CC SR 20210202 01 - Advisory Board Appoinments (FAC, IMAC, West Vector Control District) CITY COUNCIL MEETING DATE: 02/02/2021 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA TITLE: Consideration and possible action to appoint members to the Finance Advisory Committee, Infrastructure Management Advisory Committee, and the Los Angeles County West Vector Control District. RECOMMENDED COUNCIL ACTION: (1) By majority vote of the City Council, appoint members to the following vacancies: A. Two members to the Finance Advisory Committee, with full terms to expire on June 30, 2024; B. Four members to the Infrastructure Management Advisory Committee, with three full terms to expire 6/30/2024 and one special vacancy with an unexpired term ending in February 2023 ; and, C. One member to the Los Angeles County West Vector Control District with a full term to expire on December 31, 2022. California Code, Health and Safety Code § 2021 (page B-1) BACKGROUND AND DISCUSSION: Recruitment began in November 2020 for seats on the Finance Advisory Committee (FAC) and the Infrastructure Management Advisory Committee (IMAC). The FAC has two vacancies due to expiring terms, and the IMAC has four vacancies comprised of three expiring terms and one special vacancy. Additionally, a recruitment for a vacancy 1 on the Los Angeles County West Vector Control District (West Vector) was conducted when the City became aware that the City’s current representative would not be seeking reappointment. The recruitment for the committees was advertised and posted according to City Council Policy No. 6. The recruitment for the West Vector vacancy was conducted using the City’s listserv. At the conclusion of the recruitment period on November 27, 2020 (for committees) and January 22, 2021, (for West Vector) the City received a total of 19 applications from residents interested in serving. Two applicants are incumbents wishing to reapply for their same committees, one applicant currently serves on a committee and wishes to serve on an additional committee; and 16 were from other residents wishing to serve. The City Council conducted interviews of FAC on January 19, 2021 and, as of this writing, the IMAC and West Vector interviews will be conducted on February 2, 2021. Ballots will be distributed prior to the commencement of the City Council meeting on February 2, 2021 listing the applicants for the City Council to cast their votes. (b) In the case of a district that is located entirely within a single county and contains both incorporated territory and unincorporated territory, the board of supervisors may appoint one person to the board of trustees, and the city council of each city that is located in whole or in part within the district may appoint one person to the board of trustees. If those appointments result in a board of trustees with less than five trustees, the board of supervisors shall appoint enough additional persons to make a board of trustees of five members. (c) In the case of a district that contains only unincorporated territory in more than one county, the board of supervisors of each county may appoint one person to the board of trustees. If those appointments result in a board of trustees with less than five persons, the board of supervisors of the principal county shall appoint enough additional persons to make a board of trustees of five members. (d) In the case of a district that is located in two or more counties and contains both incorporated territory and unincorporated territory, the board of supervisors of each county may appoint one person to the board of trustees, and the city council of each city that is located in whole or part within the district may appoint one person to the board of trustees. If those appointments result in less than five persons, the board of supervisors of the principal county shall appoint enough additional persons to make a board of trustees of five members. B-1
