Here is my bill that arrived today vs. the same time period in 2020. The 1 inch service charge has increased by just over
SO% and the usage price (per CCF) has increased by 4.7%. Not a billing issue, but you can also clearly see how dry March
was this year vs. last year by my increased water use. Thus, my bill this year is substantially more than last.
If Cal Water has overstepped on their billing, please let us know, as we may need to each file claims to that effect.

Thank you Elizabeth! I had been told that the increase was supposed to be around 15% to pay for the new
water lines and pump station.
Warmest Regards,
John Cruikshank, Councilman
City of Rancho Palos Verdes

Hi John,
I checked our water bill. Seep. 3 of March bill attached. The service charge is $31.78 and the usage rate is 4.9799 per
CCF
Service charge and rate was the same for February; however, both service charge and rate were lower in
January ($21.17 and 4.7555 per CCF.) Service charge and rate were also at the lower rate in 2020.
Therefore, it seems that in February there was a 50% jump in the service charge and a small change in the rate.
Maybe this is to cover the new pumping station?
Anyhow since it came up on the HOA zoom call, I am sending you our bill, which you are welcome to use with Cal
Water.
Elizabeth

ATTACHED SUPPORTING DOCUMENTS:
A. CPUC Decision Report for Cal Water Rates
B. Cal Water letter regarding new rates, dated March 8, 2021 (page B-1)
BACKGROUND AND DISCUSSION:
In October 2020, California Water Service Co. (Cal Water) announced the completion of
the Palos Verdes Peninsula Water Reliability Project, which added seven miles of new
drinking water pipeline and a pump station on Crenshaw Boulevard north of Silver Spur
Road. Prior to the completion of the project, 90% of the Peninsula relied on one 60-
year-old pipeline and a single pump station.
Every three years, Cal Water is required to submit an Infrastructure Improvement Plan
to the California Public Utilities Commission (CPUC), including all rate changes. The
CPUC approved the most recent rate changes to customers' bills in the Palos Verdes
water system on December 3, 2020 (Attachment A). This rate increase was specifically
structured so only Palos Verdes ratepayers would see the billing impact of the $96
million Palos Verdes Peninsula Water Reliability Project.
3
Prior to the CPUC decision, ratemaking is also reviewed by the California Public
Advocates Office (Cal PA), an independent organization within the CPUC that
advocates on behalf of utility ratepayers . Cal PA also approved the rate increase.
Cal Water mailed residents materials prior and after the rate increase which indicated
that a typical customer who uses 14,212 gallons, or 19 Ccf (one-hundred cubic feet) of
water per month would see a monthly water bill increase of $16.21, or 14.38%
(Attachment 8). The amount of water in each tier for residential quantity rates also
changed, increasing Tier 1 from 1-15 Ccfto 1-17 Ccf, and adjusting Tier 2 and Tier 3 to
18-25 Ccf and over 25 Ccf, respectively. The table below shows the percent increase at
each tier and for different meter sizes. Usage between 15-17 Ccf* moved from Tier 2
under the previous category into Tier 1, resulting in a 0.21% decrease for usage at that
level.
Bills are calculated by adding the service charge, ~usage by tier. If usage is 26 Ccf,
the first 17 Ccf are charged at the current rate of $4.9799 per Ccf (Tier 1 ), plus the next
eight Ccf charged at the current rate of $6 .2276 (Tier 2), plus one Ccf charged at the
current rate of $9 .3539 (Tier 3).
For example, a resident with a 5/8" meter, using 15 Ccf of water per month should
expect to see their bill increase by $-U:-W13.97 , or ~ 15.1 %. A resident with a 1"
meter using the same 15 Ccf of water per month should expect to see their bill
increase by $~29 .88 , or 24.9J04%.
Residents have expressed confusion over the rate increase, and concern over the
substantial increase in bills. As such, Staff reached out to Angie Gilbride, Regional
Community Affairs Specialist for Cal Water, who confirmed her participation at tonight's
meeting to provide a presentation outlining the rate increase and will be available to
answer any questions. Specifically, the presentation will provide an overview of the rate
increase, address concerns about Tier 1 users experiencing the highest percent total
increase and compare rates to those in other districts and with other companies.

I'm not disputing increase of water bill, if necessary, for infrastructure. However, a 50% increase is unacceptable.

Staff is doing it. again. April 20, Council Agenda Item 6
CAUTION: This email ori inated from outside of the Cit of Rancho Palos Verdes.
Dear Mr. Mayor, Council Members and interested parties,
This 200+ page Agenda Report is another expenditure of Staff Time which has not been "vetted" by a
citizen advisory body nor a Task Force. The City Council Policy Manual is not in need of updating
because it is out of date. It has become dysfunctional because Staff only applies selected policies
when doing so increases their control and decreases citizen participation. If you don't see that or,
that is satisfactory to you, simply move Staffs recommendation and settle back in your chair and
watch the City of RPV continue to morph into a totally different place.
This totally different place is not necessarily a bad place. I am simply of the opinion that the citizenry
should be able to influence a Council vote on a clear definition of the revised "vision". The vote on
the Ladera Linda Master Plan was not unanimous. A clear design of what the infrastructure
supporting the PV Preserve is to be has not been assembled. The Trails Network Plan no longer
exists.
Staffs recommended changes to the City Council Policy Manual diminish the scope of Council's
decision -making authority rather than getting some of it back. I will provide lots of detailed input
should I ever be given the opportunity to feel like my time and effort won't be totally wasted .
