Registers of Demands (Amundson) Recommendation: Adopt Resolution No. 2021-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN City Council Agenda March 16, 2021 Page 4 of 7 CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. D. Consideration and possible action regarding a claim against the City by Mercury Insurance (insured Linda Aratani). (Takaoka) Recommendation: Reject the claim and direct Staff to notify the claimant, Mercury Insurance (insured Linda Aratani). E. Consideration and possible action to include a Peninsula flyover as part of the 2021 Green Hills Memorial Day Observance (Waters) Recommendation: Receive and file a report not to pursue a Peninsula flyover this year as the 2021 Green Hills Memorial Day Observance will likely be canceled, and to explore a Peninsula flyover for 2022. F. Consideration and possible action to submit the 2020 Annual General Plan Update Report on the implementation of the Rancho Palos Verdes General Plan to the appropriate state agencies. (Yoon) Recommendation: Authorize Staff to forward the City’s Annual General Plan Update Report on the status of the implementation of the Rancho Palos Verdes General Plan during the 2020 calendar year to the Governor’s Office of Planning and Research (OPR) and the California Department of Housing and Community Development (HCD). G. Consideration and possible action to forward the 2020 Housing Element Annual Progress Report to the appropriate state agencies. (Yoon) Recommendation: Authorize Staff to forward the City’s Annual Progress Report on the implementation of the Rancho Palos Verdes Housing Element during the 2020 calendar year to the Governor’s Office of Planning and Research and the California Department of Housing and Community Development. Consideration and possible to appoint members to the Traffic Safety Committee (Takaoka) (10 mins) Recommendation: By majority vote of the City Council, appoint three members to the Traffic Safety Committee with full terms to expire on June 30, 2024. 2. Consideration and possible action regarding the City Council-adopted directives to address parking access issues for the Palos Verdes Nature Preserve. (Waters) (90 mins) Recommendation: 1) Receive and file a report on carrying capacity for the Palos Verdes Nature Preserve (Preserve) based on other open space agencies; 2) Direct Staff to issue a request for proposals (RFP) for a consultant to conduct a capacity management assessment for the Preserve to help assess impacts of public access to the Preserve, develop management recommendations to improve current conditions, and develop metrics and standards by which to evaluate future conditions; 3) Approve the Memorandum of Understanding (MOU) between the City and the Palos Verdes Peninsula Transit Authority to operate the Preserve Shuttle Program for a period of three months, as to form approved by the City Attorney; 4) Approve an additional appropriation of $20,000 in Proposition A Funds for the pilot Preserve Shuttle Program;5) Receive and file Willdan Engineering’s traffic study prepared specifically to address vehicle movements at parking zones B and F along Crenshaw Boulevard; and, 6) Adopt Resolution 2021-___ , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES IMPLEMENTING THE WILLDAN ENGINEERING’S RECOMMENDATIONS TO: A. PROHIBIT PARKING FOR A DISTANCE OF 200’ MEASURED NORTHWARD FROM THE CENTER OF THE CRENSHAW BLVD. AND PARK PLACE INTERSECTION; b. Prohibit parking for a distance of 44 feet north of Valley View Rd.; c. Prohibit parking for a distance of 100 feet south and 80 feet north of the St. John Fisher church driveway on Crenshaw Blvd.; 7) Via minute order, lift the temporary parking restrictions adopted by the City Council on December 15, 2020 via Resolution No. 2020-73; and 8) Receive and file a status update on search engine optimization conducted by Tripepi Smith. 3. Consideration and possible action to the updated Draft Fiscal Year 2021-22 City Council Goals (Bañales) (45 mins) Recommendation: Review and provide direction on the updated Draft Fiscal Year (FY) 2021-22 City Council Goals based on direction provided at the February 22 workshop which include combining goals and placing action items in an appendix document; 2) Identify priority goals for FY 2021-22; and 3) Continue the discussion of the FY 2021-22 City Council goals to the March 30, 2021 budget review workshop for adoption consideration.
