CC DM 20210119 B - 20201219 CC MINS_DRAFTDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING DECEMBER 19, 2020 CALL TO ORDER: A Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Alegria at 11:37 A.M. at McTaggart Hall in Fred Hesse Community Park, 29301 Hawthorne Boulevard, and via teleconference/virtual meeting using the Zoom platform notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Cruikshank, Dyda, and Mayor Alegria ABSENT: Ferraro (excused)* Mayor Pro Tem Bradley (excused)* *Mayor Pro Tem Bradley joined the Council in the Fireside Room at 11:45 A.M. Also present were Ara Mihranian, City Manager; Ron Dragoo, Principal Engineer; Ramzi Awwad, Deputy Director of Public Works and Teresa Takaoka, Deputy City Clerk. PUBLIC COMMENTS: None. CLOSED SESSION ITEMS ANNOUNCED: 1. PUBLIC EMPLOYEE PERFORMANCE EVALUATION A closed session will be held, pursuant to Government Code § 54957 to conduct an employee performance evaluation for the position of City Manager. 2. CONFERENCE WITH LABOR NEGOTIATORS A closed session will be held, pursuant to Government Code § 54957.6, with the Mayor & Mayor Pro Tem, its negotiators, regarding labor negotiations with one unrepresented employee: City Manager RECESS TO CLOSED SESSION (FIRESIDE ROOM): At 11:38 A.M., the Council recessed to Closed Session. RECONVENE TO REGULAR MEETING: At 12:57 P.M. the Closed Session was reconvened to the Regular meeting. City Council Minutes December 19, 2020 Page 2 of 3 REGULAR MEETING – OPEN SESSION CALL TO ORDER: A Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Alegria at 12:57 P.M. Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and via teleconference using the Zoom platform notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Cruikshank, Dyda, Ferraro, Bradley, and Mayor Alegria ABSENT: None Also present were Ara Mihranian, City Manager; Karina Bañales, Deputy City Manager; Ron Dragoo, Public Works Principal Civil Engineer; Ramzi Awwad, Deputy Director Public Works; and Teresa Takaoka, Deputy City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Deputy Director Ramzi Awwad CLOSED SESSION REPORT: Mayor Alegria reported that with regards to Closed Session Item No. 1, council had conducted City Manager’s performance evaluation on the past years performance and expectations for the upcoming year, no reportable action was taken; w ith regards to Closed Session Item No. 2, this item has been moved to the meeting of January 19, 2021. APPROVAL OF THE AGENDA: Councilmember Cruikshank moved, seconded by Councilmember Ferraro, to approve the agenda. The motion passed on the following roll call vote: AYES: Cruikshank, Dyda, Ferraro, Bradley, and Mayor Alegria NOES: None PUBLIC COMMENTS FOR NON-AGENDA ITEMS: Deputy City Clerk Takaoka noted that there were no requests to speak. PUBLIC HEARINGS: City Council Minutes December 19, 2020 Page 3 of 3 1. Consideration and possible action to receive public comments on environmental issues to be addressed in the Environmental Impact Report (EIR) for the Portuguese Bend Landslide Mitigation Project. (Razepoor/Dragoo) Deputy City Clerk Takaoka stated that the notice of the pub lic hearing was duly published, no written protests were received, late correspondence was distributed and there were four requests to speak. Mayor Alegria declared the public hearing open. Deputy Public Works Director, Awwad presented a staff report and PowerPoint presentation. The following members of the public addressed the City Council: Sunshine; Barbara Sattler; Noel Park; and Sharon Yarber. Kelene Strain, Senior Project Manager, Meridian Consultants presented a report and PowerPoint presentation. Infrastructure Management Advisory Committee Members Lowell Wedemeyer and Peter Shaw provided additional information. Mayor Alegria declared the public hearing closed. Discussion ensued among Council Members and Staff. By acclamation Mayor Alegria approved staff recommendation to continue to receive written public input regarding environmental issues to be addressed in the Environmental Impact Report (EIR) as stated in the Initial Study for the Portuguese Bend Landslide Mitigation Project, until the deadline of 4:30 P.M. on January 15, 2021.
