshank, Dyda, Ferraro, Bradley, and Mayor Alegria
ABSENT: None.
Also present were Ara Mihranian, City Manager; William W. Wynder, City Attorney, and
Teresa Takaoka, Deputy City Clerk.
PUBLIC COMMENTS:
None.
CLOSED SESSION ITEMS ANNOUNCED:
City Attorney Wynder announced the items to be discussed in Closed Session.
THREAT TO PUBLIC SERVICES OR FACILITIES
1. A closed session will be held, pursuant to Government Code § 54957(a), to meet
and confer with the City Attorney to consider matters posing a threat to the
security of essential public services.

SS1. Review of Tentative Agendas
Discussion ensued among Council Members and Staff regarding items on the upcoming
City Council meetings as listed on the tentative agendas.
The tentative agendas were approved as presented. Without objection, Mayor Alegria
so ordered.

REGULAR MEETING – OPEN SESSION
CALL TO ORDER:

Director of Community Development; Cory Linder, Director of Recreation and Parks;
Ramzi Awwad, Director of Public Works; Lukasz Buchwald, Information Technology
Manager; and Teresa Takaoka, Deputy City Clerk.
Also present was Captain James Powers, Lomita Station, Los Angeles County Sheriff’s
Department

CLOSED SESSION REPORT:
None.
MAYOR’S ANNOUNCEMENTS:
Mayor Alegria shared a brief announcement on Los Angeles County transitioning to the
Red tier.
Mayor Alegria and City Council presented a certificate of recognition to Team Illuminate.
The City Council recognized Team Illuminate for their efforts in fundraising for the
Leukemia and Lymphoma Society and helping to raise cancer awareness. The Team
Illuminate team was introduced: Naomi Kao, Vivian Chan, Madison Lee, Maegan Deng,
Amber Chen, Diane Lee, Yu- Fahn Yuen, Grace Tsao, Laurie Fujii, Niki Lin, Alaine
Wong, Jeff Hu, Tony Kalinowski, and Alyssa Yang.
Mayor Alegria and City Council presented a certificate of recognition to the American
Red Cross. Board member Dale Spiegel accepted a proclamation. Mayor Alegria and
Councilmembers thanked the American Red Cross for supporting local communities in
numerous ways.
Mayor Alegria announced the Council’s Honoree who is a physician at Harbor UCLA
Emergency Department. Dr. Bradley Chappell accepted the proclamation. Mayor
Alegria and Councilmembers thanked Dr. Chappell for his dedication and service.
Mayor Alegria recognized outgoing Traffic Safety Committee member Emily Colville.
Mayor Alegria announced the City Service Recognition to employees for reaching
career milestone beginning with 5 years of full-time service and 5-year increments
thereafter. Those recipients were: Charles Eder, Mary Hirsch, Lina Nguyen, Vina
Ramos, Lorna Cloke, and Matt Waters.
Mayor Alegria honored Dr. Godfrey Pernell, past Rolling Hills Councilmember, who
passed away on Monday, March 8, 2021. Mayor Alegria noted the meeting would be
adjourned in his memory.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Alegria announced the Recycle Winners for the March 2, 2021, City Council
meeting: Darlynne Blankenfeld and Scott Rogers. He indicated that all winners receive
a check for $250 and urged everyone to participate in the City’s Recycling Program. He
noted that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City valued at $60.00.

CITY MANAGER REPORT:
City Manager Mihranian provided updates on the following: celebrating one year
anniversary of #rpvtogether; Update on Los Angeles County moving forward to the red
tier; Vaccination Updates; Peninsula Pharmacies Now offering Covid- 19 Vaccines;
Upcoming Virtual Whale of the Day celebration; Emergency Preparedness Committee
recruitment; and the Upcoming Annual Budget Workshop, March 30 at 6 p.m.
CONSENT CALENDAR:
Deputy City Clerk Takaoka reported that there was one request to speak on item G.
Councilmember Ferraro moved, seconded by Councilmember Cruikshank, to approve
the Consent Calendar items A-F and hearing item G immediately after approval of the
Consent Calendar.

A. Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting
with consent of the waiver of reading deemed to be given by all Council Members
after the reading of the title.

Approved the Minutes of the February 16, 2021 (Regular Meeting).

C. Registers of Demands (Amundson)
Adopted Resolution No. 2021-09, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE
PAID.
D. Consideration and possible action regarding a claim against the City by
Mercury Insurance (insured Linda Aratani). (Takaoka)
Rejected the claim and directed Staff to notify the claimant, Mercury Insurance
(insured Linda Aratani).
E. Consideration and possible action to include a Peninsula flyover as part of the
2021 Green Hills Memorial Day Observance (Waters)
Received and filed a report not to pursue a Peninsula flyover this year as the 2021
Green Hills Memorial Day Observance will likely be canceled, and to explore a
Peninsula flyover for 2022.
F. Consideration and possible action to submit the 2020 Annual General Plan
Update Report on the implementation of the Rancho Palos Verdes General
Plan to the appropriate state agencies. (Yoon)
Authorized Staff to forward the City’s Annual General Plan Update Report on the
status of the implementation of the Rancho Palos Verdes General Plan during the
2020 calendar year to the Governor’s Office of Planning and Research (OPR) and
the California Department of Housing and Community Development (HCD).
G. Consideration and possible action to forward the 2020 Housing Element
Annual Progress Report to the appropriate state agencies. (Yoon)
This item was removed from the Consent Calendar for separate consideration.

Councilmember Ferraro moved, seconded by Mayor Alegria, to approve staff
recommendation to: Authorize Staff to forward the City’s Annual Progress Report on
the implementation of the Rancho Palos Verdes Housing Element during the 2020
calendar year to the Governor’s Office of Planning and Research and the California
Department of Housing and Community Development.
The motion passed on the following roll call vote:

REGULAR BUSINESS:
1. Consideration and possible to appoint members to the Traffic Safety
Committee (Takaoka)
Deputy City Clerk Takaoka presented a brief staff report and announced that ballots
were distributed earlier in the evening to appoint members to the Traffic Safety
Committee.
After one round of balloting, the following appointments were made:
Larry Liu, Crystal Slaten, and Dave Tomblin were appointed to the Traffic Safety
Committee, with full terms to expire 6/30/2024.
2. Consideration and possible action regarding the City Council-adopted
directives to address parking access issues for the Palos Verdes Nature
Preserve. (Waters)
Deputy City Clerk Takaoka noted that late correspondence was distributed and there
were six requests to speak.
Director of Recreation and Parks Linder, Senior Administrative Analyst/ Open Space
Manager Lozano, and Senior Administrative Analyst Waters presented a staff report
and PowerPoint presentation.
Mayor Alegria called for a brief recess at 9:26 P.M. The meeting reconvened at
9:39 P.M.

Mayor Pro Tem Bradley moved, seconded by Councilmember Ferraro to:
1) Receive and file the report on the capacity for the Palos Verdes Nature Preserve
(Preserve) based on other open space agencies.
The motion passed on the following roll call vote:
AYES: Cruikshank, Ferraro, Bradley, and Mayor Alegria
NOES: Dyda

Mayor Pro Tem Bradley moved to extend the meeting to 11:00 P.M. Without
objection, Mayor Alegria so ordered.
Mayor Alegria moved, seconded by Councilmember Ferraro to: take no action on
Item No. 2.
The motion passed on the following roll call vote:

NOES: None

Mayor Pro Tem Bradley moved, seconded by Councilmember Dyda to:
3) Approve the Memorandum of Understanding (MOU) between the City and the
Palos Verdes Peninsula Transit Authority to operate the Preserve Shuttle
Program for a period of three months, as to form approved by the City Attorney.
*A motion by Councilmember Ferraro to amend the initial motion to approve a
stop at Del Cerro died for lack of a second.
The initial motion passed on the following roll call vote:

Mayor Pro Tem Bradley moved, seconded by Councilmember Cruikshank to:
4) Approve an appropriation of $20,000 in Proposition A Funds for the pilot Preserve
Shuttle Program.

Mayor Pro Tem Bradley moved, seconded by Councilmember Cruikshank to
approve staff recommendation Nos. 5 through 8 as amended, and which include:
5) To receive and file Willdan Engineering’s traffic study prepared specifically to
address vehicle movements at parking zones B and F along Crenshaw
Boulevard;
6) Adopted Resolution 2021-10, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES IMPLEMENTING THE WILLDAN
ENGINEERING’S RECOMMENDATIONS TO: A. PROHIBIT PARKING FOR A
DISTANCE OF 200’ MEASURED NORTHWARD FROM THE CENTER OF THE
CRENSHAW BLVD. AND PARK PLACE INTERSECTION; B. PROHIBITING
PARKING FOR A DISTANCE OF 44 FEET NORTH OF VALLEY VIEW RD.; C.
PROHIBITING PARKING FOR A DISTANCE OF 100 FEET SOUTH AND 80
FEET NORTH OF THE ST. JOHN FISHER CHURCH DRIVEWAY ON
CRENSHAW BLVD.;
7) Strike Via minute order, lift the temporary parking restrictions adopted by the
City Council on December 15, 2020 via Resolution No. 2020 -73; and Adopt
Resolution No. 2021-11, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES TO EXTEND TEMPORARY PARKING
RESTRICTIONS FOR 6 PARKING SPACES ON CRENSHAW BLVD. UNTIL
MAY 31, 2021; and,
8) Receive and file the status update on search engine optimization conducted
by Tripepi Smith.
The motion was approved by acclamation and ordered by Mayor Alegria.
Mayor Alegria moved to extend the meeting to 11:30 P.M. Without objection,
Mayor Alegria so ordered.
3. Consideration and possible action to the updated Draft Fiscal Year 2021-22
City Council Goals (Bañales)
Deputy City Clerk Takaoka noted that there were no requests to speak.
Mayor Alegria moved to hear an executive summary from Staff. Without objection,
this was so ordered.

Karina Bañales, Deputy City Manager, presented a brief summary and PowerPoint
presentation.
Discussion ensued among Council Members and Staff.
Mayor Alegria noted no motion was required from this item so by acclamation staff
recommendations were so ordered which included: reviewing and providing
direction on the updated Draft Fiscal Year (FY) 2021 -22 City Council Goals based
on direction provided at the February 22 workshop which include combining goals
and placing action items in an appendix document; 2) Identif ied priority goals for FY
2021-22; and 3) Continued the discussion of the FY 2021-22 City Council goals to
the March 30, 2021 budget review workshop for adoption consideration.

FUTURE AGENDA ITEMS:
Councilmember Ferraro requested the reviewing the possibility of initiating the
pickup of pharmaceuticals by merging with one of the major events like the City’s
Annual Shredding event or E- waste drop off.
Councilmember Cruikshank requested the review of the Cal Water rate increase.
