REGULAR MEETING
MARCH 4, 2020
CALL TO ORDER:
A regular meeting of the Rancho Palos Verdes City Council for the purpose of a Closed
Session was called to order by Mayor Cruikshank at 6:03 P.M. at Fred Hesse
Community Park, McTaggart Hall, 29301 Hawthorne Boulevard, notice having been
given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Bradley, Alegria, and Mayor Cruikshank
ABSENT: Dyda (excused)* and Ferraro (excused)*
Also present were Ara Mihranian, City Manager; William W. Wynder, City Attorney;
Teresa Takaoka, Deputy City Clerk; and Emily Colborn, City Clerk.
*Councilmember Ferraro was in the Fireside Room during roll call. Councilmember
Dyda arrived at 6:20 P.M.
PUBLIC COMMENTS:
None.
CLOSED SESSION ITEMS ANNOUNCED:
City Attorney Wynder announced the items to be discussed in Closed Session.
1. POTENTIAL LITIGATION AGAINST THE CITY
GC 54956.9(d)(2) and (e)(1)
Based on facts and circumstances that might result in litigation against the City in
two (2) cases, but which the City believes are not yet known to a potential plaintiff or
plaintiffs, which facts and circumstances need not be disclosed.
RECESS TO CLOSED SESSION (FIRESIDE ROOM):
At 6:05 P.M., the Council recessed to Closed Session.
ADJOURN TO SPECIAL MEETING — INTERVIEWS
At 6:35 P.M., the Council adjourned the Closed Session to conduct Traffic Safety
Committee interviews.
REGULAR MEETING — OPEN SESSION
CALL TO ORDER:
A Regular meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Cruikshank at 7:16 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301
Hawthorne Boulevard, notice having been given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Bradley, Dyda, Ferraro, Alegria, and Mayor Cruikshank
ABSENT: None
Also present were Ara Mihranian, City Manager; William W. Wynder, City Attorney;
Angelina Garcia, Interim Director of Finance; Terry Rodrigue, Interim Director of
Community Development; Octavio Silva, Interim Deputy Director of Community
Development; Elias Sassoon, Director of Public Works; Cory Linder, Director of
Recreation and Parks; Daniel Trautner, Deputy Director of Recreation and Parks;
Teresa Takaoka, Deputy City Clerk; and Emily Colborn, City Clerk.
Also present was Captain James Powers, Lomita Station, Los Angeles County Sheriffs
Department
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Emily Colborn, City Clerk.
CLOSED SESSION REPORT:
City Attorney Wynder reported that with regards to Closed Session No. 1, matter was
discussed with no reportable action taken.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Cruikshank announced the Recycle Winners for the February 18, 2020, City
Council meeting: Marva Orr and Stevie Beitscher. He indicated that all winners receive
a check for $250 and urged everyone to participate in the City's Recycling Program. He
noted that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City valued at $60.00.
MAYOR'S ANNOUNCEMENTS:
Mayor Cruikshank offered best wishes to long-time resident Ken Delong and honored
him with a Certificate of Recognition for his decades of service to the community. Mr.
Bob Nelson was present to receive the certificate in Mr. Delong's absence. Mr. David
Cook also spoke on the many contributions Mr. Delong offered the City of Rancho Palos
Verdes and its residents.

Councilman Dyda moved, seconded by Mayor Pro Tem Alegria, to approve the agenda
as amended, hear Item No. 3 before Item No. 1.

CITY MANAGER REPORT:
City Manager Mihranian announced the following: CHOA presentation recap; Census
2020; advised residents to report any suspicious activity to the Lomita Sheriff station at
310-536-1661; RING program incentive; Alert Southbay notification system; and
Coronavirus update.
CONSENT CALENDAR:
111 City Clerk Colborn reported that late correspondence was distributed prior to the
meeting regarding Item G.
Mayor Pro Tem Alegria moved, seconded by Councilmember Ferraro, to approve the
Consent Calendar as presented.

A. Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting
with consent of the waiver of reading deemed to be given by all Council Members
after the reading of the title.
B. Approval of Minutes
Approved the Minutes of the February 12, 2020, Adjourned Regular City Council
meeting (Goal Setting Workshop).

C. Register of Demands
Adopted Resolution No. 2020-06, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE
PAID.
D. Consideration and possible action to receive and file the January 2020 Cash
Balances/Monthly Treasurer's Report
Received and filed the January 2020 Cash Balances/Monthly Treasurer's Report
E. Consideration and possible action to forward the 2019 Annual General Plan
Update Report on the Implementation of the Rancho Palos Verdes General
Plan to the appropriate state agencies
Directed Staff to forward the City's Annual General Plan Update Report on the status
of the implementation of the Rancho Palos Verdes General Plan during the 2019
calendar year to the Governor's Office of Planning and Research (OPR) and the
California Department of Housing and Community Development (HCD).
F. Consideration and possible action to approve a professional services
agreement with Blais & Associates to provide grant management services to
the City
Authorized the Mayor to execute a professional service agreement with Blais &
Associates to provide grant management services to the City at a cost not to exceed
$74,425 for the term of one year and four months.
G. Consideration and possible action to enter into an agreement with Arctic Wolf
Networks Inc. to provide cloud-based cybersecurity event log aggregation,
monitoring, and incident notification services
Authorized the City Manager to execute a 16-month contract with Arctic Wolf
Networks Inc. to provide cloud-based cybersecurity event log aggregation,
monitoring, and incident notification services (Security-as-a-Service)

3. Consideration and possible action to adopt an interim urgency ordinance to
establish a temporary 45-day moratorium on the establishment, expansion, or
111 modification of noncommercial amateur radio antennas associated with
§17.76.020(C) (Noncommercial amateur radio antennas) and (D)
(Noncommercial amateur radio antenna permit) of the Rancho Palos Verdes
Municipal Code; and to initiate code amendment proceedings to the
aforementioned sections to update the regulations and review procedures for
noncommercial amateur radio antennas
City Clerk Colborn reported that late correspondence was received and distributed prior
to the meeting and there were requests to speak.
Jaehee Yoon, Associate Planner, presented a staff report and PowerPoint presentation.
The following members of the public addressed the City Council: Donald Wilt, Kathy
Edgerton, Miriam Varend, Sharon Levine, and Larry Shapiro.
Discussion ensued among Council Members and Staff.
Councilmember Ferraro moved, seconded by Mayor Pro Tem Alegria, to (1) Adopt
Ordinance No. 632U, AN INTERIM URGENCY ORDINANCE OF THE CITY OF
RANCHO PALOS VERDES, CALIFORNIA, TO ESTABLISH A TEMPORARY 45-DAY
MORATORIUM ON THE ESTABLISHMENT, EXPANSION, OR MODIFICATION OF
NONCOMMERCIAL AMATEUR RADIO ANTENNAS ASSOCIATED WITH SECTION
17.76.020(C) (NONCOMMERCIAL AMATEUR RADIO ANTENNAS) AND (D)
(NONCOMMERCIAL AMATEUR RADIO ANTENNA PERMIT) OF THE RANCHO
PALOS VERDES MUNICIPAL CODE; and (2) Initiate code amendment proceedings to
amend §17.76.020(C) (Noncommercial Amateur Radio Antennas) and (D)
(Noncommercial Amateur Radio Antenna Permit) of the Rancho Palos Verdes Municipal
Code to update the regulations and review procedures for noncommercial amateur
radio antennas

1. Consideration and possible action to appoint one member to the Traffic Safety
Committee
City Clerk Colborn announced that ballots were distributed earlier in the evening to
appoint one member to the Traffic Safety Committee (TSC) and announced the vote of
each Council Member.

After one round of balloting, Martin Fox was appointed to the TSC for an unexpired term
of office ending in February 2023.
At 8:05 P.M., Councilmember Ferraro excused herself and left the meeting for the

remainder of the evening.
Mayor Cruikshank called for a brief recess at 8:05 P .M. The meeting reconvened at
8:21 P.M.
2. Consideration and possible action regarding a proposed Tongva monument at
Abalone Cove
Daniel Trautner, Deputy Director of Recreation and Park, presented a staff report and
introduced Tom Steers, Chairman, Gabrieleno/Tongva Monument Committee, who
gave a PowerPoint presentation on the proposed monument at Abalone Cove that
would honor the Tongva's long and storied connection to the history of Southern
California.
With no requests to speak, discussion ensued among Council Members and Staff.
Councilmember Bradley moved, seconded by Councilmembrer Dyda, to receive and file
the presentation and directed staff to move forward with plans for a sculptural monument
for Abalone Cove

4. Consideration and possible action to forward the 2019 Housing Element
Annual Progress Report to the appropriate state agencies, and to authorize
Staff to file an appeal related to the City's 6th Cycle Regional Housing Needs
Assessment housing allocation for the 2021-2029 planning period
City Clerk Colborn reported that late correspondence was received and distributed prior
to the meeting and there were requests to speak.
Octavio Silva, Interim Deputy Director of Community Development, presented a staff
report and PowerPoint presentation.
With no requests to speak, discussion ensued among Council Members and Staff.
Councilmember Bradley moved, seconded by Mayor Pro Tern Alegria, to (1) Direct Staff
to forward the City's Annual Progress Report on the implementation of the Rancho
Palos Verdes Housing Element during the 2019 calendar year to the Governor's Office
of Planning and Research (OPR) and the California Department of Housing and

Community Development (HCD); (2) Authorize Staff to file an appeal with the Southern
California Association of Governments (SCAG) related to the City's 6th Cycle Regional
Housing Needs Assessment housing allocation for the 2021-2029 planning period.
Mayor Cruikshank offered a friendly amendment to include the following factors as part
of the RHNA Appeal application: (1) Lack of City infrastructure including availability of
sewer lines to accommodate the construction of required RHNA housing units; and (2)
Lack of large employment centers and high quality transit facilities in the City to support
the construction of required housing units.
In addition, Mayor Cruikshank requested that input from the public be collected, through
community brainstorming sessions, so as to how to better address the RHN housing
requirements. The maker and seconder of the motion accepted the amendment.

5. Consideration and possible action to receive a report for the possible Eastview
community detachment from Los Angeles Unified School District and
attachment of this community to the Palos Verdes Peninsula Unified School
District
City Clerk Colborn reported that late correspondence was received and distributed prior
to the meeting and there was a request to speak.
William Wynder, City Attorney, presented a brief staff report.
The following member of the public addressed the City Council: Elizabeth Hoffman.
Discussion ensued among Council Members and Staff.
Councilmember Bradley moved, seconded by Mayor Cruikshank, to receive and file the
report with no further direction given to staff. Motion carried without objection with
Councilmember Ferraro absent.
6. Consideration and possible action to approve Fiscal Year_20-21 City Council

Ara Mihranian, City Manager, introduced the item followed by each department
presenting their respective goals. ,
Mayor Pro Tem Alegria moved to extend the meeting to 10:45 P.M. Without objection,
Mayor Cruikshank so ordered.

Councilmember Dyda moved, seconded by Councilmember Bradley, to bring back a
final draft of the goals for approval at a future meeting with the revisions and comments
discussed.
