PC MINS 20210427Approved 5/11/2021 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING APRIL 27, 2021 CALL TO ORDER Chair Leon called the virtual meeting to order at 7:00 P.M. PUBLIC PARTICIPATION OPTIONS Deputy Director Silva provided information related to participation options available to the public. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Hamill. ATTENDANCE Present: Commissioners Chura, Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam, and Chair Leon. Absent: None Also present were Director of Community Development Rukavina, Deputy Director Silva, Senior Planner Yoon, and City Attorney Gerli. APPROVAL OF AGENDA Approved as presented. COMMUNICATIONS City Council Items: Deputy Director Silva provided updates related to the April 6, 2021 City Council meeting, which included the adoption of a resolution upholding the Planning Commission’s approval of land use entitlements for the Ladera Linda Community Center and Park project. Deputy Director Silva also informed the Planning Commission that the City Council adopted a resolution updating the City’s fee schedule including fees in the Community Development Department. Planning Commission Minutes April 27, 2021 Page 2 Staff: Deputy Director Silva informed the Planning Commission of the City’s award of a local early action planning grant for the preparation of environmental review documents related to a mix - used overlay zone along Western Avenue’s commercial corridor and other commercially zoned properties. In addition, Deputy Director Silva informed the Planning Commission of the City’s new Housing Element Update homepage. HEIGHT VARIATION AND SITE PLAN REVIEW- (CASE NO. PLHV2020-000618): 18 Surrey Lane (JY) Senior Planner Yoon presented the staff report w hich included a request to construct a 680 ft² addition, roof deck and ancillary site improvements to an existing two-story residence. Chair Leon opened the public hearing No speakers Chair Leon closed the public hearing Discussion ensued amongst the Planning Commission and staff with clarification on the structure size used in the Neighborhood Compatibility table and height of the proposed project. RESOLUTION NO. 2021-05: APPROVING, WITH CONDITIONS, A HEIGHT VARIATION AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 680 FT² ADDITION TO AN EXISTING TWO-STORY RESIDENCE MEASURING 25.91 FEET IN HEIGHT AND ANCILLARY SITE IMPROVEMENTS.
